Reminder to Please Leash Your Pets When Off Your Property

I’ve seen an uptick in the number of residents reporting concerns about others’ pets or loose pets that are roaming neighborhoods off-leash – both cats and dogs. Allowing pets to roam off-property is a risk to the health and safety of those pets (and others) and is not allowed in Madison with the exception of designated off-leash dog parks.

The City’s rule on “dogs and cats roaming at large” can be found in Madison General Ordinance 23.32, which reads in part: “it shall be unlawful for the owner or keeper of any dog or cat to permit the same to run at large in the City of Madison. […] A dog or cat shall be deemed to be at large when it is off the premises of its owner or keeper, unless under the control of a person and restrained by means of a chain, rope or cord…

Neighbors’ remedy to report roaming or lost animals is to call animal control at (608) 255‑2345. The first violation of the above ordinance within a twelve-month period results in a fine of between $25 and $100 and the penalty increases with additional incidents per the ordinance.

Here is a webpage with more information about pet and animal concerns on Madison Dane County Public Health’s website.

District 3 is home to two of Madison’s nine off-leash dog parks, one at Sycamore Park and one at North Star Park.

Survey: Help Shape the Future of Biking, Walking, and Rolling in Dane County

Here’s a chance to help shape the future of biking, walking and rolling in Dane County. The Greater Madison Metropolitan Planning Organization (MPO) is inviting residents to complete a short survey that will help guide the region’s active transportation future.

The feedback collected will directly inform the new Active Transportation Plan for Dane County—a blueprint for making it safer, easier and more enjoyable to walk, bike and roll (including using wheelchairs and other mobility devices) throughout the region. Survey results will also be shared with local communities engaged in their own active transportation planning this year, including Fitchburg, Madison, and Middleton.

An interactive map is also included where participants can highlight specific areas of concern or suggest improvements. Residents who prefer another language can complete the survey by phone upon request. The deadline to participate is July 1, 2025.

Water Main Flushing Begins May 12th, More Information

Annual water main flushing begins on May 12th over at the Madison Water Utility. Our water comes from an underground aquifer and contains naturally-occurring minerals like iron and manganese. These minerals can build up over time as sediment in our water mains. To keep our mains clean, crews systematically open and close valves and hydrants to move water at high speed through sections of water main. Flushing clears out naturally-occurring mineral sediment that can build up in the water system and cause discolored water and other problems.

Residents may notice lower water pressure or discolored water (yellow, brown, reddish) due to the mineral deposits being flushed. If you notice discolored water:

  1. Go to a faucet in the lowest level of your home or business, like a basement utility sink or first-floor bathtub.
  2. Remove the screen or aerator from the faucet (if applicable) and temporarily bypass whole home water softeners or filters if you have them.
  3. Run the cold water only at full force for a few minutes until the water clears. Once water is clear, replace the faucet screen/ aerator and put any bypassed filters or softeners back in service (if applicable).
  4. If your water doesn’t clear after a few minutes, call our Water Quality Section at (608) 266-4654.
  5. If you have lower pressure than usual at a faucet, remove the screen or aerator to check if it's clogged. If it's clogged and doesn't rinse easily, soak it in vinegar for at least 15 minutes and scrub it with an old toothbrush.

A portion of the 2025 flushing schedule map focused on District 3. Orange indicates May flushing, light green indicates July, and dark green indicates August.

Here is a map of the City showing when each neighborhood will experience water main flushing by month.

  • Mains serving the Rolling Meadows neighborhood and the eastern half of the Hiestand Park neighborhood will be flushed in May.
  • Mains serving Heritage Heights, western Hiestand Park, Burke Heights, and Mayfair Park are scheduled to be flushed in July.
  • Mains serving the North Star neighborhood are scheduled to be flushed in August.
