City Meetings of Interest

Common Council on 6/20

Madison Common Council meets on Tuesday, June 20th in hybrid format. Here are some notable items on the agenda:

  • Honoring resolutions Recognizing Pride Month, Madison Hughes Day, and honoring the life of activist Juan José López.
  • A resolution declaring the City of Madison to be a sanctuary and safe place for transgender and nonbinary individuals. I’m a cosponsor of this one; you can read the language here. Bills in many states are targeting LGBTQ+ folks’ healthcare, protections from employment discrimination, and even teachers’ ability to discuss and answer students’ questions about queer identities. This resolution affirms that Madison is safe for transgender and nonbinary folks, especially kids, and, in the event that Wisconsin passes such a bill, asks MPD to make its enforcement their last priority. Why? Because individuals’ gender identity, their anatomy, and related healthcare decisions are none of the State’s business.
  • Resident appointments to numerous City Boards, Commissions, and Committees. This item is a great reminder that any resident can apply to be considered for a mayoral appointment to these policy-making bodies. Please consider doing so! Public service on these committees is a great way to get involved, make an impact on issues you care about, and meet other community members who are interested in those issues. This webpage has steps that guide you through the process.
  • Introduction of MPD’s Body Worn Cameras proposal. Here’s Chief Barnes’ memo providing his/MPD point of view. This is being introduced as new business on Tuesday and will be up for a vote in the August 1st (CORRECTION: when I first wrote this post, I mistakenly had July 11th here) Common Council meeting. I’ll post about this again in my update prior to that meeting.
  • Amending the Public Health budget and authorizing a contract with Pace Analytical Services LLC for the analysis of PFAS in private drinking water samples. I am a cosponsor of this item.
  • Awarding up to $1.85 million in Community Development Block Grant (CDBG) funds through Community Development Division’s (CDD) Capital Improvements for Non-profit Housing (CINH) Program to six different non-profit housing providers (Common Wealth Development, Madison Area Community Land Trust, Madison Development Corporation, Movin’ Out, Porchlight and Project Home) and authorizing the Mayor and City Clerk to enter into agreements with those agencies to implement the specified rehabilitation projects. I am a cosponsor of this item.
  • Adopting the Reiner Neighborhood Development Plan, a supplement to the City of Madison Comprehensive Plan. I am a cosponsor of this item.
  • Supporting and approving the City of Madison’s application to the US Department of Transportation (USDOT) by the Vision Zero team for a Safe Streets and Roads for All Implementation grant, the acceptance of the grant, and authorizing the Mayor and City Clerk to execute a grant agreement with USDOT or its designee, if awarded the grant. I am a cosponsor of this item.
  • A Resolution authorizing a non-competitive purchase of more than $50,000 in goods from QuantAQ, Inc. for the purchase of air quality monitoring equipment to implement the Building Sensor and Community Partnership Networks for Air Quality project. I am a cosponsor of this item.

Board of Public Works on 6/21

The Board of Public Works meets on Wednesday, June 21st in hybrid format. There’s one item on the agenda of interest to District 3, the Autumn Ridge Bike/Ped Bridge Project. Under the proposal, the existing bike route on Portland Parkway in Rolling Meadows will be extended north across Milwaukee Street, through Heistand Park along its eastern edge, through the public drainage greenway to the east and using the existing sidewalk connection to Stein Ave. (sidewalk would be widened with project). A new path would then be constructed off of Stein parallel to Thompson and along Hwy 30 to the new bridge over Hwy 30, connecting to Ziegler Rd. on the north side of Hwy 30 & Commercial Ave, providing access to Sycamore Park. This proposal is an effort to support more options for active, bike/pedestrian transportation and to improve neighborhood connectivity (especially important on the Eastside due to the many highways that carve up our side of town). Its funding is already in the adopted 2023 budget and nearly half of the money comes from federal grant sources. If passed by the Board of Public Works, the proposal will go to Common Council on July 11th.

Special Meeting of the Plan Commission on 6/22

The Plan Commission tries to meet in-person quarterly for policy discussions that are higher-level than individual development, land use, or zoning proposals. This is one such quarterly meeting. Monday, June 19th is Juneteenth

The City of Madison observes the Juneteenth holiday on Monday, June 19th. As a result, City offices will be closed. I’m sharing two City service updates related to the holiday:

Streets Division

There will be no recycling, trash, brush, or large item collections performed by the City of Madison Streets Division on Monday, June 19, 2023 in observance of the Juneteenth holiday.  The Streets Division drop-off sites will also be closed. Madison residents who normally have their trash and recycling collected on Mondays by the Streets Division should instead place their scheduled cart(s) out for pickup by 6:30 a.m. on Tuesday, June 20, 2023. Residents who have their trash and recycling collection scheduled for Tuesdays should have their cart(s) out for emptying by 6:30 a.m. on June 20 as well. Read more here.

Metro Transit

Due to the Juneteenth holiday, Metro will operate SATURDAY schedules on the following routes:
A, B, C, D, E, F, G, H, J, L, O, P, R, S

  • Route 80 operates shortened weekday recess schedules. Final trip departs from Memorial Union at 11:15p.
  • Routes 55 and 75 operate regular Weekday schedules
  • Routes 81-84 do not operate.

Paratransit Standing Rides Canceled: All standing paratransit rides will be canceled on Monday, June 19. Paratransit passengers must schedule a 'casual' ride to travel on this date. Rides are eligible according to Saturday schedules.

Customer Service: Metro's customer service call center will be open from 8:00 AM until 4:30 PM. Metro's administration office will be closed for the holiday. For more information, contact the Metro customer service center at (608) 266-4466 or mymetrobus@cityofmadison.com.

Comprehensive Plan Interim Update

The City of Madison is currently working on an Interim Update of its 2018 Imagine Madison Comprehensive Plan, which is a long-term vision for the future of Madison to help guide the growth and change Madison is experiencing. The Interim Update is focused on the Generalized Future Land Use (GFLU) map within the Comprehensive Plan. The GFLU map guides how and where Madison grows. The City is updating the GFLU map to reflect land use recommendations from neighborhood, area, and neighborhood development plans adopted between summer 2018 and summer 2023. In addition to these administrative updates, the public has an opportunity to propose amendments to the GFLU map.

The City Planning Division will accept GFLU amendment requests through August 6, 2023. It is preferred that requests be submitted online at https://plans.cityofmadison.com/gflu-map-amendment-form.
