Closing of High Point Road Bridge through September 2017

February 4, 2017 8:08 AM

Dear Neighbors:
Several of you have contacted me about the scheduled closing of the High Point Road Bridge on February 6. The following update was provided by the WisDOT project manager.
Should you have additional questions please do not hesitate to contact me directly. Your questions will be routed to the city engineering staff or appropriate city department for a response. Please be diligent in driving as you navigate the alternative roots as posted. Following is an updated response from the project manager. I will not be scheduling an information meeting as I believe any updates on the project will be achieved through public notifications. Please sign up at the project website to receive any updates or lane closures. I will also be posting these updates on the District 1 website: www.cityofmadison/district1:updates.

Subject: RE: Closing High Point Road Bridge Crossing

Dear Ms. McKinney,
The High Point Rd bridge project is a collaborative effort between the Department of Transportation (WisDOT) and the city of Madison.  This project has been in the works for many years and was first discussed with the public at an information meeting on September 24, 2013.  The information meeting was a joint effort with city engineering staff to discuss both the WisDOT led High Point Rd bridge project along with the city led West Towne Bike Path.  Meeting invites were sent to adjacent property owners, District 1, 9 & 19 alders, and local media outlets.  About 10 citizens attended with several expressing support for the bridge project.  No business or adjacent property owners attended.  One on one meetings were subsequently setup with adjacent property owners shortly thereafter to discuss project impacts and potential real estate needs.
We use many methods to get the word out about upcoming construction projects.  These include project websites, media releases, social media and message boards on the highway.  In addition, we ask our municipal partners to assist with public notification as they are more in tune with the specific needs of the community and how best to get the word out.
Invites to our internal preconstruction meeting, indicating that construction will begin shortly, were sent to the city clerk, city engineering staff and traffic engineering staff on January 5th.  I followed up with engineering staff shortly thereafter to confirm they received the invite and inform them of the contractor's tentative February 6th start date.
We do not currently have any informational meetings planned but would be happy to host one if warranted.  In our experience, informational meetings are most effective when a project directly affects driveways, businesses and other adjacent property owners.  We reached out directly to the adjacent property owners on January 10th and none indicated a desire for additional information at this time.
Detour signs directing traffic to use Watts Road, Junction Road and Mineral Point Rd will be in place when the road is closed.  Please let us know if there is any other specific information on the re-direction of traffic that you believe is warranted.
While construction is inconvenient, the added lanes, bike path, sidewalk and aesthetics will be a tremendous asset to the community and I believe you and your constituents will be very pleased with the final product.
