In 1981, this park was dedicated and developed under the name of Mira Loma Park. Mira Loma is a Spanish phrase meaning "View of the Hillside."

In 1997, the Madison Park Commission approved renaming it as Orlando Bell Park in memory of Mr. Bell's civic leadership and vision.

Orlando Bell was the President of the NAACP from 1990 – 1993 and served the City of Madison Community Services Commission, the Chancellor's Madison Minority Community Advisory Committee, and member of the Mount Zion Baptist Church and served as the Executive Director of the South Madison Neighborhood Center. He was also a founder of the Kwanzaa Boy Scouts.
