Deadline for Requesting an Absentee Ballot: Aug. 6

 

Cast your ballot today!

The City of Madison Clerk's Office works to make sure all voters in Madison are able to cast their ballot for the upcoming election on Tuesday, August 11, 2020. Early voting is underway across the city and will run through Saturday, August 8, 2020.

There are a few ways you can vote early:

• Request an absentee ballot and mail it to the Clerk's Office
• Request an absentee ballot and drop it off in person
• Walk or drive up and vote in person

Hub II Proposal on Langdon Denied by Plan Commission

 

Core Spaces proposal for an apartment building at 126 Langdon St. with 107 units, 376 bedrooms, and 20 parking stalls was denied by Plan Commission at their July 27 meeting. The vote was 7-1 to "place on file without prejudice". While I made the motion to deny the requested Conditional Uses and Demolition Permit, I chose not to move to "place on file" which would have prevented the developer from submitting another application for a one-year period.

 

Since my motion was made "without prejudice", Core Spaces could submit a new application within the next year. Given the vote margin of 7-1, it is unlikely that they will do so without some substantial changes to the aspects of the proposal that were cited by Plan Commissioners as rationale for rejecting it. Many commissioners expressed a dislike of the large massing and width of the front facade and most seemed unimpressed with the proposal's inability to minimize the negative impacts of the site circulation (delivery vehicle parking, etc.) on neighbors. The developers could also appeal the Plan Commission's decision to Common Council, but that seems unlikely given the 7-1 vote. This site on Langdon Street should be redeveloped, likely with dense housing appealing to students, so I'll keep you posted if Core Spaces or other developers should make a proposal.

 

 

Metro Rider Update: Increased Service Plan

 

Starting Sunday, August 23, Metro will increase its level of service. Due to budget constraints and staffing limitations, Metro is not able to return to the same level of service that was provided earlier in the year. Schedule details available here.

If you are wondering about which city public works projects are open for bidding to contractors; which contractors are bidding and for how much, and which projects are underway or coming up, visit this website. All recent public works projects are listed, including the E. Gorham Street sanitary sewer replacement, the E. Dayton Street reconstruction, two projects at Gates of Heaven in James Madison Park, and the acoustic tile installation at the Tenney Park Shelter.

 

 

Low Response Rate in District 2 for 2020 Census

 

Due to the impact of COVID-19, the deadline for filling out the 2020 Census has been extended to Oct. 31. That is a good thing for District 2 because we are lagging compared to most of Madison. Check out this map and website to see how we need our response rate to go up. Also, some Republicans in Washington are threatening to end the Census prior to Oct. 31, so completing it now is crucial.

 

College Students Can Use Madison Residency For the Census

Census Bureau officials say students living away from home should be counted at their on-campus or off-campus college address, even if coronavirus has temporarily sent them to stay with their parents or elsewhere. Where you lived on Census Day, April 1, 2020, is what counts, so if you had a dorm room or apartment in Madison on Census Day, even though you may have temporarily been staying elsewhere, your census residence is Madison.

Madison Moving Days: Special Collections and Other Details

 

On August 14th and 15th leases for most downtown area apartments end. That means thousands of residents will be moving all at the same time. Every year, the August move out generates over 1 million pounds of material into the landfill. We can do better. Before you landfill it, donate it, or sell it online, or best yet, move it with you. Refuse and Recycling Pickup Daily August 3 to 14

The Streets Division will empty refuse and recycling carts in the downtown moving area every day between August 3 through August 14. The downtown moving area includes all of District 2 west of the Yahara River.

 

Reminder: Some Parking Restrictions Remain Suspended

 

The Madison Parking Division is continuing the current suspension of some posted restrictions in non-metered parking areas and fee reductions in City parking garages.

 

Non-metered parking restrictions temporarily suspended citywide:

 

• Street sweeping (Clean Streets-Clean Lakes Program) restrictions, including on Thursday & Friday mornings downtown
• 1-hour and 2-hour time-limits in non-metered areas
• Residential Permit Only areas

$5 daily maximum fee in all City-owned public-parking garages:

• Temporary $5 daily maximum fee in all City-owned public parking garages and Brayton Lot.
• The first hour of parking is free on Saturdays.

All other on-street metered and non-metered parking restrictions are in effect and enforceable. Current information about Madison parking and any future service changes can be found here.

At stake is whether Philadelphia is required to continue to contract with a faith-based foster care agency that refuses to work with same-sex couples, despite Philadelphia's nondiscrimination policies, ordinance and contract provisions. There are several important legal questions that go beyond the issues of sexual orientation discrimination and religion, potentially impacting the ability of cities to partner with community organizations for the provision of valuable social services;  and"

The proposed resolution authorizes the City's application to the National Endowment for the Arts (NEA) for an Our Town grant. The grant amount is $75,000 for fiscal year 2021. The Urban Community Arts Network has agreed to raise funds to match the Our Town grant dollar for dollar as is required by the NEA. No City appropriation is required to apply for the proposed grant. A separate resolution amending the Planning Division's operating budget will be proposed if the grant is awarded to the City of Madison.

Fiscal Note
Under the proposed resolution, the City is authorized to apply to and participate in the Alliant Energy Corporation's Customer-Owned Parallel Generation program for all future photovoltaic-generated (PVG) power sites in Alliant territory. Under this program, the Alliant Energy Corporation would credit the City's PVG power at the current customer rate, which would reduce the net cost of electricity at installed facility sites. The City currently has 29 PVG sites, and will have 3 more installed by the end of 2020. The PVG sites are funded through Engineering's Sustainability and Energy Improvement budget, or through the budget for new buildings. No appropriation is required.

From the Item's Fiscal Note:
The proposed resolution amends the Public Health Emergency Response Planning Service operating budget by $2,274,568 to increase personnel expenditures ($1,682,068) due to the COVID-19 health emergency and increase supplies and services to support contact tracing and community testing sites ($592,500).

The resolution increases the Emergency Response Planning Service Overtime budget for staff reassigned to contact tracing and testing ($300,000) and the Hourly Wages budget for 17 LTE Disease Intervention specialists ($440,000), 20 LTE COVID-19 Response Specialists ($440,000), and 20 LTE Bilingual COVID-19 Response Specialists ($490,000). The resolution also authorizes funding 0.35 FTE of an unfunded vacant position to increase a Medical Interpreter position from 0.65 FTE to 1.00 FTE ($12,068).

The increased budget will be funded from County COVID Relief Funding. In 2021, and beyond, the cost of the 0.35 FTE increase will be absorbed into the City and County operating budgets. The City and County share in the costs for Public Health (net of revenues received) based on equalized value. The current split is 44.82% City and 55.18% County.

The employment term for the LTEs is unknown at this time. The need and tenure length for these positions is dependent on the state of the coronavirus on the community. Extending this positions beyond what is funded here will require additional grants, use of Public Health fund balance, and/or additional General Fund appropriation from Dane County and the City.

The Police Department 2020 Operating Budget includes $60,000 for LEAP contracted services with DAIS (Police Field Service - Community Agency Contracts). The proposed resolution authorizes an amendment to the purchase of services agreement between the City of Madison and the Greater Madison Convention and Visitors Bureau pursuant to the 2020 budget amendments adopted by the Room Tax Commission. The overall reduction from the Room Tax Commission 2020 Adopted Budget is approximately $2,464,037 from $5,464,037 to $3,000,000.

"WHEREAS, the City of Madison Finance Department staff, based on preliminary national forecasts of hotel industry revenues, estimated that 2020 Room Tax revenue will be reduced by at least 50% from actual fiscal year 2019 Room Tax collections, and

WHEREAS, at its July 7, 2020 meeting, in response to the estimated reduction in Room Tax revenue, the Room Tax Commission adopted an amendment to its 2020 Adopted Room Tax Budget, which reduced the budget appropriation to each entity and agency supported by the Room Tax Commission, including the Bureau, and

WHEREAS, under the Commission's amended Room Tax Budget, payment to the Bureau for General Destination Marketing is reduced to $2,950,000 and payment for the Event Booking Assistance is reduced to $50,000, including the $5000 administrative fee, and"
