Snow Plowing (and Melting) Updates From the Streets Division and From Me

As a reminder, here’s the blog post I sent out on Thursday night explaining my understanding of the frustrating road conditions and what we can expect as the streets’ snow cap melts to slush, and as we get more precipitation (potentially freezing rain) over the coming days. I’ve asked the City to help clear storm sewer drains in low areas that are locked by snow if they have time to help before warmer temps arrive. I highly recommend clearing out any storm sewer drains near your home! Drive safely!

City Meetings

Common Council

The Common Council meeting will take place on Tuesday, January 23, in hybrid format at 6:30 p.m.

Agenda items include:

  • Appointing and swearing in a new alder to represent District 19. Candidates will be interviewed in-person at the Common Council Executive Committee meeting on Tuesday 1/23 at 4:30pm. That group will then make a recommendation to Common Council for the candidate to fill the District 19 alder seat. 
  • An honoring resolution celebrating Black History Month (I'm cosponsoring)
  • An ordinance change to increasee salaries for alders in the next Common Council term. This item was referred from the January 9th Council agenda to the January 23rd meeting because that first meeting went on (and on, and on) for nearly 5 hours before Council took up this item on the agenda. For my take on this, including my concerns, see my comments on this change in my January 8th Updates blog post.
  • A resolution authorizing an agreement between the City and a developer for a youth-centered housing development at 1202 S. Park Street. Units will be set aside for youth aging out of the foster care system and at risk of homelessness. (I’m a cosponsor)
  • A resolution authorizing a contract for the Clerk’s Office for an automatic absentee ballot mailing system to send voters their ballots this spring (I’m a cosponsor)
  • A resolution to authorize the purchase election security carts for the City Clerk’s Office. (I’m a cosponsor)
  • A resolution Authorizing a one-year, competitively selected goods and services contract to provide the Fire Department with medical supplies for emergency medical services and the provision and support of the Operative IQ Inventory Management System. (I’m sponsoring)
  • A resolution Authorizing the Mayor and the City Clerk to enter into an agreement with Dane County to provide Group Access Service for the City of Madison for the calendar year 2024. (I’m cosponsoring)
  • A resolution Authorizing the Mayor and the City Clerk to enter into an agreement with Dane County for the purpose of providing Metro Transit with State 85.21 funding given to Dane County for the provision of accessible transportation for eligible persons within Metro Transit’s service area in the calendar year 2024. (I’m cosponsoring)
  • A resolution supporting and approving the City of Madison’s application to the US Department of Transportation (USDOT) towards FY 2023-2024 ATTAIN grant program, the acceptance of the grant, and authorizing the Mayor and City Clerk to execute a grant agreement with USDOT or its designee, if awarded the grant. (I’m cosponsoring)
  • A resolution authorizing the Mayor and City Clerk to enter into a two-year, competitively selected service contract with Baker Tilly US, LLP to conduct a comprehensive compensation study throughout the City of Madison departments and divisions. The study will review job descriptions, organizational charts, policy handbooks, and pay plans and provide comparisons and recommendations based on peer organizations. (I’m cosponsoring)
  • A Resolution authorizing the Mayor and Finance Director and their designees to sign forms and agree to legal terms necessary to register and file for tax credits and deductions under the Inflation Reduction Act of 2022. (I’m cosponsoring)

Plan Commission

The Plan Commission meeting will take place on Monday, January 22, in virtual format at 5:30 p.m. Agenda items include development related requests (none in District 3) as well as authorizing the City of Madison Planning Division to submit an application to the Capital Area Regional Planning Commission to expand the Central Urban Service Area to include properties located in the Reiner and the High Point-Raymond Neighborhood Development Plan areas.

East District MPD Coffee With A Cop 1/24

From PO Alexa Graham: “Hello and HAPPY NEW YEAR!  We will have our monthly 'Coffee with a Cop', at the Door Creek Church (6602 Dominion Dr, Madison, WI 53718). Coffee and hot chocolate will be provided for those who join us! For this event and future Coffee with a Cop events we will be continuing our efforts of adjusting when we hold our event to allow for more flexibility across the community Our next coffee day is scheduled on Wednesday, January 24th, 2024 from 11:00am-12:00pm. Please feel free to stop in at any time to participate. I am excited to speak with everyone and to get to know some community members. There will be directions leading to the room which will be located in the basement but is accessible via stairs and elevator. Northeast Area Plan - Art Workshop, Wednesday, 1/24

Attention District 3 residents of Mayfair Park and Burke Heights neighborhoods! In collaboration with the City Arts Administrator Kairn Wolf, the Northeast Area Planning (NEAP) team is hosting an upcoming art workshop on January 24, 6-8pm at the Fleet Service Facility located at 4151 Nakoosa Trail, Madison, WI 53714. The primary goal of the workshop is to gather feedback and insights regarding potential art projects within the NEAP area. Your participation would be instrumental in shaping the artistic vision of this community.

Madison Passenger Rail Station Study and Meetings

Last Wednesday’s Transportation Commission meeting included a presentation and discussion about the ongoing project to study sites around Madison for a new Amtrak-serviced passenger rail station. Here’s a link to the station location study (preliminary draft) and to the accompanying presentation. I highly recommend that those interested in this topic review the materials and think about whether you have feedback.

Amtrak passenger rail service would be extended to Madison from the existing Hiawatha Line linking Milwaukee and Chicago, eventually extending further northwest through Eau Clare and the Twin Cities. The remaining station location corridors of study include the Downtown/Isthmus Corridor, the First Street Corridor, or the Oscar Mayer Corridor on the north side. Each location has pros and cons to its nearby attractions, available hotel rooms and parking, or site feasibility for rail operations. 

Station project costs to the City and potential revenues from parking fees, room tax revenue, or future development are unknown right now but the next phase of the study’s location analysis should include some estimates of those.

MG&E 2024 Tree Pruning Permit Notice

Madison Gas & Electric will be will be performing line clearance tree pruning in District 3 this year. Affected areas of District 3 include the Burke Heights neighborhood, the Rolling Meadows Neighborhood, most of the North Star/Grandview Commons neighborhood, the Woods Farm subdivision, and the area right around the Badger Interchange lanes, see map below. In order to prune City of Madison-owned trees within the public right-of-way of any street, alley, highway or greenway MGE is required to apply for a permit; MGE Forestry works with the City Forester and the City of Madison Streets Division on a yearly plan to prevent over-pruning of City-owned trees. MGE’s 2024 plan for pruning trees on the public rights-of-ways will be considered by the Habitat Stewardship Subcommittee on Tuesday, February 13, 2024, at 4:30 P.M., via virtual meeting.

If you wish to speak at the virtual meeting, you must register. You can register at www.cityofmadison.com/city-hall/committees/meeting-schedule. Registration will open when the meeting is published on the Calendar, typically around noon on the Friday preceding the meeting, in this instance Friday, February 9, 2024. Interested participants can search for the date, click on the Habitat Stewardship Subcommittee meeting, then click “Register for Public Comment.”
