Request for Proposal - Bus Rapid Transit Outreach

The City of Madison Transportation Department is soliciting proposals for Public Engagement Consulting services to assist in several high profile transportation projects, such as North-South Bus Rapid Transit, Passenger Rail Station Location Study, and others.
The selected consultant(s) will work at the direction of Metro Transit’s marketing team so that efforts complement existing community outreach plans and efforts.
The winning vendor will assist in the engagement of a variety of community members and stakeholders to obtain feedback and information for transportation improvement alternatives.
Examples of engagement opportunities and challenges that the selected consultant(s) will assist the City include:
- Assisting in Bus Rapid Transit Planning activities on Park Street, Badger Road, and Fish Hatchery, including station locations, street typical section, and accommodation of modes.
- Assisting in inter-governmental coordination with the City of Fitchburg regarding N-S Bus Rapid Transit implementation.
- Assisting in Bus Rapid Transit Planning activities on Packers Ave and Northport, including station locations, street typical section, and accommodation of modes.
- Assisting in Amtrak station location planning.
Engagement initiatives will generally fall into the categories below.
- Broad Public Engagement – This engagement includes assisting with creating electronic, printed, social media and other public outreach materials; surveys, and summary documents.
- Focused Stakeholder Engagement – This engagement includes assisting in the coordination of neighborhood groups, property owners, and other stakeholders.
- Under Represented Community Engagement – This engagement includes assisting in obtaining the opinions and thoughts of traditionally underrepresented groups, such as communities of color, seniors, those of lower income, etc. Engagement could employ a variety methodologies, including focus groups, intercept surveys, interviews, etc.
All engagement initiatives involve meeting regularly and working at the direction of Metro’s marketing team to ensure engagement is coordinated and complements efforts that are already ongoing.
It also ensures that consultant messages and efforts are of the same content and in the consistent voice of Metro’s messaging
This project is partially funded with federal (FTA) funding and certain aspects could contain a DBE goal. The City of Madison posts all Request for Proposals, addenda, tabulations, awards and related announcements on two distribution networks – VendorNet and DemandStar.
The aforementioned documents are available exclusively from these websites. It is the Proposers responsibility to regularly monitor the bid distribution network for any such postings.
Proposers’ failure to retrieve such addenda and incorporate their appropriate provisions in their response may result in disqualification.
