In-District Updates Plus Meetings of Significance for the Week of August 9, 2021

Greetings friends and neighbors,

I hope you and yours are safe after the severe weather of the past couple days. 

I want to make sure everyone is aware of two public information sessions occurring this week regarding businesses in D16.

1. TONIGHT at 7pm the new owners of Red Rooster and their planning staff will be meeting in the parking lot of the business (2513 Seiferth Road) to share their plans about business operations and opening. Please make sure to bring a mask if you are planning to attend. 

2. Owners of Young Blood Beer Company and city staff will be hosting a virtual meeting this THURSDAY 8/12 at 6pm about their company and planned operations. You can register for the meeting at www.cityofmadison.com/MeetingAug12YBBC.

The next steps to anticipate for 3 upcoming in-district projects is as follows:

  • Odilon Ford Winery and Red Rooster will be on the agenda for the Alcohol License Review Committee meeting August 18th as they have both applied for a liquor license. If approved, both businesses will have a liquor license and be able to sell alcohol on site. 
  • Young Blood Beer Company and Red Rooster will be on the agenda for the Plan Commission meeting August 23rd as they have both applied for a permit to use their buildings to conduct approved business within their respective zoning districts. If approved, this will complete the city process for both projects and they will be granted to start renovations (Red Rooster) and start using their buildings for business. 

Additionally, I wanted to inform you all that a new Tax Incremental District (TID) has been established in D16. In July 2021, the City of Madison created TID 49 as an industrial TID to fund the City's portion of the cost to extend public works improvements that will benefit the TID and the larger community, create jobs and provide financial assistance to businesses. The boundary of this new industrial TID runs north and south along Femrite Drive east of the Interstate 90/94 corridor to Meier Road (image below). Under state law an industrial TID has a maximum life of 20 year but may make expenditures to stimulate industrial development for up to 15 years. 

The City plans to invest about $1M of TIF funds into infrastructure projects adjacent to the former GE Medical property, located at 2930 and 3030 Ohmeda Drive (image below). In addition, the City is providing the developer, Madison Interstate East, LLC with $2.1M of TIF loan assistance to jump-start future industrial development and job creation.

The developer proposes to construct a 169,000 square foot industrial building in 2022, a 91,200 square foot industrial building in 2023 and a 169,000 square foot industrial building in 2024. The total estimated value of all three TIF generator projects is approximately $28.8M.
