Carbon Reduction Program (CRP)

The Carbon Reduction Program, established under the 2021 Bipartisan Infrastructure Law (BIL), provides funding for states and local governments to implement projects that reduce transportation-related carbon dioxide emissions. The program's primary objectives are to (1) improve air quality and (2) alleviate congestion. Additionally, the program supports projects that enhance equitable access to transportation, improve safety, and advance new and emerging technologies.

Funding Eligibility

Eligible projects include: 

  • Traffic monitoring and management programs
  • Energy-efficient street lighting and traffic signals
  • Diesel engine replacements and retrofits
  • Bicycle and pedestrian infrastructure
  • Shared micromobility initiatives, such as bike-sharing systems
  • Other projects that reduce transportation emissions

FFY 2025-2028 CRP Selection Process

The application period for the Carbon Reduction Program (CRP) funding for Federal Fiscal Years 2025 through 2028 closed on June 30, 2024.

The Greater Madison MPO will allocate approximately $5,050,700 to eligible projects during this period, with at least half designated for projects in Federal Fiscal Year 2025.

Next Application Period

The next funding opportunity for the Carbon Reduction Program for Federal Fiscal Years 2029 and 2030 is anticipated in 2026. Updates will be provided here and on the WisDOT CRP page as they become available.
