MG&E Gas continues working on gas installation, connection work and gas service replacements and are targeting mid-June for completion of work.
MG&E Electrical has completed pole relocation work for this year phase and work would continue to transfer the utilities to the new poles.

Phase 2026: The Contractor is going to construct MacArthur Road (E Washington Avenue to 1417 MacArthur Road), Duncan Drive (Mendota Street to the MacArthur Court cul-de-sac), and Sycamore Avenue (Mendota Street to 3902 Sycamore Avenue). The work includes storm sewer, sanitary sewer, water main, excavation, concrete work, base course, asphalt binder paving and soil restoration.
Phase 2027: All remaining work for MacArthur Road (1417 MacArthur Road to the south end), MacArthur Court, Larson Court, and Sycamore Avenue (MacArthur Road to 3902 Sycamore Avenue).
The City of Madison has awarded the contract to Parisi Construction.

Project Overview
The City is planning a 2026 reconstruction project for MacArthur Road (E Washington Avenue to the south end), MacArthur Court (MacArthur Road to the east end), Larson Court (west end to MacArthur Road), and Sycamore Avenue (MacArthur Road to Mendota Street). The project includes replacement of sanitary sewer main and laterals, water main and services, base course, driveway aprons, asphalt pavement, pavement markings, signs, improvement on pedestrian crossings, spot replace sidewalks as needed, and install new storm sewer, stormwater features, curb & gutter, and sidewalks. Duncan Drive and the south private street of MacArthur Road are going to be resurface to add new storm sewer. The widths of the street are MacArthur Road 22’ to the face of the curb down to Larson Court/ Sycamore intersection and then 24’ to the face of the curb to the south end of the street, MacArthur Curt and Larson Court are 20’ to the face of the curb with a cul-de-sac at the end, and Sycamore Avenue section without curb and gutter has three option to get feedback from the public and the section with curb and gutter is going to remain as existing.

Construction Schedule and Impacts:
Work is tentatively scheduled to begin the week of June 22, 2026, and the project is expected to be completed in Fall 2027.
Traffic Impacts:
MacArthur Road, MacArthur Court, Larson Court, and Sycamore Avenue will be closed to through traffic until the project is complete.
Local access will be provided, but driveways may not be accessible at times when work is being performed in front of the driveway and while new curb and gutter, sidewalk, and driveway aprons are constructed. Driveway
closures may last up to a cumulative total of 20 days. No parking is allowed within the construction zone during working hours (7AM to 7PM), so when driveways are inaccessible, residents will need to park on the adjacent streets outside the limits of construction.
The contractor will notify impacted residents prior to the driveway access being closed for an extended period, but there are likely to be several
short-duration closures during utility work and asphalt paving that may not have much advance notice. During these shorter disruptions, the Contractor will work with residents to provide access as quickly as possible. Contact the project manager if you have accessibility concerns and need to request special accommodations.
Duncan Drive will be close to through traffic during the storm sewer main and features installation, local access will be maintained.
Mendota Street will remain open for two-way traffic for the duration of the project.
E Washington Avenue will close one eastbound traffic lane during peak hours and two lanes during off-peak hours during the sanitary sewer work at MacArthur Road.
Construction Sequence:
The sequence of construction activities by the Contractor are as follows:
Phase 2026: The Contractor is going to construct MacArthur Road from E Washington Avenue to 1417 MacArthur Road, Duncan Drive from Mendota Street to the MacArthur Court cul-de-sac, and Sycamore Avenue from Mendota Street to 3902 Sycamore Avenue. The work includes storm sewer, sanitary sewer, water main, excavation, concrete work, base course, asphalt binder paving and soil restoration.
Phase 2027: All remaining work for MacArthur Road from 1417 MacArthur Road to the south end, MacArthur Court, Larson Court, and Sycamore Avenue from MacArthur Road to 3902 Sycamore Avenue.
Water Shut-Offs:
An average of 3-4 water shut-offs are expected for each property within the project limits. Due to having to set up a temporary water main and
connecting the services between construction phases. For this project there are properties with larger services that are going to be reconnected and may require additional shut offs for safety of the City Contractor. And there will be shut offs when the new water main is connected to the existing main and connecting the services to the new main.
A minimum of 48 hours of notice will be provided prior to the shutoffs. Each shut off may last up to 8 hours, but typically last 4 hours. At the start of
construction, the existing main will remain in service until the new main is installed and connected to; emergency shutoffs may occur if the old, brittle main is damaged during construction. If this happens, crews will work to
notify affected properties as quickly as possible.
Refuse Collection and Mail Delivery:
It will be the contractor's responsibility to allow for refuse collection and mail delivery to continue during construction. Please mark your address on your cart to make sure it is returned if moved. We ask that you place your carts at the street the evening prior to or at the very latest 6:00 a.m. the morning of your scheduled refuse/recycling day. While the streets are closed for construction, mail delivery within the construction zone may not be
possible. If necessary, temporary mailboxes will be set up outside the
construction zone and coordinated with USPS for delivery. The location of any temporary mailboxes will be provided prior to construction.
Landscaping:
Existing landscaping plantings, raised planting beds, stone or brick pavers, and wood retaining walls, etc. within the terrace (between curb & sidewalk) will be impacted. If you wish to save any landscaping, it should be removed prior to the start of work in 2026 and reinstalled by you after construction is complete. If left in place, these items will be removed by the contractor. The contractor will not replace or reinstall these items following completion of the project.
Project Details - Proposed Work
Sanitary Sewer:
The City will replace the existing sewer mains with new 8" PVC. Sanitary
laterals connected to main being replaced will also be replaced from the main to the property line.
The public sanitary sewer main installed in easement behind 1211 – 1217 Juniper Avenue and 3902 Sycamore Avenue is going to be abandoned.
Water Main:
The City will replace the existing 6" CI water main with new 8" DI pipes along MacArthur Road, Larson Court, and Sycamore Avenue, and replacing existing 1" copper water main with new 8" DI along MacArthur Court and making a new connection at Duncan Drive. Water services will be reconnected to the new main.
Storm Sewer:
The City will install storm sewer along MacArthur Road, MacArthur Court, Larson Court, and Sycamore Avenue extending to the Mendota Street/ Sycamore Avenue intersection for controlling and collecting surface water runoff along the street. The project will extend storm sewer from Mendota Street through Duncan Drive to pick up stormwater from Macarthur Court. The City will also collect and convey stormwater along MacArthur Road to new outlet at the WisDOT-owned pond located at the south end of the 1101 MacArthur Road private driveway. Proposed storm sewer installation will be required permitting and approval from WisDOT to discharge to STH 30 & USH 51 Pond. Currently, public storm sewer discharges to USH 51 ROW via easements near 1350 MacArthur Road and 1202 MacArthur Road.
The current easements could be vacated with routing of proposed storm sewer.
Street:
The City is planning to reconstruct MacArthur Road (E Washington to the south end), MacArthur Court (MacArthur Road to the west end), Larson Court (east end to MacArthur Road), and Sycamore Avenue (MacArthur Road to Mendota Street). The work includes replacement of the existing pavement and gravel base, driveway aprons, pavement markings, signs, spot replace sidewalk where necessary for repairs and improvements and existing
sidewalk, and install new curb and gutter, and sidewalks along the streets.
MacArthur Road is proposed to be various street widths from face of curb to face of curb, first the section with existing curb & gutter will remain with a width of 32 ft, then proposing a width of 22 ft until the Larson Court/ Sycamore Avenue intersection and lastly proposing a width of 24 ft until the south end. The existing no parking would be modified on the section of 24 ft to allow parking on one side of the street. Sidewalk is to be installed on both sides of the street.
MacArthur Court is proposed to have a width of 20 ft from face of curb to face of curb. The existing on-street parking is proposed to be modified to still allow parking on both sides but with no overnight parking restriction. Sidewalk is to be installed on both sides.
Larson Court is proposed to have a width of 20 ft from face of curb to face of curb. The existing on-street parking will remain the same. Sidewalk is to be installed on the north side of the street.
Sycamore Avenue is divided into two sections. The first section from MacArthur Road to about 500' east proposes a width of 26 ft. from face of curb to face of curb The second section, from 500' east of MacArthur Road to Mendota Street, has existing curb & gutter and the width will remain as existing of 32 ft from face of curb to face of curb. Sidewalk will be spot replaces as necessary on Sycamore Avenue. The existing overnight parking restriction on both sides of the street would be modified to just one side of the street.
Driveway Aprons:
Driveway aprons constructed with the project will be replaced with concrete per the City of Madison standard detail. Any driveway removal behind the proposed sidewalk will be replaced with concrete or asphalt depending on the existing material.
Bus Pads:
Bus Pads will not be installed with the project.
Streetlights:
There are no proposed changes to street lighting within the project limits.
Trees:
Terrace trees are in the process of being pruned to provide required
clearance for construction equipment. There are 14 trees (1202 MacArthur Road 2-Silver Maple), (1202 MacArthur Road 1-Red Elm), (1217 MacArthur Road 1-Arborvitae), (3609 Larson Court 1-Green Ash), (1317 MacArthur Road 1-Siberian Elm), (1365 MacArthur Road 1-White Spruce)) planned tree
removals because of sidewalk geometry, and health of trees during
construction. If, during construction, it is determined that any additional trees must be removed, adjacent property owners will be notified prior to
removal of the tree. The trees within the project limits that remain may have roots trimmed during construction.
Trees removals are expected within a future City utility easement at 1101 MacArthur Road.
Tree pruning in advance of the project is required to reduce the risk of damage to the trees during construction. The City of Madison Forestry Section will perform the necessary work. For certain species, especially oak and elm trees, the pruning must be completed by June 1st to reduce the chance of disease. If additional trees need to be removed, City Engineering will notify the adjacent property owner prior to removal.
Street trees provide many benefits to our city and are considered an
important part of the city's infrastructure. Forestry Section staff will evaluate the terrace for new planting sites and potential replacement sites when the project is complete. There is no additional cost to the adjacent property owner for tree planting. Street trees are typically planted in the spring of the year following the completion of the construction project. Per Madison General Ordinance 10.10, City Forestry determines tree species and planting locations. Residents cannot choose or plant their own tree on the terrace.

Real Estate:
A temporary Limited Easement (TLE) will be acquired at 1213 MacArthur Road. A TLE is a temporary construction easement that allows the City's
contractor to access and work on private property during construction. In this case, the TLE will provide the space needed to construct the driveway apron at the appropriate grades. The easement is temporary and will be
released once the project is completed.
A utility easement for sanitary sewer, water utility, and storm sewer facilities will be acquired at 1101 MacArthur Road. This easement will allow the City's contractor and the City Engineering Division to access private property for the installation, operation, and maintenance of underground utilities.
Right-of-way acquisition is going to be acquired at 1325 Larson Court to place the proposed sidewalk in the right-of-way. The acquired land is for the public use of installing sidewalk along the north side of Larson Court.

May 5, 2026 Update
MG&E Gas has been working on installing the new gas main along MacArthur Road and transferring the services to the new main before moving to next street.
MG&E Electrical has staked the new locations for poles that are going to be relocated. Construction work is anticipated to start soon.

April 9, 2026 Update
MG&E has begun their gas main and lateral upgrade along the project limits this week.
The work for this year is going to be for MacArthur Road from E Washington to Sycamore Avenue, MacArthur Court, and Duncan Drive.

March 30, 2026 Update
The project went to bid March 19, 2026, and the lowest bidder is Parisi Construction, LLC. For the next steps the low bidder is going to be approved at the April 8 Board of Publics Works Meeting and at the April 21 Common Council Meeting.
March 9, 2026 Update
The project design phase is completed and the section of storm sewer along Sycamore Avenue previously placed under the curb has been moved to be located on the street minimizing the impacts of curb & gutter replacement. The project is currently out for bid and once the project has a Contractor is going to the Board of Public Works and Common Council meetings to be approved prior the start of construction.

December 10, 2025 Update
The project is currently on the design phase. A section of the MacArthur Road street has been modify to 24-ft allowing on-street parking as requested by residents. City Forestry has determined new trees to be marked for removals due to the impacts for the sidewalk and the trees health after construction.

A section of the MacArthur Road is being designed to 24-feet to allow for
on-street parking. This change is at the request of neighborhood residents. City Forestry has determined new trees to be marked for removal. Tree
selection is based on sidewalk impacts and tree health. Removal will take place before the start of construction.

The Common Council approved the plans, specifications, assessments and street geometrics, along with extending the assessments property payment option to 15 years with 4% interest after final assessments are mailed.

September 11, 2025 Update
The Transportation Commission (TC) approved Option B for Sycamore Avenue, along with maintaining the existing overnight parking restriction. The TC also approved the proposed street widths and the installation of sidewalks throughout the project area, as shown in the overview exhibit.
