Transportation Improvement Program

The Transportation Improvement Program (TIP) is a five-year plan that outlines priority transportation projects in the Greater Madison region. Updated annually by the Greater Madison MPO, the TIP ensures projects align with the region’s long-range transportation goals.

Projects must be included in the TIP to qualify for federal funding. The plan covers a variety of transportation improvements, including: roads and highways, public transit, bike and pedestrian infrastructure, and rideshare and transportation demand management (TDM) projects.

TIP Amendments

Proposed Amendment

A proposed amendment to the 2025–2029 TIP would update and add the following projects:

WisDOT-Sponsored Projects
  • Update the timeline and costing/funding amounts for the Interstate 39/90/94 (Beltline Highway to North County Line) reconstruction and capacity expansion project.
  • Update the timeline and funding amounts for the USH 18/151 (West County Line to CTH PD) corridor study.
Metro Transit-Sponsored Projects
  • Add new project listings for hybrid bus purchases, maintenance equipment, and workforce development for Madison Metro Transit, funded through a federal FY2025 Low-No Emission grant.

A public hearing will be held to discuss the proposed amendment at the MPO Policy Board meeting on Wednesday, February 4, 2026, at 6:30 p.m.
