State of WI Shared Revenue Changes
You may have seen in the news that Governor Evers just signed the Shared Revenue bill which returns more sales tax revenue back to municipalities. I’m disappointed to say that we don’t have much reason to celebrate here in Madison. The City of Madison will receive an increase of $2.8m, which is less than one percent of the City's Operating Budget. If shared revenue had grown at the rate of inflation since 2000, Madison would be receiving $17 million (or about $12 million more than current law). As of now the City's projected Operating Budget shortfall next year is $28 million - not good. Other changes to law in this bill actually reduce the City’s revenue from Tax Increment Districts created after 2024, reducing an important revenue source over time. Further, the bill contains provisions that further hamstring local government authority on a number of non-budgetary items that have nothing to do with shared revenue.
Check out the Mayor's statement on shared revenue bill: “The shared revenue bill is being called “historic” because it is the first time in over 20 years that the Legislature has begun to address its responsibilities in sharing state income and sales taxes to ensure core services can be provided by local communities throughout Wisconsin. However, no one should think that this represents a fair compromise or solves the long-term problem for local governments across the state.”
Milwaukee Street Bridges Letter to WisDOT
Following the Milwaukee Street Bridges pavement markings work last week a number of residents reached out with their concerns about the safety of those bridges given their narrowness and the volume of traffic. As described in my blog post about the recent work, the goal is to combine shoulder space onto the same side of the road to give pedestrians walking along the south side of the bridge more separation from moving vehicles. I share neighbors’ concerns about this bridge and on Monday I sent WisDOT officials a letter urging them to move up plans to replace the bridges as part of the I-39/90/94 corridor project, because after all, it's the State's bridge and improvements are under the State's control. City Meetings
Finance Committee
The Finance Committee meeting will take place on Monday, June 26, 2023 in virtual format at 4:30 PM. The agenda includes a discussion about the 2024 City Capital Budget guidance from the Mayor to City agencies as well as the process the budget will follow. Check out the Mayor’s Operating Budget guidance to City agencies and you’ll get a sense of how tough this year’s budget season is looking.
Plan Commission
The Plan Commission meeting will take place on Monday, June 26, 2023 in virtual format at 5:30 PM. Agenda items include electing commission officers, TID-related actions, development-related proposals downtown and on the west side, and a proposed resolution to update the City’s Land Subdivision Regulations.

- NewBridge Summer Concert Series, Monday, June 26, 2023: The Summer Concert Series was started by one of the four senior coalitions that merged to become NewBridge Madison. In 1993, the North/Eastside Senior Coalition (NESCO) initiated the Summer Concert Series at Warner Park in order to bring people together and provide older adults in the area with free, high-quality summer entertainment. The trial run was a success.
