Transportation Improvement Program

The Transportation Improvement Program (TIP) is a five-year plan that outlines priority transportation projects in the Greater Madison region. Updated annually by the Greater Madison MPO, the TIP ensures projects align with the region’s long-range transportation goals.

Projects must be included in the TIP to qualify for federal funding. The plan covers a variety of transportation improvements, including: roads and highways, public transit, bike and pedestrian infrastructure, and rideshare and transportation demand management (TDM) projects.

Draft 2027–2031 TIP Now Available

The draft 2027–2031 Transportation Improvement Program (TIP) is now available for review and comment. It includes transportation projects planned by local communities and transportation agencies over the five-year period.

This year, the TIP will be available in a new, more accessible format. Project listings will be available through the MPO's new electronic TIP (e-TIP) platform, making it easier to explore projects and funding details.

Public Hearing & Comment Period

Comments on the Draft 2027–2031 TIP are welcome through Monday, September 21, 2026. You can submit comments by email at mpo@cityofmadison.com, by mail to Greater Madison MPO, 100 State St., Suite 400, Madison, WI 53703, or directly on individual project listings through the e-TIP.

The Greater Madison MPO Policy Board will also hold a virtual public hearing on Wednesday, September 2, 2026, at 6:30 p.m. Attend to provide comments, ask questions, or learn more about projects included in the Draft TIP.
