
Systematic Inspections
Systematic inspections are organized inspections of buildings, structures, and land. We follow City ordinances and State laws.
Systematic inspections must follow these rules:
- They are done in coordination with the property owners.
- No complaint is needed.
- They focus on areas where there is proof of deterioration.
Inspections help keep properties safe and well-maintained.
Process
There are four ways the City can identify areas to perform systematic inspections.
Evidence of deterioration.
A blight study is needed. This is a study that evaluates conditions of buildings, infrastructure and other aspects for possible problems affecting the community.
- High numbers of building code complaints or violations
- Falling property values
- Conversion of many single-family homes into rental units.
In these designated areas, the city can require that rental properties or rental units be inspected (interior and exterior) and owner-occupied properties (exterior only).
Inspections
Inspections are conducted in coordination with the property owner or their designated representative.
Building inspectors check for code violations and inspect the following areas:
- Interior of units (e.g., apartments)
- Common interior areas (e.g., corridors, basements, laundry rooms)
- Exterior of the building and property (e.g. roofs, siding, yards, parking lots)
Inspectors follow the standard enforcement process.
