North District Neighborhood Officers
The mission of the Madison Police Department Neighborhood Police Officers is to create positive change within the specific neighborhood in which they are assigned. This is accomplished by working in a collaborative partnership with the community and neighborhood stakeholders to build trust, break down barriers and enhance the quality of life for all, toward the common goal of a successful, self-sustaining neighborhood.
The mission of the Madison Police Department Neighborhood Resource Officers is to create positive change within multiple neighborhoods or areas in which they are assigned. This is accomplished by working in collaborative partnerships with the community and neighborhood stakeholders to build trust, break down barriers and enhance the quality of life for all, toward the common goal of a successful, self-sustaining neighborhoods. The geographic scope of the NROs is flexible and will change as problems or neighborhood concerns change.

Tieranie De La Rosa
My name is Officer Tieranie De La Rosa. I am currently assigned as the North Neighborhood Officer. I have been a police officer for 11 years. I was a police officer for the city of West Allis Police Department before coming to the Madison Police Department in 2014. Since being with the Madison Police Department, I have been assigned to the North District for almost all of the 8 years I have been with this department. I am also on our Crisis Negotiation Team. In my spare time I enjoy spending time with my family, going for a run, and baking. I am looking forward to connecting with people in the community. Ruben Garcia
Hello, my name is Ruben Garcia. I am the Neighborhood Resource Officer for the North District. I have worked with MPD since 2017, and been the North District Neighborhood Resource Officer since 2020. I wanted to become a police officer because I had two uncles who were in law enforcement. I saw the positive impact they were making in the community, and wanted to follow in their footsteps. I like to spend my free time in the outdoors.
