City Meetings
Common Council
The Common Council meeting will take place on Tuesday, February 13, in hybrid format at 6:30 p.m. Notable agenda items include:
- A resolution adopting the Lake Monona Waterfront Master Plan. Note that no additional City appropriation is required with the adoption of the Lake Monona Waterfront Master Plan. The recommendations and action steps presented in the plan do not include cost estimates. City costs associated with implementing recommendations within the plan will be included in future capital and operating budgets, subject to Common Council approval.
- A presentation on the 2025 budget outlook. I wrote at length on this topic in a previous blog post, please check it out. Let me know if you have input: district3@cityofmadison.com.
- A Resolution amending the Public Health Operating Budget to accept Centers for Disease Control and Prevention “Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems” funding from the WI Department of Health Services (I’m a cosponsor).
- A resolution authorizing a noncompetitive service contract of $150,000 of American Rescue Plan Local Fiscal Recovery Funds and an agreement for the evaluation of the Community Alternative Response Emergency Services (CARES) Program (I’m cosponsoring).
- A resolution updating the City’s policy for the assessment of sanitary sewer improvements to serve unsewered and sewered lands located within the current and future boundaries of the City of Madison. This change allows certain redevelopment-related sewer upgrade costs to be TIF-eligible (I’m cosponsoring).
- Receiving bids for Safe Streets Madison 2024. See my previous weekly updates blog post for more information about which District 3 traffic calming projects are included for this bid process.
- A resolution designating the polling locations for the 2024 spring election (I’m cosponsoring).
- A resolution authorizing amendments to Youth Homelessness Demonstration Program (YHDP) funded contracts with local service providers and authorizing an amendment with the U.S. Department of Housing and Urban Development to extend the YHDP grant’s performance period (I’m cosponsoring).
- Authorization to accept additional grant funds from the Wisconsin Department of Children and Families for the Family Foundations Home Visiting Program and create a 1.0 FTE Public Health Nurse Position for the Nurse Family Partnership (NFP) Program (I’m cosponsoring).
- A resolution authorizing a non-competitive service contract with Sustain Dane through 2026 to administer the Efficiency Navigator Program to provide energy efficiency upgrades to naturally occurring affordable housing (I’m cosponsoring).
- A resolution authorizing the City of Madison Planning Division to submit an application to the Capital Area Regional Planning Commission to expand the Central Urban Service Area to include properties located in the Reiner Neighborhood Development Plan area (I’m cosponsoring).
- The 4th quarter 2023 Crime Report from MPD Chief Shon Barnes.
- A resolution endorsing and Prioritizing Improvement of Pedestrian and Bicycle Connectivity as Part of the Wisconsin Department of Transportation’s I-39/90/94 Study and Reconstruction (Note: this resolution affirms that replacing the Milwaukee Street bridges over the Interstate are the City of Madison’s highest-priority connectivity need as part of the Interstate Corridor Study; I’m a cosponsor).
There are also many items of new business being introduced for referral to other committees, including a few that I’m sponsoring. I’ll write about the notable ones as they’re presented in committees and as they come back for Council votes.
Public Safety Review Committee
The Public Safety Review Committee meeting will take place on Wednesday, February 14, in virtual format at 5:00 p.m. Agenda items include a report from the Madison Police Department on recent gun violence, an update from the Madison Fire Department on CARES, and authorizing the Chief of Police or his designee to enter into a cost reimbursement agreement with the Bureau of Alcohol, Tobacco, Firearms and Explosives for overtime costs associated with participation in an ATF Task Force aimed at preventing/deterring gun violence (I’m sponsoring this item).
Board of Park Commissioners
The Board of Park Commissioners meeting will take place on Wednesday, February 14, in virtual format at 6:30 p.m. Agenda items include a request from staff to amend 2024 athletic reservation fees and a presentation about the individual Park Development Plans that Madison Parks has been writing for each of the parks in the area covered by the Northeast Area Plan. - Luna’s Groceries to Open Second Location in South Madison: The Community Development Authority of the City of Madison (CDA), working closely with the City’s Economic Development Division (EDD) is pleased to announce that it has executed a lease with Luna’s Groceries to open a store in the South Park Street Area.
- MPD providing up-close look at police work through Community Academy: MADISON, Wis. – The Madison Police Department is now accepting applications for this year’s Community Academy.
- Public Test of Election Equipment This Weekend: The public is invited to witness the City of Madison public test of election equipment taking place this weekend. The City of Madison deliberately schedules the public test on a Saturday to maximize accessibility for the community.
- MPD to hold free active shooter response training : MADISON, Wis. – On average, it takes police 3 minutes to respond to an active shooter event.About two-thirds of these incidents are over by the time police arrive on scene.
- BRT East-West Project: One of the Largest Public Works Projects in City History: The City of Madison is proud to celebrate its partnerships with several independent businesses making an important contribution to the community through Bus Rapid Transit.
- The Bubbler at Madison Public Library Seeks Artists for 2024 Residencies and Exhibitions: The Bubbler program at Madison Public Library is accepting applications for three residencies and exhibitions at multiple Madison libraries
- Winter Bike Day is Back!: Demonstrating that biking isn’t just a summer activity, even in snowy Wisconsin, the local bicycle advocacy group Madison Bikes is hosting a Winter Bike Day on Friday February 9.
- Recyclopedia Mini is Here: A mini Recyclopedia updated for 2024 is now available. The four-page booklet contains information regarding the changes to the large item fees and the Resources Recovery Special Charge, and other useful Streets Division information.
- Madison Launches New Program to Improve Rental Housing: The City of Madison is excited to announce the launch of an aggressive new effort to help local owners of rental housing finance improvements to their properties. The Rental Rehab Program offers loans to owners that need to make major repairs to their property.
- Metro Transit Info Sessions: Learn how to get around the city with help from Metro Transit! Whether you're looking to navigate the bus system or find alternative options, these helpful information sessions led by Metro employees will connect you to the services that are right for you. Several sessions are planned in library locations between January and April 2024. Metro employees will be available for one-on-one conversations in English and Spanish. No registration required; all are welcome!

- Bird & Nature Adventures | Starkweather Creek Area, Saturday, February 17: Outings in the Starkweather Creek area vary each month - be sure to check the starting location. Adventures typically at 10:00am on the 3rd Saturday of the month, year-round, and frequently start at the Goodman Community Center, unless noted otherwise. Outings include nature walks, canoe/kayak adventures, bicycling tours, and more, and are sponsored by the Madison Friends of Urban Nature , Madison Parks, Goodman Community Center , Madison Audubon Society , and Friends of Starkweather Creek . No registration is required. Pets are not allowed.
- Candlelit Snowshoe Hike, Saturday, February 17: In partnership, Aldo Leopold Nature Center, Monona Parks & Recreation, and Madison Parks present this wonderful snowshoe hiking event! Hundreds of softly glowing lights illuminate the trails through Aldo Leopold Nature Center, Edna Taylor Conservation, and Woodland Park. Snowshoe or hike and enjoy a roaring bonfire outside. All ages are welcome.
