May 29, 2026 Update

The City's contractor, Parisi Construction, has moved up the start of construction to the week of June 1, 2026.  Construction is anticipated to be completed by middle of July 2026.

May 22, 2026 Update

The contractor has delayed the start of construction by a few weeks.  The new construction start date will be the week of June 8, 2026.

May 12, 2026 Update

Construction on the South Charter Street Alley will begin the week of May 25, 2026.  Madison Gas and Electric will be on site a few days prior, around May 20, 2026, to relocate gas main ahead of the City project.

Parisi Construction, LLC is the contractor that will complete the construction work.  Construction is anticipated to be completed by the end of June 2026.

Construction Schedule & Impacts

Project Scope: The project plans to install new storm sewer, alley gutter, gravel base, and asphalt pavement in the easterly portion of the South Charter Street Alley to South Charter St.

Construction limits are from S Charter St. Alley to S. Charter St.

Traffic Impacts: The South Charter Street Alley will be closed to through traffic.

Local access will be provided, but access from the alley may not be possible at times when work is being performed in front of individual properties and while new alley gutter is constructed.  No parking is allowed within the 
construction zone during working hours (7AM to 7PM), so when properties are inaccessible from the alley, residents will need to park on the adjacent streets outside the limits of construction. The contractor will notify impacted residents prior to property access from the alley being closed for an 
extended period, but there will likely be several short-duration closures 
during asphalt paving that may not have much advance notice. During these shorter disruptions, the Contractor will work with residents to provide access as quickly as possible. 

Construction Sequencing: The Contractor will begin with installation of the storm sewer.  Then the Contractor will begin grading and concrete work.  Asphalt paving and restoration will occur towards the end of June.

Water Shut-offs: There are no planned water shut-offs. While unlikely, 
emergency shut offs are possible if the existing main is damaged during 
construction. Affected properties are notified as soon as possible. 

Refuse Collection: It will be the contractor's responsibility to allow for refuse collection to continue during construction. Please mark your address on your cart to make sure it is returned if moved. We ask that you place your carts in the alley the evening prior to or at the very latest 6:00 a.m. the 
morning of your scheduled refuse/recycling day. The contractor will 
maintain access for private garbage collection service for adjacent businesses.

Additional Project Details – Proposed Work

Driveway Aprons: The driveway apron at the entrance to the alley from South Charter St will be replaced with the project. Driveway widths will be replaced per the City of Madison standard detail.

Trees: Terrace trees along South Charter Street may be pruned prior to 
construction to provide required clearance for construction equipment. There are no planned tree removals with the project. If, during construction, it is determined that any additional trees must be removed, adjacent 
property owners will be notified, prior to removal of the tree. The trees within the project limits that remain may have the roots trimmed during construction.

April 15, 2026 Update

The project contract has been awarded to Parisi Construction, LLC.  Construction is anticipated to start towards the end of May or early June 2026.  More information will follow closer to the start of construction.

February 4, 2026 Update

The plans, specifications, and assessments have been approved by the Board of Public Works and Common Council.  The project is currently advertised for contractor bids with an expected start of construction in late spring or early summer of 2026.

December 15, 2025 Update
