Community Plan to Prevent & End Homelessness Consultant RFP

Purpose

The City of Madison is accepting proposals to update the Community Plan to Prevent and End Homelessness. The current Plan was developed in 2016. The community seeks a plan that reflects the present homeless situation and identifies appropriate goals and priorities along with mechanisms for their implementation and accountability.

Process Overview

  1. Review RFP Guidelines

    Please read the guidelines carefully before completing your Community Plan to Prevent & End Homelessness application.

    Proposers are responsible for reviewing the Sample Contract for Purchase of Service prior to submission of their proposal. The template contract shall serve as the basis of the contract resulting from this posting and shall become contractual obligations following the award. By submitting a proposal, proposers affirm their willingness to enter into a contract containing these terms.

  2. Review the Timeline

    Please keep these important dates in mind when preparing to submit your application.

    • RFP Released: August 15, 2022
    • Writen Inquiries on RFP Due to City of Madison: August 22, 2022
    • Responses posted on CDD Website: August 25, 2022
    • Deadline for submission of Proposals:  September 15, 2022 at 12:00 pm CST (noon)
    • Homeless Services Consortium Board Review: October 21, 2022
    • CDBG Committee Recommendations: November 3, 2022
    • City-County Homeless Issues Committee Recommendations: November 7, 2022
    • Finance Committee Recommendations: November 28, 2022
    • Common Council Approval: December 6, 2022
    • Anticipated Contract Start Date: January 2023
  3. Fill out the Application

    Applicant agencies must utilize the provided application.

  4. Submit the Application

    Applications MUST be received on our office by 12:00 pm CST (noon) on September 15, 2022.

    Proposals must be submitted to: CDDapplications@cityofmadison.com 
    All proposals must be submitted electronically. 

    Please include only the required application.

    Applications time stamped received after 12:00 pm will not be considered, No exceptions!

    You will receive a confirmation email once you have submitted your application(s). These email notifications are not auto generated so allow some time for a person to receive and process your application.
