Common Council New Business Summaries

Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate" section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Items Introduced at the September 22, 2026, Common Council Meeting

Ordinances:

Ordinances are the laws for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.

94811 – This proposed ordinance would rezone property located at 5025 Sheboygan Avenue in District 11 to construct a one-story, 10,700 square-foot clubhouse for Monticello Apartments. This proposed ordinance will go to the following BCCs on the following dates:

94812 – This proposed ordinance would rezone the property located at 122 State Street in District 4 to convert an existing six-story commercial building into seven-story mixed-use building with 1,375 square feet of commercial space and 34 multi-family dwelling units. This proposed ordinance will go to the following BCCs on the following dates:

94813 – This proposed ordinance would rezone property located at 301 South Westfield Road in District 9 to facilitate future mixed-use and multi-family redevelopment following demolition of existing office building. This proposed ordinance will go to the following BCCs on the following dates:

94814 – This proposed ordinance would rezone property located at 6302 Driscoll Drive in District 3 to allow a four-unit dwelling to be constructed as two two-family dwelling twin homes. This proposed ordinance will go to the following BCCs on the following dates:

94815 – This proposed ordinance would rezone property located at 279 Junction Road in District 9 to facilitate its conversion into a credit union. This proposed ordinance will go to the following BCCs on the following dates:

94844 – This proposed ordinance would rename the Traffic Engineering Division of the Department of Transportation the Mobility and Infrastructure Division. Additionally, it would retitle the position of Director of Traffic Engineering to the Director of Mobility and Infrastructure. This proposed ordinance will go to the following BCCs on the following dates:

Resolutions

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.

94526 – This proposed resolution would approve a Certified Survey Map of property owned by Oakwood Lutheran Home Association, Inc. and Oakwood Village, Inc. located at 6145 and 6175 Mineral Point Road in District 19. This proposed resolution will go to the following BCCs on the following dates:

94527 – This proposed resolution would approve a Certified Survey Map of property owned by Cox Rentals, LLC located at 122 State Street in District 4. This proposed resolution will go to the following BCCs on the following dates:

94528 – This proposed resolution would approve a Certified Survey Map of property owned by RFA Asset Management located at 301 S Westfield Road in District 9. This proposed resolution will go to the following BCCs on the following dates:

94699 – This proposed resolution would authorize the Madison Police Department to apply for, and accept if awarded, a United States Department of Justice Edward Byrne Memorial Justice Assistance Grant in the amount of $100,805. If awarded, the grant would be allocated as follows: Dane County would receive $5,000 for the District Attorney Crime Response Program victim/witness services, the City of Fitchburg would receive $11,144 for data analysis software, and the City of Madison would receive $84,661 for video storage and associated costs. This proposed resolution will go to the following BCCs on the following dates:

94714 – This proposed resolution would authorize the Mayor and the City Clerk to execute Amendment No. 1 to the existing Purchase of Services contract between the City of Madison and Sasaki Associates, Inc. for traffic management design services for the Madison LakeWay - Phase 1 project. This proposed resolution will go to the following BCCs on the following dates:

94776 – This proposed resolution would amend a contract with Trapeze Software Group, Inc. to extend coverage for software utilized by Metro Transit for operational activities including route/schedule development and real-time schedule information. This proposed resolution will go to the following BCCs on the following dates:

94777 – This proposed resolution would authorize the Planning Division to lead the preparation of the Near West Area Plan. This proposed resolution will go to the following BCCs on the following dates:

94785 – This proposed resolution would  authorize the first amendment to the Option to Purchase agreement between the City of Madison and Tri-State Custom Construction, LLC, for the purpose of extending the City's option to repurchase certain residential lots within Owl's Creek Subdivision in District 16. This proposed resolution will go to the following BCCs on the following dates:

94799 – This proposed resolution would authorize the Planning Division to lead the preparation of the North Area Plan. This proposed resolution will go to the following BCCs on the following dates:

94809 – This proposed resolution would request exemption from the Dane County Library tax. This proposed resolution will go to the following BCCs on the following dates:

Providing Public Comment on Items:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking. 

1. Go to the meeting registration page. 
2. In the “Meeting" drop down select the BCC that you want to register for. 
   1. Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting. 
3. Choose the agenda number that matches the item you are interested in. 
4. Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information. 

You can request interpretation, translation, and accommodations for any committee meeting. To do this, go to the meeting schedule page and select the BCC you are interested in. In that page there will be an “Interpretation & Accommodations" header with directions for that meeting.
