City Meetings

Finance Committee

The Finance Committee meeting will take place on Monday, June 15, at 4:30 p.m. in virtual format. Agenda items include:

  • A few resolutions authorizing applications for grants to enhance public transportation for seniors and people with disabilities
  • Item 11: a resolution authorizing a cost-sharing agreement with Wisconsin Department of Transportation related to the State's upcoming North Stoughton Road redesign (I'm a cosponsor). WisDOT policy requires cost-sharing for items like multi-use paths, path lighting, and path overpasses. Funds were included in the 2026 Capital Budget; actual expenditure will depend on WisDOT's design and construction timing, which currently looks like 2028-2030 but is subject to change.
  • Item 13: a resolution authorizing the purchase of 200 acres in an area of Burke using budgeted Park Land Acquisition Funds ($6m) for future parkland (I'm a cosponsor). The City and County are working out a cost-sharing grant. This area is scheduled to join the City of Madison in 2036, after which time Parks will begin the planning and development of this new major City park. Here's a Parks staff memo with more information.

Plan Commission

The Plan Commission meeting will take place on Monday, June 15, at 5:30 p.m. in virtual format. Agenda items include three items related to District 3:

  • Item 2: A resolution adopting a relocation order to acquire land at the very southern end of MacArthur Road for improved stormwater facilities related to the Macarthur/Sycamore/Larson street reconstruction project. Here's a map that shows the area with the planned stormwater route heading south from MacArthur to a WisDOT stormwater pond.
  • Item 3: An amendment to the project plan for the Tax Incremental District (TID) #44, Royster Clark to authorize TID funds for Royster Corners site acquisition and Cottage Grove Road stormwater improvements. Both of the involved projects are over on the other side of Stoughton Road in Alder District 15, but the TID boundaries include some of District 3. Here's a staff presentation that covers this, TID amendment and several others.
  • Items 15 and 16: A resolution adopting the Southeast Area Plan (SEAP) and the related amendment to the Comprehensive Plan. Here is my recent blog post describing the extensive public engagement process to gather public feedback leading to Plan recommendations, as well as the SEAP actions related to District 3. Note: please refer to the current SEAP draft link for the most recent version. The Plan Commission is the lead advisory body and the last committee to review SEAP before it goes to Council for a final vote planned for June 23rd. Here is the staff presentation and here is the staff memo to the Plan Commission.

Transportation Commission

The Transportation Commission meeting will take place on Monday, June 17, at 5:00 p.m. in virtual format. Agenda items include four Safe Streets Madison traffic calming projects proposed in District 3:

  1. Vernon Avenue between Martha Lane and Topaz Lane: adding speed humps in response to speeding complaints by residents and crash history.
  2. Milwaukee Street at Meadowlark Drive: adding a median Rapid Rectangular Flashing Beacon, which is a flashing light to help pedestrians get drivers' attention to cross. Note: RRFB poles were installed on the north and south sides of Milwaukee Street last year; this proposal is to add one to the center median. This item is on the list due to student crossing safety concerns, as this is a site where the City recently removed a crossing guard due to very low student crossing counts.
  3. Swanton Road between North Thompson Drive and Milwaukee Street: adding speed humps in response to speeding complaints by residents.
  4. North Thompson Road between Swanton Road and Milwaukee Street: adding speed hump and a chicane (pavement markings) in response to speeding complaints by residents.

Normally, there is a staff presentation showing early site designs shared at Transportation Commission meetings. That presentation isn't yet online, but I'm pretty sure it will be added as an attachment to this Legistar item soon.

Citywide Brush Pickup Following This Week's Storms

If you have tree debris from this week's storms, please stack it on the terrace for collection. Streets & Urban Forestry crews will do a citywide sweep over the next couple of weeks in addition to the scheduled brush collection.

Thank you for your patience as we continue to respond to damaged street trees and storm debris after multiple rounds of severe weather. Streets & Urban Forestry crews received nearly 300 reports of tree branches blocking roadways and sidewalks. Nearly all of this work has been completed. There is still some pruning and clearing of damaged branches to do but crews are actively addressing these needs over the next few days.

Here's a link to report damage to Street Trees.

Vision Zero Traffic Safety Progress Report

The City of Madison released the 2023-2024 Vision Zero Madison Progress Report, providing an update on the community's efforts to eliminate traffic deaths and serious injuries on Madison streets while creating safer travel for all road users.

The report outlines key accomplishments, emerging trends, and areas requiring continued attention as the City advances its Vision Zero commitment through engineering, education, enforcement, and community engagement strategies. Traffic fatalities on City-Controlled roadways declined by 58% since the launch of Vision Zero Madison in 2020, but ongoing safety challenges remain.

This Progress Report details Vision Zero progress since the previous Progress report that covered June of 2020, through the end of 2022. Please also reference the News Release for a great summary of the work the Vision Zero city-wide team has been working on.
