2025 Affordable Housing Fund-Tax Credits RFP (Coming Soon)

Purpose

The City of Madison Community Development Division (CDD) will soon be soliciting development financing proposals for the Affordable Housing Fund-Tax Credit (AHF-TC) Request for Proposals. The purpose of the AHF-TC Request for Proposals is to assist in financing the production and preservation of affordable rental housing developments in Madison, with a primary purpose of increasing supply of income- and rent-restricted housing opportunities – especially those that serve extremely low-income households (at or under 30% AMI), and targeted populations in close partnership with support service providers.

AHF-TC funds are available on a competitive basis only to projects that are seeking to utilize Low-Income Housing Tax Credits administered by the Wisconsin Housing and Economic Development Authority (WHEDA). This RFP provides gap financing to help cover the difference between total development costs and the amount that can be secured from other sources. 

This Request for Proposals is anticipated to be released in July 2025.

Process Overview

  1. Review RFP Guidelines and Resources

    RFP Guidelines and Resources will be uploaded to this page at release of Request for Proposals.

  2. Pre-Application Process

    Applicants will be required to contact Community Development Division staff several weeks prior to the due date of the RFP to notify of the intent to apply.

    If you are currently vetting sites and/or contemplating a proposal, you can contact Matt Frater, AICP, Community Development Specialist at mfrater@cityofmadison.com to discuss your project. You can make this contact prior to the release of the Request for Proposals.

    The Community Development Division will coordinate a pre-application meeting with staff from Planning and Zoning Divisions to discuss site selection, zoning, and land use approval processes. When scheduling a meeting, please indicate that the meeting will be about a proposed project applying through the AHF-TC Request for Proposals.

  3. Attend or Watch Workshop

    The City will hold a pre-application workshop over Zoom for applicants interested in responding to this Request for Proposals. The workshop registration link will be made available prior to RFP release.

    The workshop will provide an overview of the RFP requirements and preferences, and what characterizes a successful application.

    The workshop will be recorded and posted to this page.

  4. Review the Timeline

    A full timeline will be uploaded with the release of the Request for Proposals. 

  5. Fill out and Submit the Application

    Application Materials will be uploaded to the site upon the release of the Request for Proposals. 

  6. Submitted Applications Summary

    To be posted here once the submission deadline has passed and applications have been received.

  7. Funding Award Recommendations

    To be posted here once funding award recommendations are made.
