January 12, 2026 Update
The project is progressing toward 60% design. The assessment letter, fact sheet, preliminary assessment, and Board of Public Works public hearing notice will be mailed during the week of January 12, 2026.
The Board of Public Works public hearing to consider approval of the plans, specifications, and assessments is scheduled for January 28, 2026. The Common Council public hearing will also consider approval of the plans, specifications, and assessments and is scheduled for February 10, 2026.
Property owners may register to attend either hearing virtually and will have the opportunity to provide comments and share their perspectives on the project.

Project Information
Project Overview
The City is planning to reconstruct Elmside Blvd (Oakridge Ave to Atwood Ave), Sommers Ave (Miller Ave to Elmside Blvd, and Center Ave (Miller Ave to Elmside Blvd).
The project includes the replacement of sanitary sewer and laterals, water main, storm sewer main and laterals, curb and gutter, gravel base, asphalt pavement, and pavement marking. The sidewalk will be spot replaced as needed. The curb ramps will be replaced at the intersections to provide better access to pedestrians crossing the streets.
The project will also include connecting new sanitary sewer, water main, and storm sewer to existing facilities along Atwood Ave at Elmside Blvd as well as remove a portion of the asphalt pavement in the outside outbound lane (away from downtown) from Miller Avenue to Marquette St. Lane reductions are anticipated during construction.

December 23, 2025 Update
The project is continuing through preliminary design. Assessment letters and the Board of Public Works (BPW) hearing notice are anticipated to be mailed in January 2026, followed by BPW approval and subsequent Common Council consideration.
