Janel Heinrich, Director  

 Provides administration, leadership, management, planning, and implementation of public health activities as they relate to health, consumer protection, and environmental protection. Also acts as liaison with other local, state and federal agencies.

Operations Division

The Operations Division is responsible for developing and monitoring the agency’s budget and accounting, providing administrative and clerical support for the agency across offices and clinic sites, coordinating human resources and workforce development, leading media relations, and coordinating strategic planning, accreditation, and quality improvement activities.

Manages all budgeting and accounting functions including development and monitoring of budgets, purchasing, payroll, billing, and contract monitoring.

Manages operations and administrative support for all office locations.

Sara Stinski, Communications Manager    

Manages internal and external communications and emergency preparedness.

Katarina Grande, Public Health Supervisor    

Manages public health epidemiology and data science.

Manages language access, open records, HIPAA compliance, and city technology liaison.

Sandy Bogar, Public Health Supervisor    

Manages quality improvement and performance management activities, workforce development efforts, health and racial equity activities, human resources, and evaluation.

Community Health Division

To enhance the health and safety of the families in our community, this Division monitors and works to reduce rates of communicable diseases, provides healthcare services to uninsured/underinsured residents, and supports healthy birth outcomes through home visiting and nutrition assistance programs.

Environmental Health Division

This Division monitors and regulates the surroundings in which people live, learn, work, and play in order to prevent injuries or illnesses from occurring. This includes issuing permits and inspecting businesses, monitoring environmental conditions, and decreasing the number of hazards to which the public are exposed.

  • Well and Septic Program
  • Health and Safety Environmental Risks 
  • Environmental Health Labs (Tests: water, clinical specimens, hazardous materials/spills, landfill leachate monitoring)
  • Water Testing (i.e., surface and groundwater, swimming pools, beaches)
  • Environmental Protection

Community Initiatives Division

To improve community health and address health inequities, this division provides direct services, partners with internal and community stakeholders, and leverages community assets and resources to address emerging health concerns. Some of the ways we do this is by providing policy analysis, coalition building, and supporting program planning and community engagement.
