
2025 Crisis Intervention and Prevention RFP
Purpose
The City of Madison Community Development Division's mission is to supporting the necessary conditions for all residents to thrive and reach their highest potential. Through the Community Resources Unit in Community Development Division (CDD), the City aims to work in partnership and collaboration with residents, community partners, stakeholders, and other funders to overcome barriers to opportunity, strengthen neighborhoods, and promote shared prosperity and well-being for all.
As part of this commitment, CDD is seeking program proposals that support Crisis Intervention and Prevention services aimed at promoting safety, well-being, and a sense of stability among youth, individuals, and families. The purpose of the 2025 Crisis Intervention and Prevention (CIP) RFP process is to invest in qualified programs and services that are culturally responsive and provide community-based solutions that build protective factors and strengthen resilience.
Organizations can apply for the CIP RFP under two priority areas:
- Crisis Intervention Support Services - includes 24/7 helplines and short-term shelter for individuals experiencing gender-based violence and youth without safe housing.
- Prevention Services and Activities - focuses on upstream solutions that enhance community connectedness, promotes long-term well-being, and reduces risk factors for crisis.
Community Voices Survey Report
To ensure this RFP reflects the experiences and priorities of Madison residents, CDD conducted a 2025 Community Voices Survey with nearly 500 participants. The survey gathered feedback on awareness, use, and perceptions of crisis and prevention services across the city.
