Meeting and Event Highlights for the Week of September 11, 2023

Meetings

  • Finance Committee: The Finance Committee meeting will take place on Monday, September 11, 2023 in virtual format at 4:30 PM. Agenda items include a briefing on the 2024 Executive Capital Budget, authorizing the Transit General Manager to apply for various Department of Transportation grants, and more!

  • Finance Committee: The Finance Committee meeting will take place on Tuesday, September 12, 2023 in virtual format at 4:30 PM. This meeting will be a continuation of the briefing on the 2024 Executive Capital Budget that will take place on Monday, September 11, 2023.

  • Affordable Workforce Housing Neighborhood Meeting on Tuesday, September 12, 2023 at 6pm in the Community Room at 601 Sand Pearl Lane at University Park Commons (former Westgate Mall location near Hy-Vee)  Please join me at a neighborhood meeting with JT Klein, Inc. to learn more about new affordable workforce multi-family housing at University Park Commons. JT Klein, Inc. (JTK) is proposing the development of University Park Commons  II, a 68-unit housing development located within the larger University Park redevelopment project at 625 Sand Pearl Lane, currently a vacant lot next to University Park Commons I. The entire University Park redevelopment is located at the former Westgate Mall near Hy-vee grocery store at the corner of Whitney Way and Tokay Boulevard. JTK demolished Westgate Mall and completed the first phase of the University Park development in late 2022. University Park Commons II, phase two of the larger project, will be non-age restricted affordable workforce multi-family housing made up of a mixture of one-, two-, and three-bedroom apartments. There will also be a discussion on a new proposed change to switch the zoning from a planned eight-story medical office building to 170 units of market rate apartments.  At the neighborhood meeting will have the opportunity to ask questions and provide feedback about this development.  Looking forward to seeing you on Tuesday.
  • Public Safety Review Committee: The Public Safety Review Committee meeting will take place on Wednesday, September 13, 2023 in virtual format at 5:00 PM. Agenda items include Chief Barnes’ Quarterly Report, a report from the Madison Fire Department and an update on CAREs, and Repealing “Panhandling Prohibited” Section 24.12 of the Madison General Ordinances and amending Section 1.08(3) of the Madison General Ordinances to remove associated references. Though panhandling is legal under the protection of the First Amendment, municipalities can put in place ordinances that help ensure public safety. The ordinance we currently have prohibits panhandling in certain locations, such as the medians of busy intersections, within 25 feet of ATM machines, and at outdoor cafes. It also prohibits certain behavior on the part of the panhandler, including but not limited to using physical contact, unwanted touching, following, or impeding free movement. You can register in support (you support the repeal) or opposition (you want to keep this ordinance on the books). You can also register to share your comments during the meeting, limited to three minutes.

  • City-County Homeless Issues Committee, Monday, September 18, 2023 5:30 pm This meeting is being held virtually. One item on the agenda will be Repealing MGO 23.07(6)(a) and (b), subsections which focused on trespassing regarding sleeping or possessing items related to sleeping on the property of others. You can send comments on agenda items to cchic@cityofmadison.com A group of Alders has proposed repealing a section of the Unlawful Trespassing Ordinance which prohibits sleeping or bringing sleeping materials onto public or private property without the permission of a person lawfully on the premises. The section to be repealed, Subsection (6) MGO 23.07(6)(a) and (b) entitled “Unlawful Trespass” of the Madison General Ordinances, currently reads as follows:“(6)(a) No person shall sleep, lie down or take temporary habitation on the property of another without the permission of a person lawfully upon the premises.(b) No person shall possess or use items commonly associated with sleeping or habitation, including but not exclusively, beds, mattresses, sleeping bags, bedrolls, blankets,pillows, sheets, quilts and comforters on the property of another without the permission of a person lawfully upon the premises.”   Repealing this protection may affect the ability of police to respond for assistance.   This proposal will go before the City-County Homeless Issues Committee at their Sept. 18 meeting and back to Common Council on October 3 for a vote.   • Jeff Erlanger Accessible Playground at Rennebohm Park Ribbon Cutting, Wednesday, September 20, 2023, 11am: Madison Parks Foundation and Madison Parks invite you to a Jeff Erlanger was an amazing person who seemed to connect with everyone he encountered. He met Fred Rogers, his childhood idol, when he was just 5 years old and in 1980, at the age 10, he was invited to appear on the award-winning television series, Mister Rogers’ Neighborhood. Jeff went on to graduate from Memorial High School and Edgewood College. After graduation, he worked as an intern for Representative Tammy Baldwin and Senator Russ Feingold. Jeff died at just 36 years old in 2007. Upon his death, the Mayor and City Council created the annual Jeff Erlanger Civility in Public Discourse Award in honor of his commitment to community-building advocacy.

  • District 11 Event: "Meet your New City Forester: Ian Brown" Thursday, September 21 at 5:30 pm at the S. Kenosha Greenway. Ian Brown joins the City after 17 years of public urban forestry experience. Bring a lawn chair and join us outdoors for an one hour event in the South Kenosha Greenway near the intersection of Calumet Circle and S. Kenosha Dr. (Google Map )

  • Public Hearing – Proposed December Service Changes, Wednesday, September 27 – 6:00 pm: We’re holding a virtual public hearing with the Transportation Commission to discuss possible service change adjustments for December.

Like the adjustments that we recently made, these are not large-scale adjustments. A few of our routes have struggled to stay on time and others still need adjustments to better connect to other routes.

We still haven’t seen how the new service operate on a full service day when UW, MMSD and other schools and campuses are all in session. With that first day coming on Tuesday, we may see a need for other adjustments that we’ll either try to work into service changes in December or else during our next driver pick in March.

All feedback submitted ahead of time will be considered in the same way as feedback provided at the hearing itself.

  • 9/11 Never Forget Blood Drive, Monday, September 11, 2023: The Madison Police Department, Madison Fire Department and American Red Cross are once again working together to host this blood drive to remember the lives lost Sept. 11, 2001. The first 75 presenting donors will receive a complimentary mug. Appointments run every 15 minutes. Please anticipate approximately a one hour timeframe for your donation, and slightly longer if you are doing a double donation.
  • East Side Farmers' Market, Tuesday, September 12, 2023: The Eastside Farmers' Market is Madison Wisconsin’s finest weekday farmers' market. Our goal is to bring the freshest Wisconsin grown food direct to the heart of the East side. Our vendor members are agricultural producers and food artisans who make value added products from Wisconsin's agricultural bounty.
  • Ready! Set! Market! Madison Public Market Open House, Tuesday, September 12, 2023: The City of Madison in partnership with the Madison Public Market Foundation invites the public to a celebration of progress for the Madison Public Market. The Ready! Set! Market! Open House will be held from 5-8 p.m., Sept. 12, 2023, at 202 N First Street, Madison, Wis., the City’s former Fleet Services Building, the future Madison Public Market location. The event will include a mix of vendors with food trucks and tents and tables, craft and pre-packaged food items. Local musicians will also perform live. City staff will offer tours during the event.
  • Dane County Farmers' Market - Wednesday Market, Wednesday, September 13, 2023: The Wednesday Dane County Farmers’ Market is located on the 200 block of Martin Luther King Jr. Blvd, in between the Madison Municipal Building and the City County Building. While more intimate than the Saturday Market, you will still find many of your favorite Dane County Farmers’ Market members, as well as a full array of fruits and vegetables, eggs, cheeses, honey, maple syrup, bakery items, cut flowers, plants, and many specialty items.
  • Learn to Fish with WI DNR, Wednesday, September 13, 2023: Learn to Fish with Madison Parks and the Wisconsin Department of Natural Resources! There is no cost to attend (advanced registration is required), however, anglers ages 16 and older will need a Wisconsin fishing license, which can be purchased online at Go Wild . For first-time license buyers, the cost is just $5 for an annual permit. See license options . Wisconsin DNR's Fishmobile will be onsite with all the fishing equipment needed to participate. This event is open to adults and children and is ideal for persons aged 7 years and older. Children must be supervised by a parent or adult guardian. Participants will be asked to sign a waiver for themselves and their children, upon arrival.
  • Conservation Park Tour | Edna Taylor, Wednesday, September 13, 2023: Conservation Park Tours are educational staff-guided walks held at various conservation parks on the 2nd Wednesday, May - October. Event starting times vary, depending on the sunset. and typically last about 90 minutes. Walks are held rain or shine, free to attend, easy-paced, and family-friendly. No registration is required. Most locations do NOT have restrooms. As always, dogs and pets are prohibited in all conservation parks.
  • Fall Home Maintenance, Wednesday, September 13, 2023: It’s getting colder, and winter will be here before you know it!   • Civilian Response to Active Shooter Events (CRASE) Training, Wednesday, September 13, 2023: It takes police an average of three minutes to respond to an active shooter event. You can make a difference in your safety and the safety of others in those first three minutes. This training teaches the principles of what to do during an active shooter incident to help increase your chance of survival.
  • Wright Design Series - Purcell & Elmslie: Spiritualistic Place-Making, Wednesday, September 13, 2023: Join us virtually for the first Wright Design Series of the fall! Presented by Richard Kronick. William Purcell and George Elmslie were prolific and renowned architects of the Prairie School. With an office in Minneapolis from 1907 through 1921, more than 300 buildings were built to their designs from coast to coast. P&E, as they called themselves, stated often that the most important aspect of architecture is its spiritual impact (or lack thereof) on the people who live and/or work in buildings. Richard Kronick, who has studied, lectured, and written about Purcell & Elmslie’s architecture for more than 40 years, will explain the sources of P&E’s philosophical ideas and how they expressed those ideas in building form and architectural ornamentation throughout their careers.

  • Survey: Brayton Lot – Block 113 Future Redevelopment - RFP process: The former Brayton Parking Lot, (Block 113) in Downtown Madison is a 2-acre site in the First Settlement Neighborhood three blocks from the Capitol Square. The future of this site has been addressed in multiple City adopted plans over nearly 30 years. These plans have been consistent in their vision for the scale and massing of future buildings and several policy and regulatory measures have been put in place to realize that future. Now, the community has a unique opportunity to implement those plans, as the City starts to look for future development partners through a public process.
