City Meetings

Note: This is not a complete list of meetings for this upcoming week. All meetings and their details can be found at the Meeting Schedule page.

Common Council

The Common Council meeting will take place on Tuesday, March 5, in hybrid format at 6:30 p.m. Agenda items include:

  • Honoring resolutions celebrating International Women’s Day on March 8th, Proclaiming April 28th as World Migratory Bird Day, and Commemorating April 22nd as the 54th anniversary of Earth Day in Madison.
  • A “Committee of the Whole” meeting and discussion among the Common Council Alders related to the 2025 budget outlook and addressing the structural deficit after receiving a presentation from the Wisconsin Policy Forum. Recall that I wrote a special blog post last fall summarizing the WI Policy Forum’s analysis of Madison’s budget and the Operating Budget challenges in the coming years, featuring much of this same information. And as a reminder, here’s my more recent post about the 2025 Operating Budget situation we’re facing in Madison. 
  • A resolution adopting a handful of parking ordinance changes that clarify the City’s parking regulations and the applicability of surface parking vs. structured/in-building parking rules in various zoning districts (I’m sponsoring these changes). Ambiguity in the zoning code isn’t good for anyone. Besides the code clarifications and minor updates to wording, a policy shift in this set of parking rules is the way the City determines the “front” of a building for the purpose of determining where surface parking in the “back” should be located in the Transit Oriented Development overlay district. This proposed change is to how the “primary” street is determined and adds more certainty/clarity to the process, which is especially important when a project on a corner parcel is placing surface parking stalls and when the zoning code requires surface parking to be “behind” the building. Here’s City Zoning staff’s memo explaining the changes in more detail. The Plan Commission unanimously approved these changes in last Monday’s meeting.
  • A resolution creating the City of Madison Honorary Street Name program.
  • A resolution updating City Engineering’s policy for naming new streets and policy for changing existing street names (I’m a sponsor of this one). This proposal is partially in response to an issue covered by a new story in local media last year that you might remember about a local homebuilder working on the Jannah Village subdivision in District 3 having a tough time getting their proposed street names approved.
  • A resolution approving plans and authorizing receiving bids for water main rehabilitation work in District 3’s Burke Heights neighborhood; a resolution approving plans and authorizing receiving bids for Chip Sealing to prolong the lifetime of City streets throughout District 3; a resolution awarding the contract to build the Sycamore Park singletrack bike trail.   • A resolution authorizing changes to a contract between the City and RENEW Wisconsin, Inc to add 2024 goals about solar energy education and residential/business solar adoption in Madison (I’m cosponsoring).
  • Two resolutions that authorize changes to Metro Transit’s 2024 Operating Budget to provide additional contracted services for regional partners (other municipalities and large employers), and authorizing the City to execute agreements to provide those services and accept funding for those services (I’m sponsoring). Taken together, these are cost-neutral for the City and help to scale up regional transit service to meet demand. 
  • A resolution authorizing the City of Madison Fire Department to apply for the FY 23 Assistance to Firefighters Grant Program from the Federal Emergency Management Agency under the Department of Homeland Security for an amount up to $2 million and authorizing the Mayor and Clerk to sign the resulting grant award agreement (I’m cosponsoring).
  • Amending the 2024 Police Department operating budget; and authorizing the Chief of Police or his designee to enter into a cost reimbursement agreement annually with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for overtime costs associated with participation in an ATF Task Force aimed at preventing/deterring gun violence (I’m cosponsoring).
  • A resolution authorizing the use of up to $424,000 of Emergency Rental Assistance funds to award to Lutheran Social Services to support rental assistance and support services for residents living at 7933 Tree Lane and 715 Rethke Avenue, and authorizing the Mayor and City Clerk to enter into a contract with LSS (I’m cosponsoring).
  • A resolution authorizing the Traffic Engineering Division to accept a federal grant for $88,500 to maintain and expand a safety education program (I’m cosponsoring).
  • A resolution approving an agreement for a Transportation Alternatives Program project that expands the Capital City bike path through southeast Madison (I’m cosponsoring).

Board of Public Works

The Board of Public Works meeting will take place on Wednesday, March 6, in virtual format at 4:30 p.m. Agenda items include approving and adopting an updated policy for assessing street improvements and public works project-related items across the City.

Board of Health for Madison and Dane County

The Board of Health for Madison and Dane County meeting will take place on Wednesday, March 6, in the Atrium Community Room at 2300 S. Park St. at 5:30 p.m. Agenda items include an update on PFAS community engagement and private well testing and an authorization to accept funds from the Wisconsin Department of Health Services for HIV tests.

Community Development Block Grant Committee

The Community Development Block Grant Committee meeting will take place on Thursday, March 7, in Room 215 of the Madison Municipal Building at 215 Martin Luther King Jr. Blvd at 5:30 p.m. Agenda items include a public hearing on CDBG Unit’s 2024 Action Plan, a staff overview of housing developments and programs, and a discussion of the DRAFT Community Plan to Prevent and End Homelessness.
