City Meetings

Common Council
The Finance Committee meeting will take place on Tuesday, March 19th, in hybrid format at 6:30 p.m.
Notable agenda items include:
- A resolution honoring and celebrating the 50 years of service of JustDane and recognizing their enormous and invaluable contributions to our community.
- A resolution amending the 2024 Police Department operating budget; and authorizing a contract for the Wisconsin Department of Health Services Opioid Abatement Efforts by Law Enforcement grant award in the amount of $183,511 for expanding the Pathways to Recovery Madison and Dane County's Madison Area Addiction Resource Initiative (MAARI), Addiction Resource Team (ART) and Naloxone Plus programs (I’m cosponsoring).
- A resolution authorizing the Madison Police Department and Information Technology Department to enter into a 3 year, competitively selected contract, via the State of Wisconsin Contract (505ENT-O16-NASPOCOMPUT-02), with Bay Communications, Inc. to upgrade to iPro ClOUDE (I’m sponsoring). The purpose of this program is to update digital, cloud-based information storage as the current need for backup storage exceeds the available storage capacity.
- A resolution repealing the ten-foot-terrace requirement in Urban Design District 8 along East Washington Ave. The ten-foot-terrace rule was added to this UDD’s ordinance to enable the growth of canopy trees, but bizarrely, has not actually been enforced. Observed terrace widths along this stretch are more narrow than ten feet, and the City’s new policy for street design, Comlete Green Streets, recommends eight-feet terrace widths for the type of street that East Washington Ave fits into. Staff believe that eight-feet terraces are sufficient to support canopy trees. Given the lack of its enforcement and applicability, the Plan Commission alders, myself included are sponsoring the repeal of this rule from the UDD 8 code.
Board of Public Works
The Board of Public Works meeting will take place on Wednesday, March 20, in virtual format at 4:30 p.m. Agenda items include authorizing the Mayor and City Clerk to execute an agreement with Dane County to allow the City to perform bi-annual bridge inspections of local highway and pedestrian bridges within its jurisdiction, setting the 2024 rates for the Sewer Utility and Stormwater Utility, and the approval of a number of bids opened by the City Engineer.
Alcohol License Review Committee
The Alcohol License Review Committee meets on Wednesday, March 20th in hybrid format at 5:30pm. There are two items in District 3 on the agenda:
- A change-of-agent request for Metro Market at 6010 Cottage Grove Road, transferring the Class B Liquor and Beer license within their organization.
- A new license request for Zen Ramen at 4641 Cottage Grove Road for Class B Beer and Class C Wine to serve beer and wine at their ramen restaurant. Their application indicates that they anticipate being open Sunday-Thursday from 11am-9pm and Friday and Saturday from 11am-9:30pm, with no plans for live entertainment.

Autumn Ridge Path Construction Begins Week of March 18th
The Wisconsin Department of Transportation in coordination with City of Madison is planning to begin construction on the Autumn Ridge Path Project. The project will start the week of March 18, 2024 with the tree removals and general clearing being the first phase of construction. Residents living immediately near the path route should receive a notification letter from City Engineering soon if they haven't already.

The majority of the project will be completed in 2024, however, bridge construction for the new bridge over Highway 30 will likely be complete in Spring 2025. The contract for this work has been awarded to Zenith Tech. The Contractor’s Project Manager is Quinntin Jones, he can be reached at (262) 666-3747 or qjones@walbecgroup.com.
East District Coffee With A Cop 3/26
From East District Officer Laura Deloach:
“Hello! We will have our monthly 'Coffee with a Cop', at the East District Station (809 S Thompson Dr.) in the community room. Coffee will be provided for those who join us! For this event and future Coffee with a Cop events we will be continuing our efforts of adjusting when we hold our event to allow for more flexibility across the community. My hope is by adjusting the time for our Coffee with a Cop event we can fit more individuals' schedules. Our next coffee day is scheduled on Tuesday, March 26th, 2024 from 12:00pm-1:00pm. Please feel free to stop in at any time to participate. Parking is available in the front lot of EPD. Please do not pass the fence line or park near the squads. Should the lot run out of parking spaces street parking is available as well as along a side of the EPD driveway. Please do not block the driveway as officers will need to come and go to address calls for service in the community. As usual, we are excited about this opportunity and ask that you spread the word to anyone who might be interested in this community event. Save The Date: City Operating Budget Challenges Event for Eastside Madison Residents, May 1st at Kennedy Elementary School
A few weeks ago I described in this blog post the City Operating Budget’s grim outlook beginning in 2025. Finance Department staff are continuing to pull together more information about revenue options and service/staff cut scenarios.
The Eastside Alders are working with Council’s Office staff and City Finance Department staff to organize public event for Eastside residents on this topic. Interested residents are invited to join for a presentation about the City Budget and the potential revenue options and spending cut options to balance the budget in 2025. There will be an opportunity to ask questions. The event will be on Wednesday, May 1st, 6:30pm at Kennedy Elementary School. I will also share a reminder in an April blog post. I hope to see you there!

- Extra Round of Brush Collection Begins March 18, 2024: The Streets Division will begin an extra round of brush collection on Monday, March 18, 2024. If you wish to take advantage of the extra collection opportunity, place your brush out for pickup before 6:30am Monday, March 18, 2024.
- Tancho Bike Path Public Information Meeting, Monday, March 18 (VIRTUAL): The project is the creation of a bike path connecting Tancho Drive and the Underpass 151. The new bike path would connect via the south side of the Northeast Park. A public information meeting is scheduled for 5:30 p.m., March 18, 2024. Registration prior is required.
- Draft West Area Plan - Proactive Rezoning, Monday, March 18 (VIRTUAL): The draft West Area Plan actions and maps are now available on the City's webpage until March 20th for public review and feedback! The draft includes proposed proactive rezoning for some areas. Planning Division staff will host a VIRTUAL public meeting for West Area property owners in these areas to explain what proactive rezoning is and answer questions. Property owners will receive a postcard inviting them to this meeting. The March 18 meeting will only be held VIRTUALLY. Online registration is required and you will receive a link after completing this step. - In-Person Absentee Voting Begins, Tuesday, March 19: Absentee voting sites begin opening today. Check our In-Person Absentee Voting website for locations and hours.
- Empower your financial journey, Wednesday, March 20: Join Madison Area Community Land Trust (MACLT) for an empowering session that covers both credit-building strategies and effective budgeting techniques presented by Sara Whitley from Johnson Financial Group.
- Assistive Technology in the Workplace, Thursday, March 21 (VIRTUAL): Hosted by the City of Madison Disability Resource Group, an affinity group of staff with disabilities, and the Department of Civil Rights. This event will include a hybrid meeting with a panel. In-person attendees will have an opportunity to try Assistive Technology devices following the panel.
- Madison Poet Laureate Debut Gala, Thursday, March 21 (IN-PERSON): The new Madison poet Laureate, Steven Dawson, will be giving a poetry reading along with the 2020-2024 Madison Poet Laureate, Angie Trudell Vasquez, and the 2022-23 Ronald Wallace Poetry Fellow at the Wisconsin Institute for Creative Writing, Chessy Normile. The reading will be 30 – 45 minutes, followed by a short Q+A segment and informal reception.
