Meadowlands Public Meeting, Harmony Apartments Update
Hi everyone,
The upcoming city meetings for reviewing The Meadowlands Residences have been delayed so that we can have an additional public meeting on the proposal.
Community Meeting on The Meadowlands Multi-Family Residences
Thursday, August 8, 2019, 6:30 - 8 pm

This is a development proposal for 6810-6814 Milwaukee Street, 1 Wind Stone Drive, and 45 Wind Stone Drive. KCG Development, LLC proposes to construct The Meadowlands, which would consist of four multi-family buildings with a total of 216 apartments, and seven townhomes (NOTE: this post was corrected 7/13 from earlier incorrectly stating 240 units would be included). The multi-family buildings would be three to four stories tall, and the townhomes would be two stories tall. This will be a mix of one, two and three bedroom units, though primarily one and two bedroom.
The development team and City staff will be on hand to provide information and answer questions.
This proposal includes units that are workforce housing. This is a subset of affordable housing that targets slightly higher incomes than other forms of affordable housing. In this case, these are individuals making 50-70 percent of the average median income.
For a single person, this is an income between $32,100 and $44,940 as of September 2018. An example of rent within this range is $963/month for a 1-bedroom apartment, and $1,101/month for a 2-bedroom.
The amount of market rate apartments in this development is still being decided upon.

This proposal is now planned to go before the Plan Commission on August 26 and the Common Council on September 3.
The presence of affordable housing does not equate to increased crime and community problems. However, lack of onsite support, management, and tenant vetting contributes to these issues.
The Harmony Apartments - Updates
Assistant City Attorney Jennifer Zilavy and I met about The Harmony Apartments last week and she is reviewing the situation and options. We are meeting with The Harmony ownership and management and the Madison Police Department next week to discuss immediate actions and consequences for noncompliance.
The Harmony Apartments are now providing a parking spot with each lease as they renew. Previously, parking was provided at a monthly cost to tenants. This should help alleviate the situation with the amount of cars on the street.
Additionally, permanent no parking signs are being installed at the intersections in this area. State statute requires minimum space around intersections to be free of parked cars. There are currently temporary signs posted and the permanent ones will be installed by the end of the month.
City building inspection are paying increased attention to this area and will be issuing citations for garbage as appropriate.
