1. RACIAL EQUITY & POLICING

 

Several city meetings listed below include items that are related to racial equity, are being put forward in response to the protests, or are related to law enforcement. See the agenda listings below for:

On Wednesday at 5pm, the Public Safety Review Committee will be considering the report of our Budget Subcommittee (meeting details below in City Meetings of Interest). This report details the various services and positions in MPD, as well as the approximate expenditures required for each, and will provide information to both the public and alders concerning the MPD budget. The report can be found here.

 

On Thursday at 6:30pm, the Common Council Executive Committee will consider the slate of proposed appointments to the new Police Civilian Oversight Board (meeting details below). The list of appointees can be found here.

TESTING: Both the Alliant Energy Center testing site and the Public Health WIC Clinic at Village on Park will be open until at least Dec. 30. More testing sites and info here, including free testing for UW students and employees.

Last Weekend's Gunfire Near Lapham School

As many have heard, there was an exchange of gunfire between two speeding vehicles last Saturday afternoon in the vicinity of Lapham School. One parked vehicle was struck and we were lucky that no neighbors were injured despite the busy location. MPD tells me that they have no information to release at this time other than that their Violent Crimes Unit is investigating. This is not atypical when they do not want to compromise an ongoing investigation. MPD added that several neighbors provided valuable observations of the incident.

The recent incidents of gun violence in Madison are frightening and worrisome for us all. If you must own guns, I encourage you to keep them under lock and key in locations that burglars cannot find. Do not keep guns in vehicles that are themselves subject to theft. Crime rates and gun violence are highly correlated with times of economic stress, so I also encourage you to support efforts that can increase opportunities for the disenfranchised and disadvantaged. There are ongoing efforts by members of the Black community and others to connect with what are thought to be the primarily younger perpetrators of these incidents who are generally not thought not to be members of traditional gangs. Let's hope these efforts are successful.

Oct. 1 Neighborhood Committee Meeting For Proposed Redevelopment on 400 Block E. Washington

 

As mentioned last week, LZ Ventures has submitted a new application to the city for redevelopment of the 400 block of E. Washington Avenue. Neighbors will learn about their new proposal at an Oct. 1 virtual neighborhood meeting hosted by me and Alder Rummel. To register for the neighborhood meeting, visit this website. Once registered, you will receive the Zoom link and call-in information.

 

After the Oct. 1 meeting the James Madison Park District, part of Capitol Neighborhoods, Inc., will again be forming a steering committee to review the new proposal. I will publishing any future meeting dates and additional information in my regular updates.

 

Project  plans and other materials can be found here. It is likely that the proposal will be before the Urban Design Commission on Nov. 4 and Plan Commission on Nov. 9. They will be seeking one bonus floor along E. Washington (down from two) and various other conditional uses. Compliance with Urban Design District 4 guidelines will also be considered.

 

 

126 Langdon Appeal Referred to Dec. 1 Common Council Meeting

Core Spaces, the developers of the proposed Hub II development at 126 Langdon Street, has asked that their appeal of Plan Commission's July 27 denial of their Conditional Use Permits be referred until the Dec. 1, 2020, Common Council meeting. This means that no consideration of the appeal will occur until then. The developer may choose to submit a new application with a revised proposal rather than pursue their appeal, but that is to be determined.

N. Ingersoll To Remain Closed at E. Wash until About Oct. 1

The contractor working on the new configuration and paving of N. Ingersoll St. between E. Washington and Curtis Court expects that the reopening will take place around Wednesday or Thursday of this week. There are some chances of rain in next week's weather forecast, so let's hope that wet weather does not cause further delays.

Vision Zero Implementation Lowers Speed Limits on E. Washington

Starting on Monday, Sept. 28, speed limits will be lowered as follows:

• Pinckney St. to Baldwin St. from 35 mph to 25 mph
• Baldwin St. to Marquette Ave. from 35 mph to 30 mph

In addition to posting new speed limits, Traffic Engineering will update traffic signal timing, improve the visibility of the crosswalks between Pinckney and Baldwin Streets, and install bollards along the median on East Washington at Livingston St. to improve safety for people crossing the street. Digital signboards will be placed temporarily to alert drivers of the speed limit changes. MPD will also provide some education and enforcement support on the changes.

These 2020 projects are part of the City's adoption of Vision Zero - a data driven strategy intended to eliminate traffic deaths and severe injuries on City streets by 2030 while increasing safe, healthy, equitable mobility for all. You can can also read about other locations in the city where Vision Zero projects will be implemented this year.

I remain strongly supportive of these speed limit reductions and other traffic calming and safety measures on all city streets, not just E. Washington. While they are not expected to eliminate the noise and illegal driving behavior on E. Washington and other nearby streets, it is expected to supplement the other traffic calming strategies that Traffic Engineering has been employing to make E. Washington less attractive to these rude drivers. Similarly, MPD will continue to conduct enforcement activities as their funding and capacities allow.

City of Madison Issues Plea for All to Complete the Census Despite Confusion

The deadline for completion of the 2020 Census count remains uncertain as a federal judge's temporary restraining order directs the bureau to pause plans to complete the count by September 30. The Trump administration had extended the deadline to October 31 in April, then rescinded the extension in July. A group led by the National Urban League challenged the Trump administration to allow the Census Bureau time to complete the count fairly and honor the October 31 deadline. A court decision just this week could extend the deadline again, but it is not certain, so please fill out census this coming week and encourage others to do the same. Madison Biking Adventure Project Cycles to Community Engagement

To respond to the demand for and plan the addition of natural surface bike facilities, such as single track and pump tracks, Madison Parks has been conducting planning efforts that have yielded a rough draft of what they are preliminarily calling the Madison Bicycle Adventure Trail or MadBAT. MadBAT is a natural surface trail, optimized for biking yet allows for walking and running. It will be a citywide network of nodes and arms connecting parks and greenways to neighborhoods.

The City Parks Division is hosting three community engagement meetings for master plan development of this network. Prior to the meeting and providing feedback, please review the online project Story Map.

Each of the meetings will be held virtually, from 6:00 – 7:30pm on the following dates.
