Why We're Implementing an Organization-Wide HRM

For the first time, #TeamCity is implementing a single, modern HRM System that will be used across every department – from Fire to Finance, and Parking Utility to Public Works.  

This investment is about more than technology. It's about creating a consistent, inclusive, and effective employee experience for everyone who works for the City.  

This HRM will:

  • Allow us to implement our Talent Management Strategy and improve how we recruit, hire, onboard, support, recognize, retain and develop employees organization-wide.
  • Move from disconnected, manual processes to a modern and integrated HR system allowing us to simplify data sharing and have consistency across the employee life cycle.
  • Empower every employee with self-service access to organizational information. 
    • For example:
      • Employees will have access to update personal information (name/address) without having to go to HR or their payroll clerk. 
      • Organization-wide trainings, like regular APM 3-5 trainings, will be delivered through the system. 
      • Open enrollment & other benefits will be done using this system. 
  • Improve service delivery by reducing paperwork and creating automated workflows. 
  • Align with the City of Madison's Mission, Vision, and Values. 

Ultimately, this system enables HR and IT to better support #TeamCity employees. 


What This Means for #TeamCity

This HRM Implementation is being rolled out in three phases to ensure a thoughtful, well-supported transition. Each phase will focus on specific NEOGOV modules, tools, and processes, with regular communication and opportunities for feedback along the way.
