MPD Notable Calls 12/30/2019 to 01/02/2020

The information provided below about some of the calls officers responded to (Monday afternoon-Thursday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 12/30/2019 through 6:00 a.m. on 01/02/2020, MPD 912 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (147), East (213), Midtown (145), North (128), South (75), West (152), and Other (52).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.  

 

12/30

NORTH:  Domestic Disturbance – 9:00 a.m. Officers met with a subject who wished to turn himself in for an incident that occurred on Christmas.  Interviews were conducted with various subjects.  Probable cause was developed to arrest another subject (60-year-old female) in the incident, who has yet to be contacted by officers.

MIDTOWN: Disturbance – 9:59 a.m.  Officers responded to a disturbance involving multiple subjects.  Journey Mental Health plugged in.  A subject was conveyed to a local hospital where he was voluntarily admitted.  Emergency detention may be sought if necessary. 

EAST: Adult Arrested Person – 11:22 a.m.  Officers responded to Kohl's for a report of a retail theft.  The suspect fled the area but was located by officers.  A traffic stop was conducted.  The driver/suspect (34-year-old female) resisted arrest.  The suspect lied about her identity.  The suspect was arrested and conveyed to jail on charges of retail theft, resisting and obstructing. 

WEST: Disturbance – 1:17 p.m.  Officers responded to a West district residence for a disturbance involving a 18-year-old female subject who was causing a disturbance and pepper-sprayed another subject.  The suspect damaged property and fled.  The suspect remains at-large. 

CENTRAL: Disturbance – 4:32 p.m.  Officers responded to a business on State St for a subject/suspect (63-year-old male) telling customers he had a gun and was going to shoot himself.  The suspect was contacted by officers and found to be intoxicated.  No weapon was found on the suspect.  The suspect was arrested and conveyed to jail for disorderly conduct, bail jumping and trespassing.

NORTH: Domestic Disturbance – 4:46 p.m. Officers met with a victim who reported being physically assaulted by her boyfriend/suspect (23-year-old male).  Areas checked for the suspect without success.  Once located, the suspect will be arrested/charged with 2nd degree reckless endangering safety, intimidation of a victim, false imprisonment, battery and disorderly conduct (all domestic-related charges).  The suspect is wanted on previous charges as well. 

CENTRAL: Check Person – 6:40 p.m.  Officers responded to a Central district residence to check the welfare of a subject (due to a history of depression and mental health concerns).  Entry was made to the home after no answer and the subject was located.  The subject was assessed and no further action deemed necessary by officers.

WEST: Stolen Vehicle – 7:21 p.m.  Officers received a report of a stolen vehicle from a parking lot.  The registered owner believes the keys were in the vehicle.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases.

MIDTOWN: Intoxicated Subject – 9:40 p.m.  Officers responded to a local hospital where an intoxicated subject was reporting to be suicidal.  The subject/suspect (39-year-old male) was found to be on probation and is restricted from drinking alcohol.  The suspect was arrested for a probation violation. 

NORTH: Domestic Disturbance – 9:54 p.m.  Officers received a report of a domestic disturbance.  Officers made contact with the victim (female) who had visible injuries.  The suspect (50-year-old male) was arrested for domestic disorderly conduct and domestic battery. 

SOUTH: Domestic Disturbance – 11:10 p.m.  Officers responded to a South district residence for a domestic disturbance between two subjects (male victim and 19-year-old female suspect).  The suspect kicked in the door to gain entry to the residence.  The suspect was not on scene when officers arrived but she was later located/apprehended.  The suspect was arrested for domestic disorderly conduct and criminal damage to property. 

MIDTOWN: Drug Incident/Overdose – 11:32 p.m.  EMS responded to a subject in need of medical attention.  Naloxone was administered and the subject was conveyed to a local hospital.  Drug paraphernalia was on the subject but the subject denied any drug use.  The subject was admitted to the hospital for further evaluation.

EAST: Strong Armed Robbery – 2:58 a.m.  Officers responded to a report of a strong armed robbery.  The victim (male) reported that the suspect (20-year-old male) stole money from him and shoved him to the ground.  The suspect fled on foot but was located/apprehended by officers.  The suspect was arrested for robbery and resisting.

EAST: Disturbance – 3:53 a.m.  Officers responded to an East district residence regarding a subject who was observed with physical injuries.  The subject was contacted but limited information was provided to officers about what occurred.  The subject did admit to having a drug problem and was referred to the Madison Addiction Recovery Initiative (MARI).  Officers attempted contact with the subject's boyfriend to try to find out what happened but he was not located.  No charges have been substantiated at this time. 

EAST: Information/Sexual Assault – 4:47 a.m.  Officers met with a victim who reported being sexually assaulted over the weekend.  Investigation continuing. 

WEST: Check Person – 7:46 a.m.  Officers were requested to check the welfare of a subject who had not returned home.  Areas checked and the subject was located in his vehicle, which had died (along with the subject's cell phone).  Officers jump started the subject's vehicle and got him on his way.         

WEST: Death Investigation – 9:35 a.m.  Officers responded to a report of a pulseless non-breathing subject (29-year-old male).  Lifesaving measures not successful.  Evidence of drug use observed.  Medical Examiner's office responded.

MIDTOWN: Assist EMS/Fire – 10:33 a.m.  Officers, along with EMS/Fire, responded to a Midtown district residence for a subject who collapsed while shoveling snow.  The subject was conveyed to a local hospital in serious condition.   

WEST: Stolen Vehicle – 3:21 p.m.  Officers received a report of a stolen vehicle.  The vehicle was observed being stolen by several juveniles.  The juveniles crashed the vehicle into a tree and fled on foot.  The juveniles remain at-large. 

SOUTH: Domestic Disturbance – 3:29 p.m.  Officers responded to a South district residence for a domestic disturbance between two subjects (female victim and 30-year-old male suspect).  Probable cause was developed to charge the suspect with battery, disorderly conduct, false imprisonment and suffocation (all domestic-related charges).

CENTRAL: Mental Health Conveyance – 3:46 p.m.  Officers responded to Festival Foods on E. Washington Avenue for a subject/suspect (49-year-old male) trespassing and causing a disturbance.  The suspect was contacted and taken into custody on an active Chapter 51 return order.  The suspect was conveyed to a local hospital for a medical clearance before being transported to Winnebago.

EAST: Disturbance – 4:05 p.m.  Officers responded to the area of N. Fair Oaks/Chicago Ave for a report of a disturbance between two subjects.  Areas canvassed.  Contacts made. Cameras reviewed.  No injured subjects located.  No evidence of a disturbance located.  Officers disengaged from the area. 

NORTH: Information/Disturbance – 5:55 p.m.  Officers met with a victim who reported being physically assaulted.  The victim was conveyed to a local hospital for an evaluation.  Investigation continuing. 

CENTRAL: Check Person – 6:55 p.m.  Officers responded to a Central district residence for an unconscious subject/suspect (25-year-old male).  The suspect came to and became resistive towards officers.  The suspect was arrested and conveyed to jail for resisting and possession of narcotics. 

SOUTH: Domestic Disturbance – 7:37 p.m.  Officers met with a victim who reported on-going domestic violence with her boyfriend/suspect (25-year-old male).  Probable cause was developed to arrest the suspect for multiple domestic-related charges. 

NORTH: Domestic Disturbance – 10:59 p.m.  Officers responded to a hotel on Hayes Rd for a request from staff to have subjects removed from the premises.  Officers discovered a disturbance had taken place between the two subjects (male victim and 34-year-old female suspect).  The suspect was arrested for obstructing, domestic battery and bail jumping (two counts).  The victim had restrictions to not be around the suspect, so therefore he was arrested for bail jumping (seven counts). **Once at the jail, the suspect wished to report being sexually assaulted by an unknown subject.  The suspect was conveyed to a local hospital for an evaluation.  Investigation continuing.

WEST: Domestic Disturbance – 12:39 a.m.  Officers responded to a West district residence for a domestic disturbance between two subjects (female victim and 29-year-old male suspect).  Probable cause was developed to arrest/charge the suspect.  The victim received treatment at a local hospital. 

NORTH: Disturbance – 12:44 a.m.  Officers responded to a North district residence for a disturbance between two subjects (26-year-old female and 23-year-old male).  The subjects were not cooperative with officers.  Multiple family members attempted to intervene.  The male subject was arrested for resisting.  The female subject was arrested for resisting and battery to a police officer.

CENTRAL: Fight Call – 1:36 a.m.  Officers responded to King Street for a report of a large crowd fighting.  Two subject/suspects refused to leave the area.  One suspect was arrested for disorderly conduct, possession of cocaine and resisting.  A second suspect was arrested for disorderly conduct and resisting. 

CENTRAL: Damage to Property – 1:38 a.m.  Officers responded to a Central district residence for a disturbance between two subjects (female victim and 28-year-old male suspect).  The suspect was arrested for disorderly conduct.  Additional charges may be forthcoming. 

CENTRAL: Fight Call – 3:15 a.m.  Officers were on State St when they came across two male subjects fighting (24-year-old male and 29-year-old male).  The suspects were not cooperative with officers and refused to stop fighting/leave the area.  The 24-year-old male suspect was arrested for disorderly conduct and discharge of fluids at a public safety officer (spit at a MFD employee).  The 29-year-old suspect was arrested for resisting and disorderly conduct. 

CENTRAL: Disturbance – 4:08 a.m.  Officers responded to W. Gorham Street for a disturbance (five female subjects/suspects fighting).  All suspects were arrested for disorderly conduct and resisting.  Two additional subjects were cited for obstructing as they attempted to intervene. 

NORTH: Domestic Disturbance – 6:46 a.m.  Officers responded to a North district residence for a disturbance between two subjects (female victim and 28-year-old male suspect).  The suspect damaged items in the home during the argument and fled before officers arrived.  The suspect will be charged, once located, with domestic criminal damage to property and domestic disorderly conduct. 

MIDTOWN: Weapons Offense – 7:30 a.m.  Officers met with a victim who reported hearing a "pop" while walking on Allied Drive and later realized his arm was injured.  The victim went to the hospital and was found to have a gunshot wound (non-life threatening).  Investigation continuing. 

MIDTOWN: Mental Health Conveyance – 11:51 a.m.  Officers responded to a local hospital for a subject in need of an emergency detention.  Journey Mental Health plugged in.  An emergency detention was sought and approved.  The subject is awaiting transport to Winnebago.

EAST: Stolen Vehicle – 12:51 p.m.  Officers met with a victim who reported that a suspect (male) stole money, car keys and subsequently her vehicle.  Investigation continuing.    

CENTRAL: Domestic Disturbance – 3:13 p.m.  Officers responded to a report of a domestic disturbance between two subjects (female victim and 33-year-old male suspect).  The suspect was not on scene when officers arrived but he was located/arrested for disorderly conduct, battery and strangulation (all domestic-related charges). 

EAST: Drug Incident/Overdose – 4:09 p.m.  Officers responded to the mall for a pulseless non-breathing subject/suspect (31-year-old male).  The suspect was alert when officers arrived.  Drug paraphernalia observed in plain sight. The suspect admitted to using heroin.  The suspect was arrested for possession of heroin, possession of drug paraphernalia, carrying a concealed weapon, bail jumping and outstanding warrants. 

MIDTOWN: Adult Arrested Person – 4:50 p.m.  Officers responded to a local hospital and met with a subject/suspect (43-year-old male) who wished to report someone following him.  Journey Mental Health consulted.  The suspect was arrested on a parole hold and possession of schedule I narcotics. 

EAST: Check Area – 10:54 p.m.  Officers responded to the area of E. Washington/MacArthur/Hoover for reports of shots fired.   Areas checked.  No evidence of shots fired located. 

CENTRAL:  Weapons Offense – 11:40 p.m.  Officers responded to N. Blair St for a report of a subject having a gun pointed at their face.  Officers responded and observed a house party take place with multiple people dispersing from the residence.  A gun was observed in plain view, and a strong odor of THC was present.  Officers detained several subjects.  K9 responded and alerted on a vehicle which yielding a significant amount of cash and THC.  The gun, which was recovered, was found to be loaded.  A suspect (24-year-old male) was arrested for felon in possession of a firearm, carrying a concealed weapon, possession with intent THC and endangering safety by use of a dangerous weapon while intoxicated. 

EAST: Information/Armed Robbery – 11:49 p.m.  Officers met with a victim who reported being robbed by a known acquaintance.  The victim also reported that the suspect had a gun and fired a shot from out of a moving vehicle (no other callers reported hearing anything).  Investigation continuing. 

 

01/02

EAST: Suspicious Vehicle – 1:22 a.m.  Officers responded to Seven Pines Avenue for a report of a vehicle (occupied with several juveniles) driving on the street and attempting car doors on the street.  Officers arrived in the area and observed the vehicle on Sprecher Avenue.  The vehicle fled from the area. 

NORTH: Retail Theft – 2:04 a.m.  Officers responded to a retail theft at Walgreens on E. Washington Avenue.  Officers arrived in the area and detained five juveniles.   All five juveniles were arrested/charged and conveyed to the Juvenile Reception Center or released to a responsible guardian. 

CENTRAL: Assist Law Enforcement – 2:53 a.m.  MPD was requested to assist with utilizing/activating the Unmanned Aircraft System (UAS) to search for a missing suicidal person near Cross Plains.  Dane County Sheriff's Department has the lead on this investigation. 

WEST: Stolen Vehicle – 4:46 a.m.  Officers received a report of a stolen vehicle from a West district residence.  The vehicle was observed by officers and a traffic stop was attempted, but the vehicle fled.
