Dane CORE Rental Assistance Program extended until Oct. 3, depending on COVID-19 community transmission rates. The Tenant Resource Center has a declaration tool you can use to determine whether you are eligible. Urban Triage is currently providing assistance to people in completing applications and will be administering rental assistance funds, as well, next month.

Streets Crews Working Saturday & Sunday Collecting Material From Student Move-Out

The Streets Division will be starting collections on Saturday, Aug. 14, and Sunday, Aug. 15, at 6:00am with the work concluding sometime later each the morning, depending on conditions. Their goal is to collect as much as they can before traffic from movers intensifies. They also plan to be back at collecting from the move-out on Monday, Aug. 16, as well. Note that these special collection times are in the student move-out area only.

• The daily trash and recycling collection schedule that begins August 2, 2021
• How to set out large items for them to be collected quickly and safely
• The correct way to recycle electronics like televisions and computers

• Encouraging movers to donate items rather than sending them to the landfill

 

Aug. 18 Neighborhood Meeting - St John's Church Redevelopment Proposal

On August 18 at 7pm, I will host a virtual neighborhood meeting to get a first look at early concepts that St. John's Lutheran Church is considering for redeveloping their property at 322 E. Washington. Reportedly, St. John's will have locations for worship and other services on the site, but plans to add affordable apartments above and underground parking. They are working with Mark and Brad Binkowski of Urban Land Interests for the redevelopment proposal. Neighbors from the James Madison Park District of Capitol Neighborhoods, Inc., will form a steering committee after the August 18 meeting to further evaluate the proposal and provide input to the development team.

Concert at Breese Stevens Allowed To Go Until 11:30pm 

On Saturday, Aug. 7, the Willy Nelson and Avett Brothers concert at Breese Stevens started late due to severe weather that hit the isthmus. Originally scheduled to start at 6pm, the venue was evacuated due to lightning and high winds resulting in an approximately 7:30pm start time.

The Big Top contract with the City of Madison requires that all events end by 10pm at the latest, but the Parks Superintendent has the final say in park operations and granted an extension. I heard from Big Top in the mid-afternoon that they were hoping for an extension if the predicted storm forced them out of the stadium, but at that time the weather forecast was not certain so timing was unknown. I said then that I recognized that some neighbors might not appreciate the concert going past 10pm, but I did not object. 

Given that this event was the only large concert event for the past two years (no others are scheduled for 2021) and that Big Top and their employees have struggled for two seasons now, I thought it fair to let the concert go on even though technically I couldn't stop it if I had wanted to. My suggestion after the fact was that the Parks Division needs to develop a Breese Stevens-specific inclement weather policy and the Parks Division agrees. We need predictability for neighbors, Big Top, and Breese visitors for all events that might want to push past the 10pm stop time. I'm not saying that there shouldn't be some flexibility in situations like Saturday's, but we need both flexibility and predictability. I'll let you know how that discussion goes - no doubt the Tenney-Lapham Neighborhood Association will be participating.

From MPD: Speed & Seatbelt Enforcement - E Washington Ave

On Monday, 8/9/2021, Officers from the Madison Police Department conducted an enhanced enforcement project on E Washington Ave near East Towne Mall, focussing on speeding and other hazardous driving behaviors. From 2:00 p.m. until 6:00 p.m. Officers conducted a total of 27 stops for speeding. The average speed of motorists that were stopped was 75 MPH (20 MPH over the posted 55 MPH limit). Tops speeds stopped were 81 MPH (2 stops), and 78 MPH (3 stops).

From MPD: Speed & Seatbelt Enforcement - E Johnson St

On the morning of 8/12/2021, Officers from the Madison Police Department conducted an enhanced traffic enforcement project on E Johnson St along Tenney Park. Officers focused on speeding and other hazardous traffic violations. During the project officers conducted a total of 30 stops. The average speed stopped was for 42 MPH in the 25 MPH zone. The highest speeds stopped were for 54 MPH, and two (2) for 48 MPH.

Please slow down - this area is heavily used by pedestrians and bicyclists.

Note: the E. Johnson enforcement effort extended into the 1100 and 1200 blocks of E. Gorham Street.

20 is Plenty – Neighborhood Street Speed Reduction Program In Place

This past Monday, the City of Madison launched Phase 1 of its new program, 20 is Plenty, including in a portion of Tenney-Lapham. The area in which the speed limit is now reduced to 20mph in Tenney Lapham is bound by E. Johnson and E. Washington between N. Blair and the Yahara River. This program applies only to residential streets, so on bordering arterial streets (E. Johnson, E. Wash, and N. Blair) speed limits will remain at 25mph. Additional information about the program may be found on the 20 is Plenty webpage, or under projects on the Vision Zero website. Many thanks to City Traffic Engineering for the new signs and media work to raise awareness of the program.

Shared/Slow Streets Update:

Note that the Shared/Slow Streets Program implementation on Sherman Ave. and E. Mifflin St. has continued to be delayed. While I understand the frustration of all who want safer areas for bicyclists and pedestrians, the Traffic Engineering Division has taken on a lot of special projects with limited staffing. I hope they will soon roll out this program that was so popular in 2020.

District 2 Liquor License Application at ALRC on Wednesday

The French House's application for a Class C Wine license will be considered at Wednesday's Alcohol License Review Committee meeting, starting at 5:30pm. The French House at 633 N. Frances Street seeks to allow sales of wine by the glass at their longstanding Wednesday dinners and on Friday evenings at some special events. If you have questions or input, you can email French House Director Anne Theobald (director@uwfrenchhouse.org), but you are also welcome to email me at district2@cityofmadison.com. From Madison Metro: August Service Updates

The following changes will be implemented on Sunday, August 22.

• Route 10 - Route suspended
• Route 27 - Route suspended
• Route 28 - modified Route 28 will serve Eken Park residents.
• Route 38 - weekday route restored with added mid-day service.
• Routes 8, 12, 15, 70 & 72 - moved from State St. to W. Washington Ave.
• Route 6/ 26 - schedule adjustment for transfer at East Towne
• Route 81 - Bus stop shifted from Franklin to Blair
• Various Bus Stop Changes

TLNA Steering Committee for Wisconsin Youth Symphony Orchestra Proposal

On Thursday, August 5, I hosted a virtual neighborhood meeting to kick off Tenney-Lapham's consideration of the proposed redevelopment of a portion of the 1100 block of E. Washington (between N. Ingersoll and N. Few Streets). The Wisconsin Youth Symphony Orchestra proposes to redevelop a portion of that block that includes the parcels currently owned by the Avenue Club and its parking lots. A recording of the meeting is available here. Those who attended this meeting and/or the previous meeting hosted by WYSO seemed generally supportive of the proposal, but some wanted more details, particulary about parking and traffic, as well as the building's massing and design.

The Tenney-Lapham Neighborhood Association is now forming a steering committee for the project. If you'd like to participate, please email mjconlin@gmail.com or you can email me and I'll forward your info to TLNA. No applications have been filed with the city, but I'll keep you posted on the proposal's status, city meetings, and TLNA steering committee meetings.

 

Draft Transportation Improvement Program Available

The Draft 2022-2026 Transportation Improvement Program (TIP) for the Madison Metropolitan Area & Dane County is now available for review and comment. The TIP lists major transportation improvements and studies anticipated to be undertaken during the next five-year period. The complete draft document has been posted on the TIP page of the MPO's website. 

If you have comments or concerns regarding the federally funded projects, including the MPO funded projects, or any of the other listed projects, the Greater Madison MPO asks that you please submit them in writing by Friday, September 24.  Please address written comments to the MPO office or email them to MPO staff at mpo@cityofmadison.com. There will also be a Virtual Public Hearing on the TIP on Wednesday, September 1 at 6:30pm, details to follow.
