2022 Men's Shelter Operator RFQ

Purpose

The purpose of this Request for Qualifications (RFQ) is to solicit applications from qualified and experienced organizations interested in working with the City and County to plan for and operate a new shelter that will primarily serve male-identifying residents who experience homelessness.  The Operator will be responsible for the day-to-day management of two distinct, but coordinated, sets of services and their ancillary needs – the provision of Emergency Shelter and the provision and/or facilitation of Housing-Focused Services to its users.


Process Overview

  1. Review RFQ Guidelines and Application

    Please read the Guidelines carefully before completing your 2022 Men's Shelter Operator RFQ application.

  2. Attend or Watch the Workshop

    A workshop will be offered on Thursday, June 23, 2022 from 9 am - 10 am.  Please register to attend. The session will be recorded and posted here. Attending the workshop is not mandatory, but potential respondents are strongly encouraged to attend the session or review the recording.

  3. Pay Attention to the Timeline

    Please keep these important dates in mind when preparing to submit your application.

    • Release of RFQ: Wednesday, June 15, 2022
    • RFQ Application Workshop: Thursday, June 23, 2022, 9am-10am

    • Due Date for Submission of Proposals: Friday, July 15, 2022 at 12:00 pm CST (noon)
    • Agency Presentations to Review Team: Week of July 25th, date/time TBD
    • CDBG Committee Recommendations: Thursday, August 4, 2022
    • Common Council Action: Tuesday, September 6, 2022

    Please note: These dates are for planning purposes.  They represent the City's desired timeline for implementing this project. Any revision to the Due Date for submission of proposals will be made by addendum. All other dates may be adjusted without notice, as needs and circumstances dictate.

  4. Fill out the Application

    Agency Application

    Applicant agencies must utilize the provided application.

    The response to the RFQ should be complete and comprehensive but succinct. Attachments or documents not specifically required should not be submitted.

  5. Submit the Application

    Applications MUST be received on our office by 12:00 pm CST (noon) on Friday, July 15, 2022.

    Proposals must be submitted to: CDDapplications@cityofmadison.com

    All proposals must be submitted electronically. Please put RFQ# 11053-2022 in email subject line.

    Please include only the required submittals specified below:

    1. Agency Application – one per agency
    2. A copy of the most recent agency financial audit reports including the management letter and agency’s response to the letter, if agency has annual certified audits completed OR Financial statements and a letter signed by the president of the board of directors stating that they approved the financial statement as prepared, if agency does not have annual audits completed
    3. (Existing projects only) HMIS or other performance reports regarding project outcomes

    Applications time stamped received after 12:00 pm will not be considered, NO EXCEPTIONS!

    You will receive a confirmation email once you have submitted your application(s). These email notifications are not auto generated so allow some time for a person to receive and process your application. If you do not receive a notification within 2 hours, it means that your application did not get delivered.
