• Monona Terrace Celebrates 25 Years - Community Invited to Free Celebration on Saturday Evening, July 23.

• In-person absentee voting starts on July 26th for the August 9 Partisan Primary. You can find the list of in-person absentee voting locations here. 

• Acceptable Photo ID to Vote - As you prepare for the Partisan Primary on August 9, the City of Madison Clerk's Office wants to remind you what types of photo ID you can use for voting in Wisconsin.

• July is Disability Pride Month. On July 30, join Wisconsin's Disability Community at Warner Park from 12:00–5:00pm as we celebrate the 32nd Anniversary of the ADA. A fun day of entertainers, exhibits, adaptive sports, artists, and crafts people.

• August Moving Days:

  • Daily Collections of Carts in Student Move Area - Starting at 6:30 a.m. on Monday August 1, 2022, residents in the downtown moving days area can place trash and recycling collection carts out for pickup.

Madison Mini Marathon To Impact Streets on July 23

The Annual Madison Mini-Marathon and 5K Race will impact downtown streets on Saturday, July 23 with setup for the race impacting some streets on Friday, July 22. The primary impact in District 2 will be the first part of the Mini-Marathon course early on Saturday morning. The Mini-Marathon course starts at the corner of Lake Street and Langdon Street at 7:00am when runners will proceed up Langdon to Wisconsin Avenue, run down Wisconsin to East Mifflin Street (the square), and then down the length of State Street to Lake St again where they will turn south until taking West Dayton outbound. A portion of the route is shown in the map above, but more details and full course maps can be found here. 

The accompanying 5K race course will be on N. Park Street and to the west, so will not impact District 2. Similarly, the remainder of the Mini-Marathon will be to the west of District 2, also finishing on N. Park Street at its intersection with the west end of Library Mall. The Mini-Marathon and 5K will also impact bus routes until 11am on July 23. - Routes 2, 4, 5, 6, 7, 8 and 13 will detour for the races - details on the bus detours here.  Route 80 will also be impacted.

25th Anniversary Celebration of Monona Terrace on July 23

Monona Terrace Community and Convention Center is celebrating its 25th anniversary with a free community celebration on Saturday, July 23, from 6:30pm-9:45pm at its William T. Evjue Rooftop Gardens. The event will feature local and regional bands, dance performances, and conclude with a spectacular drone show over Lake Monona. More details here.

 

Proposed New City Planning Framework at Housing Strategies Committee Thursday

On Monday, July 25, the Plan Commission will be considering a resolution that will empower city staff to implement a proposed Planning Framework - a new method for conducting and updating neighborhood and area plans. Details and participation options for Monday's meeting are in "City Meetings of Interest" below. 

As a cosponsor of the resolution supporting these proposed changes to the city's planning process, I believe it will simplify and standardize the City's sub-area planning and make it more equitable. The Planning Division proposes to focus on 13 higher-level "Area Plans" covering the entire City. These will be updated every 10 years, and be considered the guiding plan for future land use and infrastructure investment.

The City currently has nearly 70 adopted sub-area plans with a wide variety of content, all of which will be considered as a new Area Plan is created. Each Area Plan process will provide an opportunity to consider older sub-area plans for potential retirement, as outlined on page 126 of the Comprehensive Plan.

July 28 Free Family COVID-19 Vaccination Clinics at Children's Museum

Madison Children's Museum is partnering with AMI Expeditionary Healthcare to host two pop-up Covid vaccination clinics at MCM for ages 6 months & up. The next clinic is scheduled for Thursday, July 28, 3–7 pm.

Now that vaccinations are available for younger children, MCM is offering these free family vaccination clinics outdoors in the museum's Wonderground. Children ages 6 months old and up can receive their covid vaccination or boosters and enjoy free playtime in the Wonderground. The clinics also serve adults, so the whole family can get what they need. Registration is strongly encouraged as doses are limited. Walk-ins will be accommodated as capacity allows.

About the free family vaccination clinics
Families can get covid vaccinations or boosters administered to children ages 6 months & up. Weather permitting, clinics take place in the Down Under, the covered portion of the Wonderground. Rain location is indoors, second floor. To take the sting out of the vaccination process, kids can enjoy free playtime at the museum. All vaccinations are free. Admission to the museum is free for anyone getting vaccinated or accompanying a family member getting vaccinated.

Agenda Item 15

Amending the 2022 Adopted Operating Budget for the Planning Division to accept a $26,500 grant from the Certified Local Government Program and authorizing the Planning Division to retain a consultant to undertake the work pursuant to the terms of the grant

Fiscal Note
The proposed resolution amends the Planning Division's 2022 adopted operating budget to accept a Certified Local Government grant award, which is administered by the National Park Service. The City will receive this award as a subgrant from the Wisconsin State Historic Preservation Office. The award will be used to survey known archaeological sites within the City. The grant will reimburse the City for 100% of expenses up to the award amount of $26,500. The final reimbursement request must be submitted on or before September 15, 2023. Planning's 2022 operating budget will be amended to appropriate $26,500 within its purchased services budget supported by federal sources.

 

Agenda Item 16

Authorizing outside fundraising in support of the LGBTQ+ Rainbow Murals and Crossings Art Pilot Program at the Top of State Street and accepting up to $30,000 from the Friends of the Madison Arts Commission to fund the pilot project.

Fiscal Note

The proposed resolution authorizes outside fundraising in support of the LGBTQ+ Rainbow Murals and Crossings Art Pilot Program. The first project is anticipated in August of 2022 and will be supported by private donations. Planning's 2022 operating budget was amended for this project through Legistar file #71802. No additional appropriation required.

Agenda Item 18

Accepting the policy paper prepared by the Community Development Division (CDD) outlining steps to carry out the plan developed by the Advisory Council formed to implement the Byrne Criminal Justice Innovation (BCJI) grant Isthmus Safety Initiative (ISI), and directing CDD to conduct a Request for Proposal (RFP) process to solicit proposals to utilize available funds, and to formulate funding allocation recommendations to the Mayor and Common Council, for their approval, for use beginning in September 2022.

Fiscal Note
The City of Madison applied for and received a USDOJ Byrne Criminal Justice Innovation grant of $1,000,000 for a 3-year implementation period. The Community Development Division, which will be administering funds, developed a policy paper in partnership with multiple stakeholders to outline the parameters for allocating grant funding. The proposed resolution approves the policy paper and directs CDD to formulate funding recommendations based on the results of an RFP process that is currently being developed. CDD will present funding recommendations to the Council for approval and anticipates the use of funds to begin in September 2022. No additional appropriation is required.

 

Agenda Item 19

SUBSTITUTE: Awarding up to $1.5 million in HOME Investment Partnership funds and up to $551,000 from the Affordable Housing Fund to help finance the development of affordable housing, as the recommended outcome of a competitive Request for Proposals (RFP) process conducted by the Community Development Division; and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the specified development projects.

Fiscal Note

The proposed resolution authorizes awarding up to $1.5 million in HOME Investment Partnership funds and up to $551,000 from the Affordable Housing Fund to help finance the development of affordable housing. The proposed HOME funding is included in the Community Development Division's (CDD) 2022 adopted operating budget for Community Development Grants. The proposed AHF funding is included within the Affordable Housing - Development Projects capital program (Munis # 17110). No additional City appropriation is required with adoption of this resolution.

Note: The proposed affordable housing development referred to as Johnson-Butler Junction - a site-specific new construction proposal submitted by Kaba Bah - will not receive funding through this resolution. However, not all funds were awarded and it is anticipated that the remaining funding could be awarded in the future to either or both the Johnson-Butler Junction proposal and the Velma Apartments, which is a site-specific new construction proposal submitted by Wisconsin Housing Preservation Corp. for a portion of the old MATC downtown site. City staff noted that "Additional Committee recommendations regarding the two proposals submitted but not addressed in this resolution may follow as those proposals continue to move toward project readiness."

 

Agenda Item 21

Authorizing the City of Madison to serve as the Lead Agency for the HUD's FY20 Youth Homelessness Demonstration Program (YHDP) Planning Project; authorizing the Mayor and City Clerk to execute an agreement with Center for Community Stewardship to serve as a fiscal agent for the Planning Project.

 

Agenda Item 22

Approving the Business District Support Program, authorizing Economic Development staff to manage the program, and authorizing the Mayor and City Clerk to sign grant agreements with the selected organizations and/or their fiscal sponsors.

 

Agenda Item 23

Authorizing the City to execute a $250,000 contract with Shared Capital Cooperative to fund loans to Madison-based business cooperatives; and authorizing the City to execute an amendment to an existing contract with Madison Development Corporation to direct repayments of an outstanding business cooperative loan to their Business Loan Program.

Supporting and approving the application to the US DOT by the City of Madison for the Railroad Crossing Elimination Program Safety Improvements, the acceptance of the grant, and authorizing the Mayor and City Clerk to execute a grant agreement with US DOT, if awarded the grant (Citywide)

Fiscal Note

The proposed resolution supports and approves the City of Madison submission to the US DOT for a Railroad Crossing Elimination Program grant, which can be used for crossing safety improvements. The resolution also approves the acceptance of the grant if awarded and authorizes the Mayor and City Clerk to enter a grant agreement with the US DOT if awarded the grant. The requested grant amount is anticipated to be up to $5 million. This resolution commits to providing the required 20% matching funds, up to $1,000,000, should the proposed grant be awarded to the City of Madison. Funding for the local match would need to be included in the 2023 Capital Budget.

Supporting and approving the City of Madison's application to the US Department of Transportation (USDOT) by the Vision Zero team for a Safe Streets and Roads for All implementation grant, the acceptance of the grant, and authorizing the Mayor and City Clerk to execute a grant agreement with USDOT or its designee, if awarded the grant.

Fiscal Note
The proposed resolution approves the application and commits local match funding for a Safe

and Roads for All Implementation Grant. The requested grant amount is anticipated to be $20 million. The local match is 20% or up to $4 million over 2023 and 2024. The local match is included in Traffic Engineering's 2023 capital budget request pending adoption.
