Impending RFP: Youth and Adult Employment

After a 5-year hiatus, the Committee Development Division is preparing for the release later this summer of a request for proposals (RFP) intended to support programming in both the youth and adult employment arenas.  Any agency seeking City resources to support their youth or adult employment activities for 2018 and beyond will need to request funds through the upcoming RFP process. 


For 2018, adult and youth employment programming are considered priorities under a new shared goal area: Building Human Capital as recommended in the City's Funding Process Study.  Other concepts and recommendations brought forth from that effort inform a policy paper, an initial draft of which has been prepared by CDD staff.  The paper will form the basis of the RFP's content.  It lays out the City's goal of funding a collaborative service continuum to meet the needs of youth and adults facing a variety of barriers to gainful employment.  It describes specific service populations, program strategies, and related measurable outcomes.

Your insights and perspective will be very important to the ultimate success of this effort.  Over the next few weeks, CDD will be soliciting feedback on the draft policy paper and having discussions about the implications of using this framework to craft an RFP process.

The overview and policy paper will be reviewed for the Community Services Committee (CSC) at their regularly scheduled meeting on Wednesday, June 28th at 5:30 at the Goodman Maintenance Facility, 1402 Wingra Creek Pkwy. The CSC's decisions regarding the final content of the RFP will be made at its meeting on July 26, 2017 at 5:30 pm.   Further information and updates about this process will be available on our website and via e-mail throughout this process.
