Located on Madison's far southeast side, this park re-opened in 2016. The original park (wooded area west of Horned Owl Ct cul-de-sac) was created in 2005 by the Owl's Creek subdivision plat. In 2014, the City acquired six housing lots allowing for an expansion of the park. Phase I of the park included the demolition and filling-in of a foundation left due to foreclosure.

Today, this park features a reservable picnic shelter, playground, basketball court, drinking fountain, benches and accessible path.

The Owl Creek Master Plan was approved in May 2015.
