Update 9/6/26: Street Construction Project on Parman Terrace

Several years ago, a number of residents on Parman Terrace met with me to discuss the need for the street to be resurfaced. Parman Terrace is a cul-de-sac, but it connects to the Southwest Commuter Path and serves as an important route for cyclists and pedestrians. Upon further investigation, I was surprised to learn that the last time the City resurfaced this street was the year I was born. Looking at its condition, I think the road may be in better shape than I am.

The City is now planning a 2027 construction project on Parman Terrace. (See the engineering project website for details) The project includes replacement of sanitary sewer main and laterals, storm sewer main and structures, water main and services, base course, driveway aprons, asphalt pavement, curb & gutter, pavement markings, signs, improvements on pedestrian crossings, and new sidewalk installation on both Parman Terrace and Odana Road. On June 30, 2026 City staff held a public information session where they presented three options.

Alternative Design A

• Street width of 17-ft from face of curb to face of curb
• Install a 3-ft terrace and 5-ft sidewalk on the east side of the street
• In front of the trees o Replace driveway aprons o Maintain trees in the right of way
• Narrow street for traffic calming
• Sidewalk maintained by residents
• Existing parking would be removed

Alternative Design B

• Street width of 20-ft from face of curb to face of curb
• Install a 6-ft sidewalk on the east side of the street
• In front of the trees o Replace driveway aprons
• Maintain trees in the right of way o Narrow street for traffic calming 
• Sidewalk maintained by residents 
• Existing parking would be modified to one side only

Alternative Design C  (City Staff Recommendation)

• Street width of 20-ft from face of curb to flow line
• Install a 5-ft sidewalk at street level on the east of the street in front of the trees
•  Replace driveway aprons o Maintain trees in the right of way
• Narrow street for traffic calming 
• Sidewalk maintained by City Engineering 
• Plowing from the Southwest Commuter Path up to the Odana Road intersection
• Existing parking would be modified to one side only

Following the June 30th Public information meeting the three options went to the Transportation Commission on July 15, 2026 where after a lengthy discussion, the Commissioners selected Option B.

After feedback from the public information meeting on June 30, 2026, questionnaire results, and Transportation Commission Meeting on July 15, 2026. The City Engineering design team will seek approval of plans, specifications, and assessments from the Board of Public Works.

BPW meetings start at 4:30 pm and individual project review starts based on its placement on the agenda. Public hearings start at 5:30 pm (or when the item under discussion at 5:30 pm finishes) and you can join at any time.
