Proposal for 428-444 State Street at Urban Design Commission on Wednesday

JD McCormick Properties' proposal to redevelop 428 to 444 State Street will be back before the Urban Design Commission on Wednesday, March 29. The applicant is seeking Initial/Final approval from UDC for the development of a 5-story mixed-use building containing up to 26 apartments and ground floor commercial space. As proposed, the apartments are mostly studios with 3 one-bedroom units and 1 two-bedroom unit. No car parking is included with the proposal and they propose 34 bike parking stalls, including 26 in the basement along with additional commercial space.

The proposal was originally expected at a December UDC meeting, but due to concerns of the Parks Division related to the proposed building's interactions with the adjacent Lisa Link Peace Park, it was delayed as the developer, the Parks Division, and city staff worked to address these items. The city staff report for this item is here. That report implies that UDC's consideration could be complex due to their need to provide advisory input to the Plan Commission on:

  1. Conditional Use approval since the proposed building is greater than 20,000 square feet and has more than four stories;
  2. Conformity to the downtown design standards in MGO Sec. 28.071(3) and the Downtown Urban Design Guidelines, and
  3. Pursuant to MGO Section 28.139, "nonresidential development immediately adjacent to the boundary of a City-owned public park shall be reviewed as a conditional use." The purpose of that review is to evaluate and mitigate any adverse impacts of the proposed development on Lisa Link Peace Park, including but not limited to drainage, accessibility, landscape, noise, light, shadow, etc.

In June 2022, the Mansion Hill District of Capitol Neighborhoods, Inc., steering committee for the proposal issued a report on an earlier version of the proposal. If you want to watch the meeting or give input, refer to "Details" below for the UDC meeting in "City Meetings of Interest".

Back at their June 29, 2022 meeting, UDC referred the proposal to a future meeting rather than making recommendations to Plan Commission due to various concerns about the proposed building, including its potential impacts on the park, the height and massing of the building's front facade, and establishing the precedent of replacing State Street buildings.

If the UDC does make an advisory recommendation, Plan Commission will then consider the Demolition Permit, as well as the requested Conditional Uses and Certified Survey Map, at their April 10 meeting. In January 2022, the Landmarks Commission considered the requested demolitions of the three buildings and found in part in their advisory opinion to Plan Commission that 432-436 and 428-430 State Street (the two easternmost buildings) have historic value based on architectural, cultural, or historic significance.

Make Music Madison will return for their 10th annual festival on June 21. Checkout the schedule below for registration details, and start planning your event now!

Who can host a performance? 
Whether you have a garden, patio, sidewalk, favorite city park, or other outdoor space in mind, it's easy and there's no cost to register or participate. Hosting is DIY and can be as simple as providing space on your sidewalk or as complex as renting a stage with a sound tech. Each host determines the location, length of time, and what they are able to provide. 

  1. Performance spaces must be outdoors and within the City of Madison. You can bring the show inside if it rains.
  2. The space needs to be free and accessible to the public.
  3. All venues must maintain a 6? clearance on city sidewalks for pedestrian passage.
  4. All participants must follow the most up-to-date Covid-19 orders from Public Health Madison & Dane County.

Who can perform? 
Students, amateurs, part-time professionals, and established artists are all welcome. There is no audition process to be included in the musical merriment. Make Music Madison is open to all ages, skill levels, and genres. All you need to do is register, match with a venue, show up, and perform! Even non-musicians are invited to participate in a sing-along with a crowd or organize a musical flash mob. More information here.

Agenda Item 13

A Resolution authorizing the Finance Director or their Designee to execute an amendment to the non-competitive purchase of services contract with Sustain Dane to provide additional weeks of staffing for the food scraps recycling drop-off sites at two neighborhood farmer's markets in 2023.

Fiscal Note
The proposed resolution authorizes an amendment to an existing non-competitive purchase of services contract with Sustain Dane. The current contract provides for Sustain Dane to administer a program to collect food scraps for recycling at two farmers' markets during the 2022 and 2023 seasons and is funded by a US Department of Agriculture grant to the city. The remaining grant funds will cover eight weeks of staffing at the two markets in 2023. The proposed contract amendment will extend the program for the full 2023 farmers' market season at a cost of $20,000. The extension will be funded by the existing Sustainability Improvements capital budget. No appropriation is required.

 

Agenda Item 14

Accepting additional Emergency Rental Assistance funds from the U.S. Treasury Department, to be awarded to the City of Madison under the American Rescue Plan Act of 2021 (H.R. 1319), to help prevent evictions and promote housing stability for eligible households affected by the COVID-19 pandemic, amending the Community Development Division's 2023 Operating Budget to reflect the receipt and proposed uses of those funds, and authorizing the Mayor and City Clerk to amend agreements with the Community Action Coalition for South-Central Wisconsin and Benevate, Inc. (a/k/a Neighborly Software) to implement Dane CORE 2.0 Emergency Rental Assistance Program and, additionally, authorizing the Mayor and City Clerk to amend the City's agreement with the Institute for Community Alliances for administering the Dane CoC Coordinated Entry system to expand housing services for households identified on the Coordinated Entry list. 

Fiscal Note
The proposed Resolution amends the 2023 Adopted Operating Budget for the Community Development Division (CDD) - Affordable Housing and authorizes the City to accept up to $4.1 million from the U.S. Treasury and increase corresponding expenses for services that prevent evictions, promote housing stability among eligible households through direct rental assistance, and provide eligible housing stability services. CDD's 2023 adopted operating budget includes $30.9 million in funding from the U.S. Treasury for the Emergency Rental Assistance 2 program, which was added via Common Council Operating Budget Amendment #4. The City has received notice that the actual grant award is higher than the amount authorized in the budget, and a budget amendment is needed to accept the remaining funds.

The resolution would also authorize the City to amend contracts and agreements with Community Action Coalition for South-Central Wisconsin, Benevate, Inc., and the Institute for Community Alliances for the implementation of these services and programs. The total increase in allocations is $2.5 million. The remaining $1.6 million will be allocated through future resolutions.
