Board of Public Works

The Board of Public Works meeting will take place on Wednesday, February 21, in virtual format at 4:30 p.m. Agenda items include creating the City of Madison Honorary Street Name program, updating the street naming policy, and items related to three projects in District 3 this year: Water Main Rehabilitation work in the Burke Heights neighborhood, awarding the contract for public works improvements for the Singletrack Bike Course at Sycamore Park, and 2024 Streets chip sealing in most District 3 neighborhoods. I provide more details about each of these below in this post.

Economic Development Committee

The Economic Development Committee meeting will take place on Wednesday, February 21, in virtual format at 5:00 p.m. Agenda items include amending the Land Banking Fund Policy to add urban agriculture as an appropriate secondary use for properties acquired through the fund, a discussion about the 2025 budget, and the selection of the Madison Region Economic Partnership to administer the City of Madison's BizReady Program.

Water Main Rehabilitation work in the Burke Heights

I’m sponsoring a resolution at the Board of Public Works this Wednesday related to the rehabilitation of water mains in Burke Heights, see map. These segments of infrastructure have been prioritized as candidate pipes for utilizing rehabilitation methods over replacement because they have a history of leaks and are large enough to accommodate the rehab method: structural cured-in-place pipe (CIPP). This is a process where a woven fabric tube is saturated with a liquid epoxy resin, pulled through the inside of the deteriorated pipe, and then inflated and cured with steam to form a new plastic pipe inside the old pipe. The rehabilitated pipes have full structural strength (more than simply a coating or lining inside the old pipe) and are expected to last at least 50 years before additional maintenance needs to be considered.

The construction should have minimal excavation, and should only take a few weeks per segment to complete. However, during construction the existing water main will be out of service, so affected properties will be served by a temporary water main system that is installed prior to the rehab work. Ramps will be used to protect this temporary system at vehicle and pedestrian crossings. Temporary water main and temporary service laterals will be required to be constructed from certified potable water products, and will undergo the same disinfection and testing requirements of a standard water main prior to connection to any properties. Affected residents will receive postcards in the coming weeks. There will be no assessments to residents for this upgrade project.

Streets Chip Sealing Work in Most of District 3 in 2024

Most parts of District 3 will see work by the City to chip-seal many streets this year. An item on Wednesday’s Board of Public Works authorizes a posting for bids for the work. Here's a link to the map highlighting the many streets included in the project.

Chip sealing is an important part of the City of Madison’s Pavement Management Program. The chip sealing program benefits Madison residents by protecting the underlying pavement from water, oxidation, aging and traffic wear, all extending the serviceable life of streets and saving taxpayers millions of dollars in pavement maintenance costs. 

Sycamore Park Singletrack Bike Course Contract

There’s also an item on Wednesday’s Board of Public Works agenda awarding the contract for the Sycamore Park singletrack bike course project in 2024. The contract will be awarded to Rock Solid Trail Contracting LLC, whose bid was nearly $40k under the City Engineering estimate.

East District Coffee with a Cop

From MPD’s new East District Neighborhood Resource Officer Laura Deloach: 

“Hello!  We will have our monthly 'Coffee with a Cop', at the East District Station (809 S Thompson Dr.) in the front community room. Coffee will be provided for those who join us! For this event and future Coffee with a Cop events we will be continuing our efforts of adjusting when we hold our event to allow for more flexibility across the community. My hope is by adjusting the time for our Coffee with a Cop event we can fit more individual's schedules. Our next coffee day is scheduled on Monday February 26, 2024, from 10:00am-12:00am. Please feel free to stop in at any time to participate. Parking is available in the front lot of EPD. Please do not pass the fence line or park near the squads. Should the lot run out of parking spaces street parking is available as well as along a side of the EPD driveway.
