Implementation Team Structure

This page provides an overview of the Implementation Team Structure supporting the launch of the HRM system across the organization. Multiple teams from across the City of Madison are working together, each contributing their expertise to ensure a successful rollout. 

In the diagram below, each group is represented as a puzzle piece - illustrating how these teams are coming together to collaborate and form a complete, unified implementation effort. The final piece of the HRM implementation effort is the employee experience itself - because these seven groups must work together to turn plans and systems into a simple, positive experience for employees every day.

Sponsors

Sponsors provide overall direction & support for the HRM implementation. They champion the project's goals, remove roadblocks, and ensure the work stays aligned with our organizational goals and priorities.

Project Managers

Project managers coordinate day-to-day activities for the implementation. They develop timelines, manage tasks & resources, track risks & issues, and keep interested parties informed so the project stays on time (as much as it can be!).

Change Managers

Change managers focus on the people side of the HRM implementation. They plan communications, training, and engagement activities to help employees understand the changes, build buy-in, and transition smoothly to the new system and processes.

Communications lead creates communication strategies, drafts messages, and ensures that communications about change are clear, consistent, and effectively delivered to the right audiences.

Core Implementation Team

The core team is a cross-functional group of subject matter experts (SMEs) who design and test the new HRM processes and system configuration. They provide input, make design decisions, validate solutions, and help prepare the organization for a go-live.

Steering Team

The steering team provides strategic oversight and key decision-making for the implementation. They review progress, resolve major issues or conflicts and ensure the project is executed within set parameters.

Subject Matter Experts (SMEs)

SMEs provide specialized knowledge, content, and insights to define requirements, validate solutions, and support training throughout each phase of the project.

Work groups guide implementation activities, ensure project tasks and milestones stay on track, and provide input and feedback within their functional areas to support project success.

IT work groups serve as focused technology partners within the project, guiding implementation from a systems and infrastructure perspective and ensuring IT deliverables align with project goals and timelines.

Change Champions

Change Champions are employees in various roles across differing agencies and unit levels throughout #TeamCity. These folks assist in communicating about the change, and lead & role model adopting the change. They serve as points of support, help others understand the benefits of the new HRM system, share key updates and honest feedback to the project team, while creating a culture of openness, collaboration, and continuous improvement on this project.
