From Public Health Madison & Dane County: The Alliant Energy Center testing site is now open until at least Sept, 19, but the Public Health WIC Clinic at Village on Park testing site will be open at least through Dec. 30. More testing sites and info here, including free testing for UW students and employees.

3. OTHER DISTRICT 2 UPDATES

 

Reminder: Some Parking Restrictions Remain Suspended

 

The Madison Parking Division is continuing the current suspension of some posted restrictions in non-metered parking areas and fee reductions in City parking garages. 

 

Non-metered parking restrictions temporarily suspended citywide:

  • Street sweeping (Clean Streets-Clean Lakes Program) restrictions, including on Thursday & Friday mornings downtown
  • 1-hour and 2-hour time-limits in non-metered areas
  • Residential Permit Only areas

$5 daily maximum fee in all City-owned public-parking garages:

  • Temporary $5 daily maximum fee in all City-owned public parking garages and Brayton Lot.
  • The first hour of parking is free on Saturdays.

All other on-street metered and non-metered parking restrictions are in effect and enforceable. Current information about Madison parking and any future service changes can be found here.

Metro Fare Collection Starts Sept. 1

 

Starting on Tuesday, Sept. 1, Metro will resume collecting fares on all buses. Passengers will need to present a cash fare or valid pass to ride. 

 

Board Buses at the Front Door
Also starting on September 1, passengers are directed to board at the front of the bus to access the farebox. A plexiglass shield has been installed to help prevent virus spread between the driver and passengers when boarding.

Bus Capacity Remains at 20
To help prevent virus spread, Metro continues its riding rule of only 20 passengers allowed on each bus.

Masks Required to Ride
As according to existing public health orders, all riders must continue to wear a mask when on the bus.

City of Madison Continues Pilot of Pedal-Assist Cargo Bikes

The City of Madison has joined with Saris, a Madison-area manufacturer of cycling accessories and infrastructure products, to launch one of the first municipal pilots in the US of an electric pedal-assist cargo bicycle use in government work. More information here.

 

Blink Grant Art

 

Artist Receives Blink Grant for Painting on E. Washington

 

The Madison Arts Commission has awarded a Blink Grant to Keysha Monique Mabra who will be painting a mural on a billboard outside of 1444 E. Washington, formerly the location of Art-In and currently housing Maria's and the Parched Eagle. Keysha lives not far from the site. From her conceptual statement for the piece, some of which is in the image above:

 

"My conceptual approach comes from a deep desire to give the city of Madison a permanent inspiration of hope through visual stimulation that encourages a positive insight into change for the better in the days to come following the recent chaos resulting from the Covid-19 epidemic, as well as local rioting as a result of sentiments reflecting recent police brutality and racial disunity."

 

Keysha is already starting the project and has hopes of obtaining funding for an expansion onto the west wall of 1444 E. Washington, so stop by and wish her well if you see her out there creating art!

 

Police and Fire Commission Seeks Input on Choosing New MPD Chief

The Board of Police and Fire Commissioners of the City of Madison (PFC) continues to gather public input in its search for the next Chief of Police for the City of Madison.

The PFC recently launched a community input survey. To participate, visit this site.

The PFC will be conducting virtual town hall meetings on the afternoon of Saturday, Sept. 12 and the evening of Thursday, Sept. 17, 2020. For more information, visit www.cityofmadison.com/PFC.

  • The PFC is working with Local Voices Network (LVN) to guide small group conversations. For dates and information, visit https://lvn.org/PFC.
  • Members of the public may submit written comments to the following e-mail address: policechiefsearch@cityofmadison.com.
  • The PFC will be engaging with community members through call-in discussions on local radio shows, such as WORT (Sept. 1, from Noon to 1:00 P.M.) and LaMovida (August 31, from 9:00 – 10:00 A.M.)

The virtual town hall meeting on Sept. 17 will be the final opportunity for the public to provide guided general input through interactive discussions with the PFC regarding the qualities and characteristics that the PFC should consider for the next Chief of Police. The PFC will continue to receive general input via e-mail, telephone message, and U.S. Mail. The PFC anticipates that once it identifies finalists for the position, it will re-engage the public in the process.

Updates on Voting in the November Election

The City Clerk's Office will mail ballots to all voters with requests on file by Sept. 17. It may take up to one week for a ballot to reach a voter through the mail. Voters may request an absentee ballot and track the status of their ballot at https://MyVote.wi.gov.

Voters are encouraged to return their absentee ballots to the Clerk's Office without delay. Beginning Sept. 22, The Clerk's Office will have poll workers stationed throughout the city for curbside ballot drop-off (locations and hours coming soon)

Dane County Regional Airport Creates PFAS Informational Web Page

Citizens Can Submit Their Questions about PFAS at the Airport

The Dane County Regional Airport (DCRA) has developed an informational web page regarding PFAS at the airport. The web page contains a presentation about steps being taken by the airport, a question submission form, and additional resources.

 

Current public health safety guidelines do not allow for an in-person public information meeting, so DCRA created the web page to provide information and updates to the public on PFAS at the airport. The question submission form, which will be turned into an extensive FAQ section, will be open to the public through Sept. 2.

Recording of Yahara Watershed Study Public Information Meeting Available

 

A virtual Public Meeting was held on August 26 to discuss the ongoing East Isthmus and Yahara River Watershed Study. The presentation from this meeting was recorded and posted on the project website.

 

The watershed study will identify causes of existing flooding and then look at potential solutions to try to reduce flooding. The study will use computer models to assist with the evaluations. For more information please see the Flash Flooding Story Map.

 

Census 2020

 

2020 Census – 30,000 Madison households still need to respond

 

As of July 31, an estimated 30,000 Madison households still needed to respond to the 2020 Census according to the Census Bureau. The city's 2020 self-response rate (72.4%) was lagging the final 2010 self-response rate (77.2%) by 4.8 percentage points. In addition to tracking citywide response figures, Madison is tracking response rates within individual Census tracts by the percentage PDF  and estimated number PDF  of households that have yet to respond. Response rates are lagging in Census tracts around UW-Madison along with portions of Madison's northeast, south, and west sides.

 

The City of Madison's Complete Count Committee is asking households that have not yet responded to take 10 minutes to complete the Census at my2020census.gov, by phone, or by mail . Census Bureau employees have started visiting households that have not responded.

Finally, the Census Bureau has moved the deadline for responding – either via self-response or nonresponse followup – from October 31 to September 30. City staff has concerns that this will decrease responses from traditionally undercounted people, such as populations of color, renters, and immigrants. A complete count is critical for equal representation in elections and to receive our fair share of federal funding for the next 10 years for transportation, healthcare, COVID recovery, affordable housing, and more. 

Draft 2021-2025 Transportation Improvement Program (TIP) Available

From the Madison Area Transportation Planning Board (MPO)

The Draft 2021-2025 Transportation Improvement Program (TIP) for the Madison Metropolitan Area & Dane County is now available for review and comment. The TIP lists major transportation improvements and studies anticipated to be undertaken during the next five-year period. 

The draft document has been posted on the TIP page of the MPO's website at this link.  A summary listing and maps of the major programmed projects along with a table with the approved Surface Transportation Block Grant Program priority project listings has also been posted at this link.

If you have comments or concerns regarding the federally funded projects or any of the other listed projects, the Madison Area Transportation Planning Board (MATPB) will accept all input. Please email comments to MATPB staff at mpo@cityofmadison.com. by Sept. 18.

Annual Madison Compost Bin & Rain Barrel Sale Returns on Oct. 10

Note: This item has evolved substantially since earlier considerations. The resolution would now allow downtown small businesses (with a preference to those owned/managed by people of color, immigrants, women, the disabled, veterans and any other underrepresented groups) to utilize the Façade Improvement Grant Fund to pay for property damage repair. The cumulative maximum from that Fund would be $60,000 and would need to be matched by non-city funds. From what I understand, the source for those matching funds is not yet determined, but would be required for the Façade Improvement Grant Fund to be utilized for these purposes.

Amending the 2020 Adopted Capital Budget of the Economic Development Division to appropriate $750,000 for a Small Business Equity and Recovery Program (SBER) by appropriating $750,000 in GO Borrowing from various capital projects. This program will be funded by transferring $750,000 of GO Borrowing from existing capital projects. Under this proposal GO Borrowing will be transferred from the following projects:

- CCB 4th Floor Remodel: $303,000
- Midtown Police Station: $250,000
- North Side Public Safety Campus Planning: $197,000

Note: This program is designed to assist existing or future small businesses citywide, particularly those that are Black-owned or owned by People of Color.

Fiscal Note

The 2020 capital budget includes $500,000 to conduct studies associated with BRT implementation (MUNIS Project 12777). This funding was included through Amendment #3 adopted by the Common Council. The proposed resolution will authorize $436,135 for a Metro design study and will be funded through GO Borrowing.

Authorizing the Community Development Division to accept grants from the Cities for Financial Empowerment Fund, Inc (known as the CFE Fund) to plan for and implement a Summer Jobs Connect youth employment program ($20,000), and create a Financial Navigator program ($80,000), and amend the Division's 2020 Operating Budget, as needed, to receive and expend the funds.
