Regent Street Reconstruction
March 14, 2026 Update
The design team had a successful presentation to the Transportation Commission on March 4, 2026 and the next step is to get the geometry approved so the design team can begin the Engineering work. The design team will introduce a resolution at the March 24, 2026 Common Council meeting to approve the street geometry, followed by approval at the April 15, 2026 Transportation Commission meeting, the April 22, 2026 Board of Public Works meeting, and final approval at the May 5, 2026 Common Council meeting.
Preferred Alternative to be included with the resolution approval.
Regent Street Preferred Alternative
The geometry for the street is generally proposed with widened sidewalks on both sides of the street, two vehicular travel lanes, left turn lanes, and parking/loading spaces. Additional vehicular lanes are proposed from Mills Street to Park Street.
The following elements were added to the geometry since the March 4, 2026 Transportation Commission meeting:
The project team:
- Reduced corner radii based on SU-30 truck turning movements.
- Added a midblock curb extension on the south side between Mill Street and Brooks Street.
- Added RRFBs at Orchard Street and Brooks Street.
The design team review and possibly include the following recommendations in the final design based upon feedback received from the March 4, 2026 Transportation Commission meeting.
- Tree locations to be investigated during final design, depending on the removal or relocation of underground utilities or other conflicts identified.
- A Monroe Street–style half-raised intersection to be investigated during final design and included if final grades and drainage allow at the intersections of Regent Street & Orchard Street and Regent Street & Charter Street.
- Raised crosswalks to be investigated during final design and included if final grades and drainage allow at the Regent Street crossings of Brooks Street (north side) and Coyne Street.
- The location of the sidewalk on the south side of Regent Street, from Brooks Street to Park Street, to be coordinated with UW Health.

Project Overview
The City is planning to reconstruct Regent Street (Randall Avenue to S. Park Street).
The project includes the replacement of the sanitary sewer main and laterals, water main and reconnecting services, the storm sewer box culvert as well as storm sewer structures and laterals. The project also includes replacement or installation of street lighting, traffic signals, City fiber optic infrastructure, curb and gutter, sidewalk, bus stops, driveway aprons, gravel base, asphalt pavement, pavement markings, and signing. The water main and storm sewer box replacement may extend beyond Randall Street toward Monroe Street.
The following elements will also be included with the Regent Street construction project.
- Randall Avenue (north of Regent Street) — connect existing bike lanes from the Southwest Path to Regent Street.
- Orchard Street (north of Regent Street) — move all parking to the west side to allow for a northbound contraflow bike lane and southbound sharrows.
- Mills Street (north of Regent Street) — remove on-street parking to allow for a buffered bike lane connection to the Southwest Path.
- Randall Avenue (south of Regent Street) — restrict parking and extend bike lanes south to Bowen Court.
- Mills Street (south of Regent Street) — add bike lanes two blocks south to Milton Street.
- Bowen Court — add signing and pavement markings to allow two-way bike traffic.
Madison Gas & Electric is planning to replace the gas main during the project. AT&T as well as Charter Communications and other communication companies may also replace facilities during the project.

The design team intends to present the preferred alternative, the other options evaluated during the planning process, and a summary of feedback received at the second public meeting to the Transportation Commission on March 4, 2026, for review and input.
