The Community Development Authority (CDA) was created by statute to operate as the Housing Authority, Redevelopment Authority, and Housing Finance Authority for the City of Madison. CDA Housing Operations is a division within the City of Madison’s Department of Planning & Community & Economic Development.

The CDA’s mission is to develop and provide inclusive and safe places through quality affordable housing, services, and community resources in the City of Madison. The agency achieves its mission through the administration of 742 Public Housing units and 115 Multifamily Housing units at 40 locations in the City of Madison for low-income families, people over the age of 50, and individuals with disabilities. In addition, the CDA administers the Section 8 Housing Choice Voucher Program providing assistance to approximately 2,000 low-income households in the City of Madison.
