1. DISTRICT 2 UPDATES

Road Closed Sign

1-Week Closure of N. Hancock St. and E. Washington Ave Intersection

Starting on Monday, Oct. 31 and continuing through Friday, Nov. 4, the intersection of N. Hancock Street and E. Washington Avenue will be closed to vehicular and bike traffic. The contractor constructing The Continental apartment building will be disassembling their tower crane on those days. A temporary two-way traffic pattern on N. Hancock Street to the intersection at East Mifflin St. will also be established so that N. Hancock residents and visitors will have access to their destinations.

Street parking on this portion of North Hancock Street will not be permitted during the duration of this process. North Hancock will be properly signed to assist in this transition and access to driveways will be maintained. Three District 2 Redevelopment Proposals at UDC on Nov. 9, Plan Commission on Nov. 21

Below are details on three redevelopment projects in District 2 that have been wending their way through neighborhood and city processes and are expected to be in front of the Urban Design Commission and Plan Commission on the same dates in November. All three of these proposals are expected to be considered by:

  • Urban Design Commission on Nov. 9, and

  • Plan Commission on Nov. 21.

------ Proposal #1: Campus-State Street Parking Garage on Lake Street

The City continues to negotiate with Mortenson Development and other stakeholders concerning this large redevelopment proposal at 415 N. Lake St. This student-focused apartment building proposed for above a new city-owned parking garage will include a new intercity bus terminal. The existing parking garage along Lake Street will be demolished and replaced while the garage section to the east of Hawthorne Court will remain. Mortenson is proposing some beds of the approximately 700 total beds with reduced rents, but the amount of those reductions and the number of affected beds is still under negotiation. Because the project includes public components, City Engineering has established a website for the project that can be found here. 

The Campus Area Neighborhood Association has formed a neighborhood steering committee to further evaluate the proposal. The steering committee will be meeting virtually on Tuesday, Nov. 1, at 6:00pm - all are welcome to attend. Meeting details:

------ Proposal #2: St John's Lutheran Church

St John's Proposal

St. John's Lutheran Church at 322 E. Washington Avenue and their development partners, Urban Land Interests (ULI) and Potter Lawson, propose to demolish their current church and construct worship and social service/community spaces on the first floor of a new building with 9 stories of mostly affordable and workforce apartments above, and underground parking below. The original church, built in 1905-1906 with additions/modifications that were completed in 1925 and 1962-1963, was designed by notable Madison architectural firm Claude and Starck in the Gothic Revival style, but only a small portion of the original design remains visible on N Hancock St. The staff report on the proposed demolition can be found here while the application and project plans are here.

A neighborhood steering committee from the James Madison Park District of Capitol Neighborhoods, Inc., has been meeting with the development team to evaluate the proposal and provide input. If you'd like to participate please email bob.klebba@gmail.com

In addition to applying for WHEDA tax credits to finance the proposal, St. John's also applied for a loan from the City's Affordable Housing Fund. On Thursday, Nov. 3, the City's Community Development Block Grant Committee will be considering city staff's recommendation to award up to $3.5M from that fund to the St. John's project, described as "a 130-unit rental housing development with 108 units with rents affordable to households with incomes at or below 30%, 50%, or 60% CMI. 130 total units/108 affordable." More details on the CDBG consideration are available below in "City Meetings of Interest". The Finance Committee and Common Council are expected to consider the Affordable Housing Fund award in late Nov./early Dec.

------- Proposal #3: 668 State Street 

668 State St Proposal

668 State LLC is seeking approvals to construct a four-story addition atop the existing two-story commercial building at 668 State St. The proposed addition will contain 24 student-oriented apartments on floors 3-6 with floors 5 and 6 set back approximately 30' from the front façade. The existing commercial space on the two lower floors and in a finished basement will largely remain. No automobile parking is proposed; parking for 26 bicycles will be provided. The land use application and project plans can be found here.

The Campus Area Neighborhood Association has formed a neighborhood steering committee to further evaluate the proposal. To sign up for that committee, please complete this google form.

Note that this proposal was submitted in 2017 and was fully approved, but the project did not move forward at that time. The property owner is submitting the same project as was approved in 2017.

 

Budget

Finance Committee to Consider 2023 Operating Budget Amendments on Oct. 31

The city's budget for 2023 will be debated and adopted by the Common Council in November. An important step in the budget process will occur on Monday, Oct. 31, at the Finance Committee meeting when committee members will consider amendments to the 2023 Executive Operating Budget that have been put forth by alders. You can find all of the 23 proposed amendments here. As you'll see they range from the mundane to large changes.

See the Finance Committee meeting agenda below in "City Meetings of Interest", including how to watch or participate, although if you will be busy with trick-or-treaters on Monday, you can also watch the recorded meeting later on City Channel at your convenience .

On Nov. 15, 16, and possibly Nov. 17, the Common Council will consider the 2023 Executive Operating Budget and Capital Budget, as amended by the Finance Committee. Alders will also have the opportunity to submit amendments to both budgets, so there will likely be additional amendments coming beyond those that the Finance Committee considers.

Metro Transit Public Hearing Scheduled

On Wednesday, November 9, Metro Transit and the City of Madison Transportation Commission will hold a VIRTUAL public hearing at 6 PM to approve several items related to Metro's redesigned service in 2023 including:

N. Butler Street Redevelopment Proposal Approved by Plan Commission

The proposal for 117 through 125 N. Butler Street submitted by developers Reese Fisher and Blake Fisher was approved by Plan Commission at our Oct. 24 meeting. The developers seek to demolish three existing apartment houses and combine those lots with another lot that is vacant in order to construct a new four-story building with 32 market rate apartments comprised of studios, 1-bedroom, and 2-bedroom units. Approved were applications for a Demolition Permit, a rezoning of the parcels from Downtown Residential-1 to Downtown Residential-2, a Conditional Use Permit, and approval of Certified Survey Map (CSM). The rezoning and the CSM will need to be approved by Common Council at our Nov. 1 meeting (see that meeting's agenda in "City Meetings of Interest" below).

Fiscal Note
As stated in the Employment Agreement between the City of Madison and Robert Copley, the Independent Police Monitor's salary will be based on a total annualized rate of $122,000 effective December 5, 2022. The Independent Police Monitor position is approved and funded in the 2022 Adopted Operating Budget. Annual salary adjustments may be made during the term of the agreement at the Civilian Oversight Board's discretion, subject to Common Council approval.

DRAFTER'S ANALYSIS:    This proposed Ordinance creates the Transportation Demand Management (TDM) Program designed to decrease demand on Madison's transportation infrastructure for motor vehicle travel by single occupancy vehicles and increased support for transportation oriented land use development.

Applicants submitting a site plan for review or who are seeking a zoning certificate in the City will submit a TDM Plan with their site plan zoning certificate application which uses options selected by the developer to meet TDM requirements based upon the project's land use, size, proposed parking capacity, and proximity to alternative transportation. The Plan will be reviewed and approved by the City of Madison Department of Transportation.

Every TDM Plan must meet a set number of TDM mitigation points during the Plan's two year period, as required by the proposed Ordinance. Mitigation points are calculated as a function of the steps taken to by the property owner to mitigate transportation demand. The TDM plan expires 2 years after the approval of the initial TDM plan and must be updated and renewed by the property owner and/or business operator.

Specific references to parking ratios - defined as the number of parking spaces relative to dwelling units or use square footage - and point values are contained within the Transportation Demand Management Program and could be modified by the Transportation Commission at a later date, so long as the modifications are consistent with Madison Ordinances and state law.

This process would apply to new development, as well as existing properties in which uses expand, parking expands, or uses change between major land use categories or subcategories, as defined in the Program. The Program also creates a two-tier appeals process for requesting a reduction in the requirements for mitigation points for existing properties. Department of Transportation staff may provide up to five points of relief from mitigation points requirements and applicants would have the ability to seek further relief via the Transportation Commission, if desired.
