City Meetings
Finance Committee
The Finance Committee meeting will take place on Monday, February 2, at 4:30 p.m. in virtual format. Agenda items include approving plans and specifications for the Capital City Path Extension on the Southeast side, and the Dane County led work on Underdahl Road for the Glacial Drumlin Extension.
Plan Commission
The Plan Commission meeting will take place on Monday, February 2, at 5:30 p.m. in virtual format. Agenda items include development-related requests (none in District 3).
Common Council Discussion on Violence Prevention Initiatives
The Common Council will be having a discussion on Tuesday, February 3, at 6:00 p.m. in Room 215 of the Madison Municipal Building. This will be a briefing on violence prevention initiatives (hybrid format). Presenting City agencies include the Violence Prevention Unit in Public Health, Madison Police Department, Madison Fire Department, Madison Parks, and Traffic Engineering.
Urban Design Commission
The Urban Design Commission meeting will take place virtually on Wednesday, February 4, at 4:30 p.m. The agenda includes two items in District 3: Item 4 is a signage approval for the new Mr. Splash car wash on East Washington Ave, and Item 9 is a requested approval of some design changes for the Capitol View at Oak Park in Grandview Commons, to be located on the currently empty block at 5817 Halley Way.
The applicant’s Letter of Intent for Capitol View at Oak Park (begins on page 5) describes this project as “an age restricted apartment complex to be marketed toward older adults. The density of 96 apartment and condominium units is consistent with the GDP for the proposed site. The proposal conforms to both the Grandview Commons overall development plan & the Town Center plan. We have discussed the modifications with Veridian and they have given their approval of the design. The unchanged project goal is to offer a quality constructed and architecturally interesting housing alternative for older adults in this part of Madison.”
The Capitol View at Oak Park building was first approved in December 2013 and its design changes have been revised and approved in 2015 and most recently in 2021, though the building has not yet been built. The applicant now seeks to modify their 2021 approval, with an additional approval from the Urban Design Commission. Here’s what the applicant’s Letter of Intent says about their timeline and the changes: “the project was placed on hold due to the impacts of the COVID outbreak, rising interest rates, and increasing inflation. The developer has since revisited and refined the building program and is now prepared to move forward. Following recent discussions with UDC Coordinator Jessica Vaughn and City Planners Chris Wells and Jenny Kirchkatter, we have been advised that the proposed modifications will require resubmittal to the UDC, as well as a resubmittal to Planning as a minor alteration. The site plan, landscape plan, building footprint, and exterior materials remain essentially the same.”

Board of Health
The Madison Dane County Board of Health meeting will take place in hybrid format on Wednesday, February 4th at 5:30pm in the City County Building room 357. The agenda includes the resolution that would grant a contract to CAYA Clinic, Inc. to operate a “harm reduction center” in the East Towne area for $800,000 per year for the next three years using Dane County Opioid Settlement Funds. I wrote about my concerns with this proposal and the funding/contracting process in this blog post from January 11th.
Strangely, CAYA Clinic leaders recently sent Board of Health members a letter supporting re-issuing the Request For Proposals after acknowledging that they included false information in their application for County funding and blaming their own use of Artificial Intelligence for that false information. A few days later, CAYA Clinic sent another letter to the Board “clarifying” that CAYA Clinic is actually not withdrawing its proposal from consideration for funding. Confused? Yeah, me too.
The Board already took public comment on this proposal at their January 14th Board meeting and will not take more public comment on Wednesday. Residents who still wish to weigh in could still send Board members an email, see below for the email address.

Dominion Drive Stormwater Pond to be Dredged
FYI, I received this notice from City Engineering this past week regarding dredging at the Dominion Drive stormwater pond at Dominion and Sprecher:
“The City of Madison Engineering Division will be dredging the pond near 6402 Dominion Dr. […] This work is scheduled to take place within the next (3) to (30) days, depending on the weather and possible utility conflicts. Work will be performed Monday through Saturday between the hours of 7:30 AM and 3:30 PM.

Resident Feedback Requested for Public Art at Reindahl Imagination Center
The City of Madison, along with the Madison Arts Commission and the Bubbler at Madison Public Library, is inviting community feedback on design proposals for public art at the Imagination Center in Reindahl Park.
The Madison Arts Commission selected four finalists after extensive review by its Public Art Subcommittee, with significant input from Madison Parks and Madison Public Library. In October 2025, the finalists attended a site visit, staff meeting, and community meeting where they learned about the site and community.

The Madison Arts Commission is expected to make a recommendation on a winning design at their virtual public meeting on Wednesday, February 18, 2026. Members of the public are welcome to register to share comments. Registration for comments at their meeting will open on February 13, 2026.
