Funding Programs

The Greater Madison MPO oversees four key funding programs to support regional transportation improvements:

  1. Surface Transportation Block Grant – Urban (STBG-U) – Provides flexible funding for roadway, transit, bicycle, and pedestrian infrastructure improvements that enhance mobility and connectivity in urban areas.
  2. Transportation Alternatives Program (TAP) – Supports projects that enhance non-motorized transportation, including pedestrian and bicycle infrastructure, and Safe Routes to School plans and programs.

  3. Section 5310 – Enhanced Mobility of Seniors & Individuals with Disabilities – Provides funding for transportation services and capital projects that improve mobility for seniors and individuals with disabilities.
  4. Carbon Reduction Program (CRP)Funds projects that reduce transportation-related emissions, such as investments in electric vehicle infrastructure, public transit improvements, and active transportation projects.

Current Funding Opportunities 

We are now accepting applications for three MPO-administered federal transportation funding programs: the Surface Transportation Block Grant–Urban (STBG–Urban) Program for the 2026–2031 cycle, the STBG–Transportation Alternatives Program (TAP) for the 2026–2030 cycle, and the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program for calendar year 2026. Applications are due at 8 a.m. on Monday, August 11, 2025.
