Transportation Demand Management (TDM)

MPO team members smiling at a RoundTrip table for Madison Bike Week Commuter Station in Fitchburg
RoundTrip Program Manager Zia Brucaya and MPO Marketing & Communications Specialist Kayla Haas staff a table at a Bike Week event in Fitchburg.

The MPO's TDM program, RoundTrip, coordinates the activities of various agencies and organizations to encourage alternatives to driving alone, including carpooling, vanpooling, public transit, bicycling, and walking. These efforts help reduce driving and traffic congestion on major corridors and around work sites.

Through RoundTrip, MPO staff assist employers with resources such as on-site visits, promotional materials, toolkits, employee surveys, and branded networks on the ride-matching website.

RoundTrip partners with Dane County, Metro Transit, and UW–Madison on an annual advertising campaign to build public awareness. Staff also respond to requests for assistance by email and phone.

RoundTrip also partners with Dane County to administer the Dane County Emergency Ride Home program and manages a website and an online ride-matching and trip-planning platform connected to a statewide database.

ProjectStatusImplementing Agency
Transit Priority Infrastructure

Madison began budgeting for transit improvements in priority areas in 2022, including bus queue jumps.

Bus lanes and other priority treatments were completed with East-West bus rapid transit (BRT) construction in 2024. North-South BRT improvements are in design in 2026.

City of Madison
Transit Service Enhancements, Including Fixed-Guideway Service

Buses are purchased according to the fleet replacement schedule. Service was reduced in 2020 due to COVID-19, followed by minor improvements and no changes in 2022.

A redesigned service network launched in June 2023, greatly increasing job access for most residents. East-West BRT service began in 2024. North-South BRT improvements are in design in 2026.

Metro Transit
Bus Service to Outlying Employment Centers

Ongoing. Verona commuter service expanded in 2012, 2014, and 2023.

Service improved to American Center in 2015 and began serving the Exact Sciences facility in 2018. Sun Prairie service began in 2019 and expanded in 2023 to serve the entire community with two local routes.

The June 2023 Network Redesign improved service to outlying employment areas. Service expanded to Monona in 2025, and Verona service increased to all-day service in 2026.

Metro Transit

Downtown Shuttle Service and Free Fare ZoneDowntown Shuttle: Ended in 1987, resumed with the 1998 route restructuring, and ended again in 2000. Midday service between the UW campus and Capitol Square began in 2004 and has since been provided through overlapping routes.
Free Fare Zone: Operated downtown from 1991 to 1998.
Metro Transit
Transit Service to Surrounding Communities

Epic Systems commuter service in Verona began in 2005 and improved in 2012, 2014, 2023, and 2026.

Express service between Madison and Sun Prairie began in 2019 and became an extension of Route A in 2023. Local buses replaced Sun Prairie's shared-ride taxi service in September 2023.

The MPO helped Oregon evaluate service models in 2022–2023 and DeForest in 2023. Metro contracted with Monona for service in 2025. Potential expansion to Cottage Grove is under discussion, with timing to be determined.

Metro Transit, Private Transit Services, Municipalities
Transit Fares and Bus Pass Programs

Ongoing. A 2009 fare increase supported the system and expanded service hours.

A fare payment technology and policies study was conducted in 2021–2022. Launched in 2024, the Fast Fare card system provides daily, weekly, and monthly fare caps. Cards can be reloaded online, at BRT kiosks, and at many area businesses.

Air Quality Impacts

Under the National Ambient Air Quality Standards (NAAQS) included in the Clean Air Act Amendments (CAAA) of 1977, Dane County was briefly designated a “non-attainment" area for photochemical oxidants. The Act required states to develop revised State Implementation Plans to bring non-attainment areas into compliance with air quality standards by the end of 1982.

The State designated the Dane County Regional Planning Commission (DCRPC) to lead the development of a plan to bring Dane County into compliance with the photochemical oxidant standards. The DCRPC adopted this plan, “Transportation/Air Quality Planning for the Dane County Area," in April 1979. The “non-attainment" designation was removed in late 1982.

The 1990 Clean Air Act Amendments were signed into law in November 1990. Under the revised Act, the two major areas of concern for Dane County are maintaining attainment status and complying with emission restrictions and engine regulations for transit vehicles purchased by public and private transit operators after 1990.

To date, the State of Wisconsin has mandated the implementation of most available low-cost control techniques and has made considerable progress in controlling industrial emissions and other stationary sources. Controlling mobile sources, however, will play a major role in future efforts.

In addition to emission reductions from cleaner vehicles, transportation system management (TSM) and transportation demand management (TDM) measures can help reduce motor vehicle emissions by slowing growth in vehicle miles traveled.

These measures include:

  • Traffic flow improvements
  • Carpooling and employer demand management programs
  • Improved public transit and pedestrian and bicycle facilities
  • Parking management
  • Special event planning

The Madison area has a long-standing commitment to implementing TDM and TSM measures to improve the overall efficiency of the transportation system. The transportation/air quality plan for Dane County identified 17 TDM/TSM projects for implementation during the 1979–1982 period and established goals for reducing volatile organic compounds through these measures.

All recommended projects were initiated, and several were completed. Many continue as ongoing projects, and new projects have been added, as noted above.
