2025 Financing for Affordable Homeownership Development, Programs, and Services

Purpose

The City of Madison Community Development Division (CDD) is seeking to improve and expand housing choices available to residents in Madison by supporting proposals from qualified developers and service providers that seek to accomplish the following objectives:

  1. Improve Existing Owner-Occupied Housing Stock: Offer programs that provide major and minor home repair to homeowners.
  2. Expand the Supply of Owner-Occupied Housing: Provide financing to developers for the acquisition-rehabilitation or new construction of affordable owner-occupied units.
  3. Provide Homebuyer Assistance: Offer programs that deliver mortgage reduction assistance and homebuyer education.

This RFP also includes the opportunity to develop up to six City-owned residential lots in the Owl Creek neighborhood, offered for $1.00 each, to further expand affordable homeownership options in Madison.

Important Updates

Please note that unanticipated delays from the U.S. Department of Housing and Urban Development (HUD) have impacted the execution timeline for current federally funded contracts. 

Additionally, the Major Rehabilitation Program is not included in this Affordable Homeownership RFP cycle. That program will be put out to bid during the 2028 RFP cycle.

    All applicants are encouraged to attend a workshop offered on August 08, 2025 (2:00 PM – 3:00 PM CDT), register using the link below. Workshop will be recorded.

  3. Review the Timeline

    Please keep these important dates in mind when preparing to submit your application. If the proposal deadline changes, an official update will be posted. All other dates are intended for planning purposes and may be adjusted as needed without prior notice.

    • August 01, 2025 - RFP Released
    • August 08, 2025 - Application Workshop (Zoom) 2-3pm
    • September 26, 2025 - Pre-application meetings and Development Assistance Team attendance must be completed prior to submission of proposal for Development Proposals involving New Construction Multi-family Owner Occupied of 4+ Units.
    • September 26, 2025 NOON - DEADLINE FOR SUBMISSION OF PROPOSALS
    • November 06. 2025 - Applicant Presentations to the CDBG Committee
    • December 04, 2025 - CDBG Committee Recommendations
    • January 09, 2026 - CDBG Committee Finalizes Recommendations
    • February 03, 2026 - Finance Committee Considerations
    • February 10, 2026 - Common Council Approval
    • March 2026 - Commitment Letter (Notification of Award)
    • After Common Council Approval - Anticipated Contract Effective Date/Start of Construction for Housing Development
    • After Common Council Approval - Anticipated Contract Effective Date for Programs/Services
  4. Fill out the Application

    Applicant agencies must utilize the provided applications and budget workbooks. For development the Budget Workbook should reflect the cost of the project. For programs and services the  Budget Workbook should reflect the annual budget of the program. All application materials must be submitted by September 26,  2025, at 12:00 pm (noon) CDT.

  5. Submit the Application

    Applications MUST be received by 12:00 pm CDT (noon) on September 26, 2025.

    All proposals must be submitted electronically. Please submit one application package and budget workbook for all your proposal submissions. Files larger than 35MB please use a file sharing service like Dropbox and provide a link.

    Include only the required submittals:

    Applications time stamped received after 12:00 pm will not be considered, no exceptions!

    You will receive a confirmation email once you have submitted your application(s). These email notifications are not auto generated so allow some time for a person to receive and process your application.
