2022 Youth, Young Adult and Adult Employment RFP

Purpose

This RFP seeks proposals from organizations that will, together, provide a continuum of services ranging from supported high school graduation, GED attainment, pre and post-employment training and services, employment and career guidance, and work placement for youth, young adults, and adults who face barriers to gainful employment. In addition to the direct personal economic benefits that accrue to participants, creating pathways to employment also serves as one approach to addressing racial and economic disparities, juvenile delinquency, and neighborhood violence.

The City is seeking proposals from organizations with demonstrated successes in and a willingness to support one or more of the following services: 

  • Youth Employment Services (ages 14-21)
  • Young Adult Employment Services (ages 18-26)
  • Adult Employment Services (ages 18+)

Process Overview

  1. Review RFP Guidelines

    Please read the Guidelines carefully before completing your 2022 Youth, Young Adult, and Adult Employment application.

  2. Submit a Letter of Intent

    Applicants wishing to be considered for funding through the RFP process must submit Letter of Intent form by Tuesday, July 12, 2022, 4:30 PM CST, to CDDapplications@cityofmadison.com

  3. Attend a Workshop

    Applicants are required to attend an RFP workshop, or schedule a conversation with City staff (Yolanda Shelton-Morris or Hugh Wing) about their proposals by July 19, 2022, at 4:30 pm to be eligible to apply. 
    Both workshops will cover the same content, so it is only necessary to attend one.

  4. Review the Timeline

    Please keep these important dates in mind when preparing to submit your application.

    • Release of the RFP:  July 5, 2022
    • Letter of Intent to Apply Due:  July 12, 2022
    • Application Workshop:  July 13, 2022, 9:00 am - 11:00 am
    • Application Workshop: July 14, 2022, 2:00 pm - 4:00 pm
    • Deadline for Submission of Proposals:  August 19, 2022 at 12:00 pm CST (noon)
    • Applicant Presentations to the Community Services Committee:  September 21, 2022 and October 5, 2022
    • Introduced to Common Council (By Title Only): October 25, 2022
    • Community Services Committee Finalizes Funding Recommendations: October 26, 2022
    • Finance Committee Action: October 31, 2022
    • Common Council Final Action:  November 1, 2022
    • Notification of Funded Agencies: November 2, 2022
    • Anticipated Contract Start Date: January 1, 2023

    These dates are for planning purposes.  They represent the City's desired timeline for implementing this process.  All dates are tentative, non-binding, and subject to change, with notice.

  5. Fill out the Application

    Applicant agencies must utilize the provided application and budget workbook.

  6. Submit the Application

    Applications MUST be received on our office by 12:00 pm CST (noon) on August 19, 2022.

    Proposals must be submitted to: CDDapplications@cityofmadison.com

    All proposals must be submitted electronically. 

    Please include only the required submittals specified below:

    1. One (1)  RFP Application form for each program requesting funding.
    2. One (1) budget workbook which includes all agency and program information.
    3. One (1) Program Logic Model for each program requesting funding.
    4. Letters of Commitment/MOUs – Agencies that identify key partnerships in their application must provide written documentation of agreement/commitment from each listed partner.
    5. Fiscal Agent Form  Complete the form if applicable.

    Applications time stamped received after 12:00 pm will not be considered, No exceptions!

    You will receive a confirmation email once you have submitted your application(s). These email notifications are not auto generated so allow some time for a person to receive and process your application. If you do not receive a notification within 2 hours, it means that your application did not get delivered.
