
Health, Vision, and Dental Open Enrollment
Open Enrollment for Health, Vision, and Dental – October 6 – 31, 2025
Open Enrollment for Health, Vision, and Dental insurance is active! Employees with an email address on file in MUNIS (if you get an email check stub because you have direct deposit) got a courtesy email alerting them to log on to Employee Self Service (ESS) to read the materials. PLEASE READ THE MATERIALS AND ENCOURAGE OTHERS TO READ THE MATERIALS! Even if you aren’t interested in making changes, you should know what the 2026 premiums will be and any other changes. If you are not making changes after reviewing the materials, you don’t need to take any further action.
Log on to ESS EARLY during the OE period to access materials
Please log on early to ESS. You may need to change your password. There is now a requirement to set up security questions. If you don’t log on regularly, you may need to set those up. Vision and Dental changes can ONLY be made in ESS. All information is available in ESS. Here are instructions for logging on to ESS. Once you log on to ESS, click on “Benefits” in the menu to access OE information.
If you don’t have ESS access
Those who don’t have an email address in ESS or who are hired during Open Enrollment and not in ESS yet will receive paper packets. If you were hired during OE but worked at Metro before and had a MUNIS account, you will be able to log on to MUNIS and make changes.

Go to the City’s Open Enrollment Website to see all of the information, including premium pricing for 2026.
Health insurance changes only accepted on the paper application.
You can find the paper application at this link. Make sure you are not using an old version. Revision date for the current version Is on the bottom – 8/14/25. It is recommended that you turn paper forms in directly to City HR. They are in the Madison Municipal Building, Room 261. You can also turn them in to Metro HR.
Getting Help
City HR will have drop-in help on October 17th from Noon to 4:00 PM in MMB, Room 204. There will also be a vendor fair at the same time in MMB, Room 215.
City HR will also have drop in help on Tuesday from 2:30 PM to 4:30 PM throughout the OE period, and Thursdays from 8:30 to 10:30 AM.
You can see Metro HR staff for help at any time. Please start your process early and don’t wait until the last minute. Health applications have to be to CITY HR by 4:30 PM on October 31st.
ETF/SS Numbers
Your ETF number is available to you on ESS. On your health application, if you include your social security number, you do not need to list your ETF number.
For the online vision and dental enrollment, it asks for dependent social security numbers. The field needs information, but SSNs for dependents are not required. You can enter your own SSN if you don’t have your dependent’s.

Flex Spending Open Enrollment is November 10 -26, 2025.
