Plowing Updates
by Chris Kelley, Streets Superintendent
posted December 18, 2016 12:42 PM
The snow emergency remains in effect as crews will be working to plow back areas that were blocked by parked cars during last night's plowing operation. This snow emergency will remain in effect until 7am, December 19. Many sections of the main thoroughfares of Madison remain snow covered due to the extreme cold temperatures that prevents the application of salt. Slippery patches will likely develop and will impact commuting throughout Sunday and Monday. All roadway users are encouraged to be cautious and make good choices. Please allow for extra travel time on your commutes, and leave plenty of space between yourself and the commuter in front of you when you brake.

Madison residents can get complete snow emergency information at or by calling 608-261-9111.

First, I apologize for using this venue to discuss the questions raised about Jeffy Trail. As many more residents use Nextdoor and have not signed up to receive the more detailed District 1 email updates I am messaging here. The Jeffy Trail extension has both those who support the extension and those who do not. The Jeffy Trail project was never taken off of the planning timeline but had been delayed as a lower priority and pushed into out years for several budget cycles. The previous Alder submitted a resolution to delay Jeffy Trail (project). After hearing the strong support both for and against the project during my first community meeting at Olsen School, I also submitted a resolution that again pushed Jeffy Trail out of the 2016  budget. As Alder my intent has always been to represent all constituents of District 1. The information meeting last Thursday was a very continuous one as I expected.  It was very disparaging, to hear that residents felt as your Alder I chose to ignore my constituents. That is absolutely untrue!  The positive outcome of the meeting Thursday was that an Ad Hoc work group is forming to review and work with city staff on the High Point Raymond Road Neighborhood Development Plan which includes the Jeffy Trail extension and has always been my goal. City departments and at least four other city commissions will be reviewing the High Point Raymond NDP and making recommendations to the City Council for the final vote. Thursday's meeting was the first in the series of planning presentations. I was open when I made the statement that city planning staff had made a strong recommendation that the project needed to go through as planned. I did recognize during last year's community meeting at Olsen School the strong support of neighbors who do not want the road. I also heard the less vocal voices of neighbors in support of the extension. Both voices were again in the room last Thursday. Although they were less vocal, some residents do support the road for better connectivity within the area.  Yes!  the meeting was very contentious and some neighbors voiced strong opinions that I did not represent them nor listen to them. Thank you to those who did have supportive words for me at the end.  One thing I do regret is that the Ad Hoc work group was not organized following the Olsen School community meeting last year. The very positive outcome from the meeting last Thursday was the formation of a High Point Raymond Road NDP workgroup in early January 2017. If interested in joining the work group please contact either the Madison West Neighborhood Association or me at The work of the Ad Hoc committee can be critical to the decision making and planning process. Thus, I feel it is important to join the newly forming Ad Hoc committee to be able to thoroughly understand, advocate for and represent all aspects of the development plan and most especially the Jeffy Trail proposed extension.  Know that the final Hawks Landing Raymond Neighborhood Development Plan must successfully go through city staff recommendations and at least four city committees/commissions before final recommendations are made to the Common Council for the vote. There will be many opportunities for strategic public comment during this process. Stay engaged. There will be frequent updates. Moving through the city planning process is a very complex and arduous task. I ask that you  please allow me the opportunity to work through this process with the work group. For those who know my work, know of my strong commitment to those I serve.
